Welcome/Introductions/Apologies The meeting was co- chaired by Sonia Kerrison and Helen Palmer. Sonia warmly welcomed everyone to the meeting. Everyone was reminded to sign the attendance record and instructions were given about what to do in the event of a fire. Directions to the toilets were given. Helen Palmer explained how to use the meeting cards. Expenses claim forms were made available and anyone submitting a form since the beginning of 2014 was asked to complete a BACS payment form as there was a new system for payments. Liz Thetford apologised for the delay in some payments being processed which was due to the new system being introduced. OPEN FORUM There have been some issues concerning Safer Places Cards since its introduction. These included how to obtain a Safer Place card, lost cards and the training of new staff. It was agreed to invite someone to come and speak Page 2 of 13
about the Safer Places Scheme at a future meeting. Chris Shutt agreed to find out the name of a possible speaker adding that feedback from users of the scheme was welcome. A question was asked about the review of personal budgets. Ann Taylor advised that the learning disabilities team would make contact when a review was due and that everyone will have a face to face contact this year. If a review had previously been delayed then the review date would move to a year from the date of the last review. If a review is due and has been delayed then the service should be contacted if the persons needs have changed. It was noted that personal budgets will continue as normal but this does not apply to one off payments. It was reported that some parents feel that the Partnership Board does not talk about relevant matters e.g. Personal Budgets and Continuing Health Care. It was suggested that there should be a core program of subjects that people wish to talk about especially with the changes to transport coming up next year. Ann Taylor advised that there may be a change to the way the questions to the transport part of the budget are answered adding that each person will be individually assessed. There was a request for transparency of budget when used for residential care. Ann Taylor advised that whilst personal budgets are the same whether for residential care, living at home or supported living she would take the question away to answer it. In addition to this question Sonia Kerrison advised that when an assessment or review takes place direct payments can be chosen to pay for residential or nursing care. Concern was expressed about the way questions from parents about providers have been answered. Such questions should be raised with the social worker involved who would be expected to meet with the parent carer. Page 3 of 13
2. Minutes of last meeting and report on Action Points This agenda item was carried forward to the next meeting. 3. Lorraine Annison - Housing/Supported Living update/information As Lorraine was unable to attend the meeting Sonia Kerrison gave a brief update. Lorraine is currently part of a project that is mapping out present housing needs and needs for the future. A 30 bed development for supported living is in progress in the centre of Dereham and will be completed by June 2015. There will be one assessment flat which will allow clients to test out living independently and help to develop their skills for the future. There will be eligibility criteria and a combination of core support plus an individual support plan. Some of the flats will have easy access and will be suitable for complex needs. There was a question about providing sleep-in support. As each flat has only one bedroom this was not thought to be possible. Sonia Kerrison agreed to take this back to Lorraine. It was highlighted that this would be an issue for those who did not want to live on their own and it was a big step for a family member to move and live independently. Ernie Barnes advised parent carers that they needed to act if they were interested in the flats. Page 4 of 13 Sonia Kerrison
Lorraine and Hermione Harrod welcome any suggestions about the development and will feed these back into the process. Sonia Kerrison will ask Lorraine to bring the plans to the next meeting. 4. Promoting and Reviewing the Locality Group Those attending the meeting were asked to consider how the group could be publicised. Suggestions included the newspaper and leaflets for the community. Helen Palmer expressed interest in developing a leaflet and Sonia Kerrison suggested that this could be included in the packs sent out by the learning disabilities team. Leaflets could be sent to parish councils and to GP practices. Both Helen Palmer and Trevor Halfacre have access to advocacy groups. Sonia Kerrison asked How does this group function and how should it move forward in the future? It was agreed to make this an agenda item for the next meeting. Oliver Cruickshank agreed to provide a list of contacts for GP practices. Sonia agreed to bring copies of leaflets that other localities use. There was a discussion about how people with learning disabilities can get to locality meetings which it was felt needed to be in areas that people with learning disabilities are living. were suggested as ways to tell people about the group as well as providing information at the NHS Healthy Wellbeing meetings. It was suggested that a representative should go to that meeting. It was agreed to bring a list of parish councils to the next meeting. Sonia Kerrison reminded the group that members of the locality group could decide What the locality group is and how we want it to be. It was suggested that there needs to be a flow of information between the locality group and the partnership board. It was felt that there was little or no response to the three