PARCC Test Coordinators Primary Responsibilities Serve as school s primary contact person for Field Test Coordinate all PARCC Field Test-related activities Prepare Test Administrators to administer the PARCC tests according to the Test Administrator Manual (TAM) Ensure Technology Coordinator is trained and completes all necessary tasks for Computer-Based Testing (if applicable) Oversee the inventory, distribution, collection, and return of secure test materials Observe and monitor test administration in your school and report any testing irregularities Ensure the security of test materials and compliance with test administration procedures before, during, and after testing 10

PARCC Field Test Schedule Schools can test at any time during the Field Test testing windows: Component Administration Dates Performance-Based Assessment (PBA) March 24 to April 11, 2014 End-of-Year (EOY) May 5 to June 6, 2014 Note: Please contact your LEA /district if you have any questions about your testing dates. PBA shipments will arrive in schools on or around March 17. EOY shipments will arrive in schools on or around April 28. 13

Tasks for Test Coordinators to Complete BEFORE Testing 14

Before Testing: Test Scheduling See TCM for reference: CBT: p. 4-8, 19 PBT: p. 3-7, 17 1. ESTABLISH THE TESTING SCHEDULE For the Field Test, LEAs and Schools may set their own schedules within each testing window (PBA, EOY) Schedule testing for the early part of each testing window to maximize number of available testing days in case of issues Plan for sessions, locations, and staff. Policies on scheduling and testing time: To avoid compromising item validity: PBT: All students in the same grade/subject must test on same day CBT: Schools with multiple classrooms testing in the same grade must schedule sessions as close together as possible 15

Before Testing: Test Scheduling See TCM for reference: p. 4 Make-Up Testing Students who are not tested on the regular administration date should be tested on a make-up day Make-up testing sessions may be scheduled for any day after the initial administration date as long as they fall within the testing window Test sessions must be administered in order The same test security and administration protocols for regular administration sessions apply to make-up test sessions 16 NOTE: Students who become ill or have to leave for other reasons during testing should attempt to finish a test they started on a scheduled make-up date. Test Administrators must note the exact place in the test where the student stopped. Students are not allowed to return to any previous session or change any previously completed item(s).

Before Testing: Test Scheduling See TCM for reference: CBT: p. 4-8 PBT: p. 4-7 17 Guidelines for Testing Time Schools must provide students the Total Field Test Administration Times for each session (See Tables 1.1 to 1.8 in TCM for times) Session Time is the amount of time it should take a student to complete a session; students must sit for this entire time Additional Time Allowed is approximately 50% of Session Time Students who are productively engaged in testing must also be provided the Additional Time Allowed to complete a session Schools should take into account breaks between sessions A new session cannot be started until ALL students in a session are finished or relocated for extended time accommodation Extended time allowed for students with disabilities and EL students Must test in separate setting

Guidelines for Scheduling ELA/Literacy and Mathematics Session Times for PBA and EOY Components TASK Time Allotted for Administration Preparation before students arrive includes logging in and setting up computer work stations (CBT Only) Preparation after students arrive includes ensuring students are logged in (CBT only), reading instructions and answering questions Distribute test materials to students Administer Field Test session (Session Time) Additional Time Allowed for all students who are productively engaged at the end of Session Time End-of-session activities, including collecting test materials and closing CBT sessions 2 minutes per computer work station (CBT Only) 10 minutes 5 minutes 40-80 minutes (Session/grade level dependent). See Tables 1.1 1.8 in Test Coord. Manual for Session Times 20-40 minutes (Session/grade level dependent). See Tables 1.1 1.8 in Test Coord. for Additional Time Allowed 5-15 minutes 18 TOTAL SCHEDULED TIME: 80-150 minutes

