Miami Valley Educational Computer Association Disaster Recovery Plan April - 1998 Revised 3/12/2003 The following pages outline the steps involved in the implementation of the Disaster Recovery process for both the user and MVECA personnel.

1 - MVECA Responsibilities The following information outlines the responsibilities of the Miami Valley Educational Computer Association (MVECA). 1.1 - OFF SITE STORAGE OF DATA AND SYSTEM MEDIA MVECA provides off site storage at the Greene County Career Center located at 2960 West Enon Road, Xenia, Ohio. Information is stored on magnetic tapes and consists of the following: All Calendar and Fiscal Year-ending tape copies System (VMS, executable, etc.) tape copies The last backup of each month Tape of from either Monday night or Wednesday night 1.2 - DISASTER RECIPROCAL AGREEMENT: ("HOT SITE") MVECA has an agreement with the Metropolitan Dayton Educational Cooperative Association (MDECA)located at 201 Riverside Dr., Dayton, Ohio. As well as with the Southwest Ohio Computer Association (SWOCA), located at 3603 Hamilton-Middletown Road, Hamilton, Ohio. This agreement stipulates that in case of a disaster (where the computer equipment at either location is out of service) that the non-functioning site "users" may have access to the computer at the functioning location so that necessary data processing operations may be performed. This arrangement of a hot site, where data processing functions can be resumed in the event of a disaster, is not intended for daily use by the non-functioning users. The services provided will be assigned on a priority basis as outlined in SECTION 4. MVECA will make all the necessary arrangements in order to schedule those C-Sites requesting services. 2 - USER RESPONSIBILITIES User must meet the specifications as outlined in Section 4 before contacting the MVECA office User is responsible for bringing the district's records up-to-date from the date of the latest backup used in restoring the district's records. (See Example 1) User must provide own transportation to and from the hot site (or to a location convenient with MDECA and/or SWOCA)

User must supply all necessary forms (i.e. paper, checks, p/o's) All charges that the hot site normally assesses the users within their consortium will be passed on to the non-functioning user using the hot site Example 1-User Responsibility - Gathering Your Data a) If the latest backup was the beginning of the working week (Monday night), and the disaster occurred on a Wednesday, then all user activity that took place between Monday nights backup until Wednesday s disaster would have to be re-done. b) In the event that the beginning of the working week's backup media was destroyed, then the make-up work would have to be done from the previous MONTHLY backup. (If disaster occurred on June 19th, all work from the time the district closed out the month of May until and including the 19th of June would have to be re-done.) 3 - RECOVERY PLAN The following recovery plan will be implemented and followed until computer services normally provided by MVECA are restored. MVECA users notified of the current situation, and advised to follow Section 2 Hot site notified of the situation and request made to implement this recovery plan All data media containing the necessary files be gathered from the "off-site storage" facilities (tapes, etc.): 1. Latest WEEKLY backup 2. Latest MONTHLY copy Users requesting services as outline in Section 4 notify the MVECA office of their needs. MVECA will make the arrangements with the hot site to see that the requesting user has an account established and to insure that the data files are loaded. The hot site and MVECA will select a location to be used by the requesting district for processing. MVECA will maintain a staff member at a location convenient with the hot site to help the non-functioning districts. Necessary vendors and insurance companies are notified per Section 5 Backups are preformed at the hot site for those districts that have been utilizing their system. These are then stored as per outlined in Section 1.1.

Once a facility has been selected and replacement equipment installed for MVECA's operations, all user files are brought up-to-date with the latest backup copies. Users are notified of the location and hours of operation of the re-installed, operational MVECA DA-Site. 4 - PRIORITY USAGE LIST OF "HOT SITE" USAGE The following information outlines the priority by which users affected by the "disaster" may have access to the designated hot site. Those districts required to meet their payroll will be given priority over all other users. Normal daily operations such as p/o, receipt, and check processing will be allowed access to the "hot site" on a bi-weekly basis. Student Services: a) Grade reporting will be given priority over all other student services operations. b) Attendance, and other reports will be allowed access to the "hot site" on a bi-weekly basis. All other non-essential operations will cease until normal operations are restored. 5 - CONTACT LIST The following agencies/individuals will be contacted as soon as possible as per the need of their services. A-2: Reciprocal Disaster Services Agreement This is an Agreement of Convenience entered into between the, hereinafter referred to as, and the Miami Valley Educational Computer Association, hereinafter referred to as MVECA, for the period commencing upon the acceptance of the Agreement by both parties. WHEREAS and MVECA are both DA-Sites in the Ohio Educational Computer Network providing time-critical data processing services to public schools districts of Ohio, and WHEREAS both and MVECA operate compatible software supplied by the State of Ohio Department of Education, and WHEREAS both and MVECA operate compatible equipment manufactured and maintained by Digital Equipment Corporation, and WHEREAS and MVECA locations are reasonably convenient to one another; THEREFOR BE IT RESOLVED by the governing boards of and MVECA that they do hereby agree to provide reciprocal services as outlined below in the event a disaster should disable the data processing equipment of one of the sites: A) Access to computer facility of the functioning site by personnel from the nonfunctioning site. B) Computer time, personnel assistance, and all other assistance that can reasonably be made to the non-functioning site by the functioning site without placing an unreasonable burden upon the staff and other resources of the functioning site. C) Costs for services provided to the non-functioning site would not exceed the actual additional operating cost incurred by the functioning site due to the additional workload processed for the non-functioning site under this agreement. D) Other services as mutually agreed upon by the parties of this Agreement. This Agreement shall be considered perpetual and may be modified any time by the written mutual consent of the involved parties. Cancellation of this agreement may be effected by either party upon thirty-day written notification to the other party. This agreement becomes effective on the later of the date shown below.
