Duration of Appointment: MSS At-Will First Screening Date: July 4, 2014 Number of Vacancies: One (1) Opening date: June 23, 2014 Salary Range: $112,334 - $157,267 Tour of Duty: 8:15am - 4:45pm Monday - Friday Duties Brief Description of Duties: This position is in the Department of Health (DOH), Community Health Administration (CHA). The mission of the Community Health Administration is to improve health outcomes for all residents of the District of Columbia with an emphasis on women, infants, children (including children with special health care needs) and other vulnerable groups such as those with a disproportionate burden of chronic disease and disability. The incumbent serves as Supervisory Medical Officer. As a top Executive Service advisor and Medical Health Program advisor to the Senior Deputy Director (SDD), the incumbent is responsible for the development of comprehensive programs for the prevention and control of acute and chronic diseases in the District of Columbia, including Obesity Prevention, Diabetes Control, Cardiovascular Health, programs funded by the Maternal and Child (MCH) and Preventive Health (PH) Block Grants; reviews epidemiology, morbidity and mortality statistics in the District of Columbia for various chronic diseases, to determine areas for potential public health intervention; develops new programs to focus on areas of health concerns that may include school health services, conditions such as cardiovascular diseases and diabetes; the designation of health professional shortage areas and medically-underserved areas, and the general delivery of primary health services; plans, initiates, directs, coordinates and evaluates appropriate professional and administrative management activities required to ensure the efficient and economical operation of the Administration; anticipates requirements for the clinical and public health projects assigned to the Administration in terms of the number of personnel to be used, kinds of specialists needed, etc.; establishes priorities and develops guidance for bureau chiefs and staff as required for the accomplishment of projects to be undertaken within any bureaus under his/her direct supervision; directs and supervises operations through subordinate supervisory program managers in designated bureaus, who provide professional direction in their respective areas; performs, directly and indirectly through subordinate Program Managers, all day-to-day supervisory personnel management activities that are inherent in a supervisory position.

Qualifications Education Requirement: The incumbent of this position must be a licensed physician in the District of Columbia or must have a doctorate in public health, medical sociology, social work, or epidemiology. Board certification in one or more of the following specialties is desirable: Internal Medicine, Family Practice or Pediatrics. Conditions of Employment Other Significant Factors (At-Will): At-will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Employment Benefits Employee Benefits: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment. Promotion Potential: No known promotion potential Residency Preference A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non- District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment. Foster Care Youth Employment A person applying for a position in the Career Service AT THE TIME OF APPLICATION for the position may be awarded a 10-point foster care preference over non-district applicants, unless the person declines the preference points. If selected, the person shall be required to present a letter or other documentation from the Child and Family Services Agency or the Family Court of the District of Columbia Superior Court showing that he or she is or was in foster care or showing the date that he or she left court supervision by the effective date of the appointment.