DEVELOP AND IMPLEMENT TEST SECURITY PLAN A successful Security Plan will: 19 Direct individuals authorized to be involved in test administration to review security protocols, prohibited activities, testing irregularities, and security breaches as well as sign the Security Agreement Establish a documented chain of custody Designate a central locked storage area for securing test materials Document that Technology Coordinators, Test Administrators, and Proctors have received necessary training for successful, secure administration of the PARCC Field Test

Before Testing: Test Security See TCM for reference: CBT: p. 9-11 PBT: p. 8-9 20 Test Coordinators must develop a Chain-of-Custody Plan that ensures test materials are accounted for at all times before, during, and after test administration. The Chain-of-Custody Plan should: Include procedures for documenting the hand-off and return of test materials between School Test Coordinators and Test Administrators. Account for the return of test materials to Pearson (PBT only). Include a process to document shredding or recycling, as appropriate, of test materials that are not returned to Pearson. Failure to develop, implement, and follow a Chain-of-Custody Plan could result in action taken by the state.

Before Testing: Test Security See TCM for reference: CBT: p. 10 PBT: p. 9 The Test Coordinator must distribute test materials to and from Test Administrators each test administration day. Test materials must not be stored in classrooms prior to or following the day of administration. Test materials that will be distributed by Test Coordinators to each Test Administrator include those listed on slide 31. 21

Before Testing: Test Security See TCM for reference: CBT: p. 10-11, 41 PBT: p. 9, 47-48 Security Checklist: Test Coordinators must maintain a log of secure materials. You may use the Optional Secure Materials Tracking Form (CBT) or the School Security Checklist (PBT) (See Appendix C in the Test Coordinator Manual for example) or your own equivalent log to track secure materials. Schools also need a log to account for collection and destruction of Mathematics Reference Sheets written on by students as well as for scratch paper written on by students. Test Administrators are not to have extended access (>15 minutes) to test materials before or after administration. Test Administrators must document the return of all secure test materials to the Test Coordinator immediately after testing. 22

Before Testing: Training Plan 3. DEVELOP A TRAINING PLAN Make sure that you: Designate a fully trained alternate Test Coordinator See TCM for reference: CBT: p. 19-20, 23 PBT: p. 17-18, 20 Ensure all school staff involved in administering PARCC tests are trained and understand their responsibilities and security protocols Ensure Test Administrators understand the expectation of active proctoring while students are testing Encourage Test Administrators to use the checklists available in Appendices of the Test Coordinator Manuals (consider providing copies of this checklist during training) Ensure Test Administrators and Proctors sign the Security Agreement (see Appendix A of Test Coordinator Manual) after training is complete. 23

DEVELOP A TEST ADMINISTRATION LOGISTICS PLAN To ensure successful and secure administration of the PARCC Field Test, make sure that your Logistics Plan includes the following tasks: Identify all students participating in each grade-level test Authorize individuals to serve as Test Administrators Train all relevant staff Inform students and parents about the PARCC Field Test Meet with students to review testing day policies and expectations Designate appropriate testing spaces Work with Test Administrators to schedule Sample Tests for their assigned students prior to the Field Test and for CBT, the Tutorial 24

DEVELOP A TEST ADMINISTRATION LOGISTICS PLAN (continued) Plan ahead to provide accessibility features (CBT only) for all students and accommodations (PBT and CBT) for ELL/LEP students and students with disabilities on test day by: Reviewing each student s approved IEP or 504 Plan ahead of time Preparing a list showing each student and his/her specific accommodation(s) Indicating whether a specific test setting or Test Administrator will be required Training all Test Administrators (including substitutes) on PBT and CBT test accommodations and CBT accessibility features (if applicable) (CBT only) Ensuring required accessibility features and accommodations are selected during the registration process (e.g., read-aloud/text-to-speech) and ensuring each student knows how to use accessibility features and accommodations prior to testing 25

