About Southern California Edison One of the nations largest investorowned utilities with 125 years of service. Service Area 50,000 square miles Over 430 cities and communities Population Served Nearly 14 million residents 4.9 million customer accounts. Industry leader in renewable energy, energy efficiency, electric transportation, smart grid and smart metering. 1
SCE Public Policy Objectives System Reliability Price Stability Balance objectives through CPUC/CECs loading order: Energy Efficiency; Demand Response Renewable Resources; Distributed Generation Public Policy Clean and Efficient Fossil-Fired Generation Integration of Renewables Must Consider and Satisfy These Objectives 2
SCE Delivers More Renewable Power Than Any Other Utility in the Country 28.3 Billion kwh SCE has contracts in place to reach the 20% RPS goal in 2010, and is working toward the 33% RPS goal by % Increase Small Hydro 5% Solar 6% 2010 Renewable Resources (14.5 billion kwh) 15.0 Billion kwh 33% RPS Biomass 7% Geothermal 53% 20% RPS Wind 29% SCE 2010 Renewable Resource % of Total Delivered Portfolio: 19.4% 3
Solar PV Growth At SCE Solar PV is the fastest growing resource in our renewable portfolio. Projected SCE Solar Portfolio As of July 2009 Projected SCE Solar Portfolio As of April 2011 Solar Thermal Solar PV Rooftop Solar PV Ground Mount 4
SCE Procures Least Cost, Best Fit Renewable Power If solar PV price drops to $1/watt, SCE may purchase more of it after consideration of several factors: Price of solar PV in relation to other renewable resources Load profile congruency with customer demand Transmission and distribution grid constraints Resource Cost Fit Solar PV More Expensive Unique Load Profile; Grid Constraints Solar Thermal Biomass Wind Geothermal Less Expensive Unique Load Profile; Grid Constraints Procurement Balance SCE Least-Cost, Best Fit Renewables Portfolio Diagram is for illustrative purposes only 5
Large Volume of Solar PV Can Present Grid Challenges Solar PV is one of our fastest growing renewable resources, but also one of the most difficult to forecast. Intermittency Challenges Lower Cost Larger Supply Greater Output Variability of Portfolio Energy storage has potential to mitigate need for back-up generation and could resolve intermittency issues, but is not yet technically or economically feasible for utilities. 6
SM Tehachapi Wind Energy Storage Project Largest ever grid-applied lithium-ion Energy Storage System (8MW-4hr or 32-MWhr) coupled with a Smart Inverter Findings will provide insight into use of battery storage to facilitate integration of intermitted renewable resources 7
High Penetration of Solar PV Distributed Generation Will Create Transmission & Distribution Issues High Concern Safety Concerns: Line maintenance and service Voltage Regulation: New inverter research / implementation required Transient Over-Voltage: Islanding compounds issue Switching impacts resulting from high DG penetration Breaker upgrades for short-circuit duty are especially difficult to plan Lack of standard communications protocol between inverters and grid Many variables will ultimately define required upgrades Project concentration, location, region, technology, and performance characteristics under system disturbance Status of available system Transformer or circuit style 8
Irvine Smart Grid Demonstration Project Demonstration project to analyze smart grid technologies and impacts at scale. Project to focus on multiple areas of smart grid technology, including: Distribution Automation HAN Efficacy PEV Energy Storage Solar PV Cyber Security Smart Metering 9
Lynda Ziegler Executive Vice President Power Delivery Services Southern California Edison 10
SCEs Comprehensive Approach to Solar Magnitude of RPS goals drives SCE to procure large volumes through its competitive solicitations. SCE has also found value in utility scale distributed solar. Utility Scale Solar Procurement RPS Solicitations Bilateral Contracts Feed-in Tariffs Renewable Solar Contracts Utility Scale Distributed Solar 250 MW Utility Owned 250 MW IPP Commercial Warehouse Rooftop Installations 1-2 MW Contracts (Avg) Customer Owned Distributed Solar California Solar Initiative Up to 1 MW Incentives Follow Declining Tier Structure Power Deliveries Count Toward RPS Goals 11 Not Procured Through Contracts / No RPS Credit
