Training Division for European and International Affairs Tasks and Objectives Organisation In the field of personnel development, the Federal Government's programme "Modern State - Modern Administration" is intended to improve the "competence for Europe" of its staff. In view of the increasing communitisation of policy areas in the European Union, the Sections in Federal authorities exclusively dealing with purely national tasks are in constant decline. The training division on "European and International Affairs" has developed three qualification programmes preparing staff members for European and international tasks.! The European Affairs Qualification Programme (EQ 1) and the International Qualification Programme (IQ) are addressed to staff members of the public service in Germany.! EQ 2 has been designed as a tool to co-operate with European partner states and potential candidate countries. The qualification programmes are subdivided into courses of four different levels which subsequently build on one another. Thus, potential participants can choose the appropriate seminar according to their individual knowledge of the subject matter concerned. The Federal Academy falls under the remit of the Federal Ministry of the Interior. It is supported by an advisory council and an consultative subcommittee.