DEVELOP A TEST ADMINISTRATION LOGISTICS PLAN (continued) Prepare a record of Test Administrators and their students for each testing session Assign students and testing locations to Test Administrators Establish school policy for dismissing students or allowing them to read a recreational book after completing individual tests Develop a plan to store the Test Administration Manuals between administrations if your school is administering both the PBA and EOY components of the Field Test (CBT only) Consult with Technology Coordinator to confirm that all computers used for testing meet minimum requirements for computer-based testing (refer to the PearsonAccess User Guide for details on 29 infrastructure and system requirements)

FINAL PREPARATION FOR PBT AND CBT TESTING Before the day of testing, Test Coordinators must: Verify testing rooms are set up so students are separated by a reasonable distance to encourage independent work and prevent collaboration Ensure testing rooms are clear of any instructional displays 30

FINAL PREPARATION FOR PBT AND CBT TESTING (continued) On the day of testing, immediately prior to the beginning of the test session (NOT in advance), distribute the following materials: 31 Pencils (must be No. 2 for PBT) Scratch paper for students to use during the test session Timing device (if needed) to keep track of time during testing Testing Do Not Disturb signs to post on testing room doors Headphones (CBT only) Test Booklets and Answer Documents (PBT only) Vendor-supplied rulers and protractors for Mathematics testing (PBT only) Vendor-supplied Mathematics Reference Sheets (PBT only) Student Authorization Tickets (CBT) Seal Codes (CBT) (Optional, for the Mathematics Field Test) Calculators

Before Testing: See TCM for reference: CBT: p. 10 CBT Secure Materials Handling For CBT, Test Coordinators must print the following CBT secure materials, which can be printed up to one week prior to testing and kept in a secure location: Student Authorization Tickets. Each test session will have a unique Test Code for each student that will be printed on Student Authorization Tickets. Students will be prompted to enter the Test Code to access the test via TestNav (the browser-based application used to administer PARCC tests). Seal Codes. Seal Codes are four-digit codes used to lock test sessions so that students cannot go ahead to the next session or go back to a previous session that has already been completed. Seal codes are the electronic equivalents of the adhesive tabs that are used to seal sections of paper test booklets. 34

Before Testing: See TCM for reference: CBT: p. 26 Technology Coordinator Tasks For CBT, the Technology Coordinator must complete the following before the first day of testing: Review Test Coordinator Manual sections that apply to the Technology Coordinator Review Technology Coordinator Checklist (in Test Coordinator Manual Appendices) Review PearsonAccess User Guide for specific instructions on PearsonAccess functions and technology-related troubleshooting Review Setting Up and Infrastructure Trial online training modules Prepare Student Computers and Test Administrators Computers for Testing 35

Tasks for Test Coordinators to Complete DURING Testing 36

During Testing See TCM for reference: CBT: p. 27 PBT: p. 24 37 1. MONITOR TEST ACTIVITY Ensure that Test Administrators are actively monitoring students during testing Investigate and document all testing irregularities and security breaches and report incidents to LEA and SEA 2. SCHEDULE AND SUPERVISE MAKE-UP TESTING Students who are not tested on the regular administration date due to illness or other excused absence should be tested on a make-up day Ensure all make-up testing is completed before the end of the testing window

During Testing: Breaks See TCM for reference: CBT: p. 5-6 PBT: p. 5 Scheduled breaks should occur between test sessions. During the scheduled break, students are permitted to go to the restroom, get up to stretch, or get a drink, if needed. During a test session, individual restroom breaks may be provided at the discretion of the Test Administrator. During scheduled breaks for PBT, the Test Administrator should collect students Test Booklets and Answer Documents. There should not be conversations among students and students are not permitted to use electronic devices, play games, or engage in activities that may violate the validity of the test. At the discretion of the Test Administrator, a classroom may take a break of up to three minutes during a test session. Test Administrators are responsible for ensuring students do not communicate during this break and that students are not able to see content on other students booklets/answer documents (for PBT) or devices (for CBT). 38