good points and the three things that needed to be unblocked that are sent to the partnership board. In the same way as with the partnership board the sub-groups should feed back into the countywide sub-groups and it would be good if there could be a representative from each locality group at these meetings. It was noted that some real issues have been resolved in the past. Anyone interested in being part of the county health sub-group was asked to indicate their interest via Liz Thetford. Independence Matters have appointed a nurse trainer and the first patron has been appointed. The non-executive Chairperson role has not yet been taken up. Stakeholder groups are required in each of the localities and two names need to be put forward for the Independence Matters Board. Ernie encouraged customers and parent carers to get a stake holder group running in Attleborough. Fi Routledge has written a business case to take over the Rebound services for which there may be a charge in the future. The Hate Free Norfolk Pledge is a set of seven commitments that Norfolk County Council, the Police, Health and the voluntary sector have signed up to. It is a commitment to work together in tackling hate crime in Norfolk and anyone can sign up to the pledge. The 7 commitments are: Stand up for the right of everyone in Norfolk to live free from hate. Address the issues that cause hate Challenge attitudes and behaviours that can lead to hate. Ensure that victims and witnesses are taken seriously and treated with respect. Make it easy to report hate and support people to do so. Work with others to raise awareness of the impact of hate. State the actions that will be taken to make this happen. The number of incidents in Norfolk has gone up and this is thought to be due to better reporting. An update was given on personal budgets, including the number of people with personal budgets and how the well-being element would be looked at in reviews. The Changing Place at NNUH is in the Radiology department, East block level 2. It is open 24 hours a day. An update on the quality checking project was given which involves training self advocates and family carers as quality checkers of supported living accommodation. 7. Sub-Groups Housing Concern was expressed that the development of 30 flats in Dereham did not have any two bedroom flats. The group decided to wait for the presentation about the flats and then to take this forward. Health Health Feedback was given on what is happening across the county. 15 health issues have been raised across the county, the priorities have been identified as: footcare, dentistry, personal care/personal hygiene and Page 8 of 13
Nutrition and weight. Bridgitte spoke about the annual Self-assessment and the evidence required from GP practices. It is felt that better support is still needed for GP Practices. Issues include the difficulty in accessing appointments, particularly as more practices move towards telephone appointments; and difficulty in understanding the communication needs of people with learning disabilities. More training for practice nurses was emphasised. Practice nurses have benefitted from having the support of a community learning disabilities nurse being with them for the first few Health Checks. This results in both nurses learning new skills and is seen as best practice. Volunteers are invited to be involved in the Partnership Board Health Sub-group. Respite There was a general discussion about the lack of options available for respite. It was felt that there was quite a difference when making the transition into adult services and this should be looked into. Information about the availability of respite needs to be updated. Employment The Support into Employment Service is recruiting a new person and it is hoped that they will be able to Page 9 of 13
take over the work in the southern locality. There was a discussion about aspects of personal budgets in relation to going into paid employment (but not voluntary work). The service will be looking at ways forward for people who really do want to have some paid employment. It was noted that people coming through transition do want employment. 8. For the Partnership Board Things that we need to unblock in the Southern Locality Safer Places Cards: How do people with learning disabilities get a card and their name on the list? Information: How is information circulated around Norfolk and how can information be passed on to parent carers who are not in contact with any community hubs? Good things that are Happening in the Southern Locality New housing developments in Norfolk. The action plan for feeding into the County Health Sub-group. The police control centre at Wymondham has employed a mental health nurse. They are currently looking for funding for a learning disabilities nurse. Page 10 of 13

AOB There was no other business Action Points/things to do carried forward from meeting on 03 April 2014 Personal Budgets: Ann Taylor agreed to find out and clarify which parts of the assessment are related to the budget reductions. if the increase in contractual rates for Independence Matters would be reflected in the budget. Ann Taylor still to speak to Sonia Kerrison about the Family carers cut in contingency. Bridgitte Shad is to take the idea of Carers Health Checks to the Regional Health Facilitation Network. Sonia Kerrison to follow up the action point Bev Cannar to speak to Wilson Gotobed with reference to linking Locality Group Information on their Website. It was agreed to ask a member of the Clinical Commissioning Group to come and talk to the group. Wendy Hicks agreed to get clarification on the process for ordering equipment through both health and social care services especially when Continuing Health Care is involved.