During Testing: Breaches in Test Security See TCM for reference: CBT: p. 9, 13 PBT: p. 8, 11 The test coordinator or principal must immediately report any concern about breaches in test security or noncompliance with test administration procedures to the LEA and SEA (see Appendix G of the Test Coordinator Manual). Instruct Test Administrators to contact the School Test Coordinator and/or principal immediately to report all testing irregularities. 39

During Testing: Breaches in Test Security Breaches of Test Security Include: Use of electronic devices (e.g. cell phone, smartphone, e-reader, tablet computer) by Test Administrator or student(s) while secure test materials are still distributed or while testing is in progress Reading non-test-related material(s) before closing out the test session (CBT) or turning in test materials (PBT) Altering or interfering with students responses in any way Leaving test materials unattended or failing to keep them secure Leaving students unattended while they are testing Formally or informally scoring student responses to test items Failing to follow test administration directions Not administering a session according to the allotted time 40 See TCM for reference: CBT: p. 11-12 PBT: p. 9-10

During Testing: Breaches in Test Security Additional Breaches of Test Security Include: Failing to actively monitor testing students at all times Encouraging students to finish early Cheating by students (passing notes or talking to one another while testing or sharing responses to test items) Administering test(s) to family members or allowing unauthorized persons access to secure test materials Giving students access to test items or prompts prior to testing Viewing or letting students view secure content before testing Copying or reproducing any part of the passages or test items or any secure test materials or online test forms Removing secure materials from the school 41 See TCM for reference: CBT: p. 11-12 PBT: p. 9-10

During Testing: Clarifying Directions See TCM for reference: CBT: p. 21-22 PBT: p. 19 What Clarifying Directions means: No part of the test may be read to the student. All directions may be repeated to students as needed. The Test Administrator may clarify all words used in the scripted directions, NOT directions for specific test items. Directions may be provided in a student s native language. Students who are off task: Test Administrators can say student s name. Tell student to return to work on test. Provide visual cues for the student to stay on task. 42

During Testing: See TCM for reference: PBT: p. 24-25 Contaminated/Damaged Materials 45 Paper test materials becomes contaminated or damaged if, for example, a student becomes ill or gets a paper cut, or if a booklet is torn. Contaminated or damaged test materials can no longer be used or scored and must be replaced. The following procedures are a few examples of steps to follow if contamination or damage occurs (refer to Section 4 of PBT Test Coordinator Manual for detailed procedures): The Test Administrator must stop testing for the student, record the amount of time remaining and the test form number, contact the Test Coordinator, and send student to school nurse After the testing area is cleaned and the students have returned to resume testing, the Test Administrator must remind students of the time remaining for the test session prior to the disruption If the ill student returns to resume testing, the Test Administrator must give the student the same form number of a new Test Booklet/Answer Document and ensure the student s name is recorded on the cover of replacement.

PearsonAccess - User Roles and Permissions User accounts must be created before personnel can log in to PearsonAccess. The user s role will determine the functionality he or she can access. There are 4 roles for the PARCC Field Test that can be assigned to a user account: the LEA/District Test Coordinator, the School/Institution Test Coordinator, the Test Administrator and the Technology Coordinator. The User Roles and Permissions document, indicating what permissions each role has in the system, can be found by going to Support>Templates. 75 The Technology Coordinator role cannot create other user accounts. An overage amount is already accounted for in the original materials shipment, so only order additional materials if necessary. Orders can be submitted by users with the following roles: LEA/District Test Coordinator School/Institution Test Coordinator. Ordering additional materials is a three-step process. Verify the shipping information is correct. If it is not correct, contact your State Field Test Contact. Enter a quantity in the Quantity column for each type of material that you want to order. Review the order, and then click Save to complete the ordering process. 81

87 STUDENT DATA REGISTRATION INFORMATION

Student Data Registration Information Test Management - Registered Students is where the student data on testing administration, class assignment, and test assignment information is maintained within PearsonAccess. This is also where you can manually assign students to paper and computer-based tests, update student demographic data before testing, and view student counts by administration. Students uploaded using the Student Data Upload File were automatically registered for the test administration and given a class and test assignment. 88

Student Data Registration Information Search for students that are already registered or not yet registered for an administration using the View By options set under the selected administration. 89

Student Data Registration Information To fully register a student you must also designate a class and assign a test. Complete instructions on how to register a student are located in the PARCC PearsonAccess User s Guide. 90

Student Data Accommodations Information Assigning an Accommodation Category to student test registration To assign a student to an Accommodation Category for testing, select the student name from the Registered Student search list to open the Registration Record. Click Edit and choose an Assessment Accommodation Category for the student at the bottom of the demographic information list. Even though the student may fall into more than one assessment category, for the PARCC Field Test, you are asked to identify one main category to assign the student. This will not prevent you from allowing other accommodations for the student during testing. 91

Student Data Accommodations Information To assign an accommodation, select the Assigned Test tab and click the name of the test the student needs an accommodation for. This will open the student s test information record. 92

Student Data Accommodations Information Select the appropriate accommodation(s) for the student from the Assessment Accommodations list provided. There is a different set of accommodation options for a Paper test format than for the Online test format. 93

PREPARING FOR COMPUTER-BASED TESTING 94

Online Test Sessions All students taking the computer-based PARCC Field Test must be assigned to a Test Session in the PARCC PearsonAccess site. Students taking the paper-based PARCC Field Test do not have to be assigned to a test session. Test sessions are virtual groupings of students who will take the same test at the same time or place. Test Sessions cannot be created until a TestNav Configuration has been created in PearsonAccess and Pearson has communicated that test placeholders have been published. Tables describing the main test session management tasks that are performed before starting a test session and during a test session can be found in the PearsonAccess User s Guide, section 9.3.1. 95

Online Test Sessions When creating a new test session enter the session name and other session details, then add students. If applicable, a proctor caching computer should be selected from the Proctor Caching Computer drop-down menu. 96 It is important that the proctor cache plan be communicated to the District and School Coordinators. You will need to know what proctor cache selection is correct when creating your online test sessions.

Online Test Sessions Accommodated Test Forms A separate test session must be created for each test subject where an accommodation applies. You may add multiple students to the session, as long as they are all receiving the same accommodation. To assign an accommodated form, select the appropriate Form Group Type from the dropdown when creating a new test session. Once a test session is created you will not be able to edit the Test Form Type. 97

Online Test Sessions Read Aloud Accommodation A separate test session must be created for a read-aloud session. You may add multiple students to the session, as long as they are all receiving the same readaloud accommodation. These students will all receive the same test form. To assign the read-aloud accommodation, select Yes from the drop down for Read Aloud by Test Examiner when creating a new test session. If the drop down is unavailable (grayed out) then a read-aloud accommodation is not available for that test. 98

Online Test Sessions Most activities associated with computer-based (online) test sessions will be performed on the Manage Test Sessions screen. To view details about currently scheduled test sessions, click Currently Scheduled Sessions. To view a CSV file with students registered to test but not in a session, click Students not assigned to session. To download the session list as a CSV file, click Session List Download. 99

Online Test Sessions Session Details 100 Once the test session is created, the Session Details screen is the dashboard that allows the Test Administrator to manage the details of each test session and monitor the students during testing. It is also where the Technology Coordinator will be able to download the tests to the proctor cache location. In the Session Details screen, you can: start and stop a test session, print Student Authorizations and seal codes, print Proctor Authorizations (for Read Aloud administrations), proctor cache test content, print a session roster, update TestNav configurations, monitor individual student s tests, resume a student s test, mark a test complete, and add/remove/move students.

Online Test Sessions Session Details To download encrypted test content from the Pearson testing server to a proctor cache computer prior to starting a test session use the Proctor Caching button on the test sessions details page. Pearson will send a communication to the District Test Coordinator when the tests are available to be downloaded. The District Test Coordinator will need to forward that information to the Technology Coordinator responsible to do this task. The Proctor Caching button will be disabled and you will not be able to cache the test content for the test session if you are not within the proctor caching window. 101

Online Test Sessions Session Details Each student must have a Student Authorization Ticket (or test ticket) in order to log in to a TestNav 8 test. Test tickets contain the unique Username, Password, Test Code, and URL that students use to access a test Additionally, Proctor authorizations (logins for test administrator) are needed for Read Aloud Administrations. 102

Online Test Sessions Session Details The PARCC Field Tests will each have multiple sessions (components). The students will need to take all the sessions (components) of a test over multiple days. Students do not need to be in different Test Sessions in PearsonAccess to take multiple sessions (components) of a test. Seal Codes are used to lock each session of the test and prevent students from going ahead to a session not being administered or going back to a session that has already been completed. Because entering a seal code locks the previous session of a test, a student with an extended time accommodation must be given the extended time to complete the session before the seal code is entered. There will be one set of seal codes assigned to each test session. Before students in a test session can go to the next sealed session of a test, they must enter the appropriate four-digit seal code. Seal codes for a specific test session are listed on the seal codes document. 103

Online Test Sessions Session Details In addition to the student authorization ticket, a test session must be started before students can begin testing. Scheduling a date and time for a new test session is intended primarily for planning purposes. A test session will not start until you click the Start button on the Session Details screen, regardless of the scheduled start date and time. 104 It is important that the technology support staff supporting the Test Administrator on the day of testing know the steps to start a student in a test. If there are any issues with getting a student to start a test, this would be the first place to troubleshoot the problem.

Online Test Sessions Session Details The table below gives an explanation of the possible statuses for students as they test. Status Meaning Ready Active Exited Resumed Resumed-Upload Completed Marked Complete The student has not yet started the test. The student has logged in and started the test. The student has exited TestNav but has not submitted test responses, e.g. took a break. (Student must be resumed by a test administrator to continue testing.) The student has been authorized by a test administrator to resume the test. The student has been authorized to resume the test, and any responses saved locally can be uploaded when the student is ready to continue testing. The test has been submitted by the student through TestNav and the data has been processed. The student has exited TestNav and will not resume the same test, e.g., because he or she left due to illness. 105

Online Test Sessions Session Details A test administrator must resume an Exited student s test in order for the student to complete testing. Select the checkbox for the student on the Session Details screen. Click the Resume Test button. The student s status will change to Resumed (if the student was in Exited status) or Resumed-Upload (if the student was in Active status). The student s test will be resumed from the point at which it was exited or interrupted. Any saved test responses that the student entered will be uploaded when the connection to the Pearson testing server is reestablished. Have the student log in using his or her original student authorization. 106

Online Test Sessions Session Details The Status column in the Session Details allows administrators to monitor student test progress. Once the student starts the test you can select the student s View Progress link to review test progress. Users with Organization and Technology Coordinator Roles do not have access to view student test progress. Status Visited/No Response Required Visited/Answered Visited/Not Answered Not Visited Meaning Student has visited the item but no response is required. Student has visited the item and entered a response. Student has visited the item but has not entered a response. Student has not visited the item. 107

Online Test Sessions Session Details When a student exits TestNav and does not resume the same test, or has never logged in to a test but must be accounted for, you can mark his or her test status as Mark Test Complete. This essentially submits the test on the student s behalf. The system will require that a reason be entered for the student that is being marked with Mark Test Complete. The School Test Coordinator will mark a student s test as being complete if necessary. 108

Online Test Sessions Session Details After all students have completed the test and submitted their responses, you should manually stop the session. In order to stop a test session all students in the session must be in Completed or Marked Complete status. NOTE: A session does not stop until you click the Stop button. The system will not automatically start or stop a session. Once a session has been stopped, it can no longer be modified. 109
