GOVERNMENT OF INDIA MINISRTY OF SOCIAL JUSTICE & EMPOWERMENT DEPARTMENT OF EMPOWERMENT OF PERSONS WITH DISABILITIES CENTRAL SECTOR SCHEME OF SCHOLARSHIP FOR TOP CLASS EDUCATION FOR STUDENTS WITH DISABILITIES (Effective from 1 st April, 2015) 1. Background 1.1 Accordingly to census 2011, there were 2.68 crore Persons with Disabilities in India who constituted 2.21 percent of the total population. This includes persons with visual, hearing, speech, locomotor and mental disabilities. 1.2 The Census, 2001 data shows that persons with disabilities have much lower educational attainment rates, with 51% illiteracy against 35% for the general population. Participation and completion rate of PwDs at all levels including higher education continue to be low. Percentage of general population and persons with disabilities, who attained graduation level as per census 2001 was 2.9 percent and as per NSS 2002 it was 1.6 percent. In other words very few PwDs are able to pursue higher education 1.3 The XIIth Plan Working Group for Empowerment of Persons with Disabilities has recommended a new scheme named Scholarship for Top Class Education for students with disabilities studying in premier higher educational institutes (like IIT, IIM, NIT), etc. 2. Objective & Coverage 2.1 The Scheme aims at recognizing and promoting quality education amongst Students with Disabilities by providing full financial support. 2.2 The scheme will cover Students with Disabilities (SwDs) for pursuing studies at the level of Post Graduate Degree or Diploma in any discipline. 2.3 The scheme will operate in all institutions notified by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment as institutions of excellence. The list of such institutions is enclosed at Annexure I(A). 3. Conditions of Eligibility 2
(a) (b) (c) (d) (e) A citizen of India, A person with disability having not less than 40% disability and having a disability certificate issued by any competent medical authority. Having selected and got admission in any of the notified institutions for pursuing a full-time course at the level of Post Graduate Degree/Diploma according to the norms prescribed by the respective institution. Scholarship under this scheme shall not be admissible for pursuing distance-learning/parttime/week-end courses under any stream. The candidate is not receiving any other scholarship under any scheme of the Government of India. Income Ceiling of parents/guardians: Total income from all sources of the candidate and/or his/her parents/guardians, shall not exceed Rs.6,00,000/- (Rupees six lakh only) per annum, (excluding such allowances as are not treated as part of total income for the purpose of income tax). A copy of latest taxassessment as well as latest monthly salary slip from the employer is also required to be enclosed with the application. (f) Two children in a family - Not more than two disabled children of the same parents/guardians will be eligible and to this effect a self-certification will be required from the candidate. Provided, more than two children of the same parents can be allowed in case the second/third children are twins. (g) One time award - The awardee cannot be considered for the award for second or subsequent times as the individual can be awarded only for once. 4. Quantum of Financial Assistance The scholarship will include the following Sl No. Components of Scholarship Rate per awardee a) Reimbursement of tuition fees and nonrefundable Up to Rs. 2.00 lakh per charges paid/ payable to the annum (subject to actual Institution amount). b) Maintenance Allowance Rs. 3,000/- per month for hostellers, Rs. 1,500/- per month for day-scholars c) Special Allowances (related to types of Rs. 2,000/- per month disabilities like reader allowance, escort allowance, helper allowance etc.) d) Books & Stationery Rs. 5,000/- per annum. 3
e) Reimbursement of expenses for purchase of a computer with accessories. f) Reimbursement of expenses for purchase of Aids and Assistive Devices including necessary software related to the particular disability of the selected candidate. Rs. 30,000/- per awardee as a one-time grant for entire course. Rs. 30,000/- per awardee as a one-time grant for entire course The aids and assistive devices may include-- For the blind / low vision - (i) (ii) (iii) (iv) (v) Braille / Brailer Typewriter Laptop with Screen reading software Laptop with Screen Magnification software Talk software for mobile phone accessibility DAISY Recorder and player For the hearing impaired - (i) (ii) (iii) Binaural digital programmable hearing aid with provision for button cells. Cell phone with SMS SIM Card Laptop with WiFi (Blue Tooth) facility. 5. Number of Scholarships and Reservation for Girls a) Number of scholarships to be sanctioned every year is 160 (one hundred sixty only) which will be distributed among all the States and Union Territories of India. The no. of slots available to any State/UT is decided on the basis of percentage of population of PwDs of that State/UT in comparison to the total PwD population of India as per the data of Census 2011. Provided that in case the numbers of scholarships so allocated to a State/UT are not fully utilized, due to non-availability of eligible candidates, the unutilised slots shall be allocated amongst the other States/UTs where the number of eligible candidates is much more than the slots allocated to that State/UT. b) 50% of the total scholarships available each year shall be reserved for female candidates. However, in case adequate number of girl candidates are not available or not found eligible as per the terms and conditions of the scheme, the unutilised slots can be utilised by selecting suitable male candidates. 4
6. Procedure of Application and Selection a) The Department of Empowerment of Persons with Disabilities will announce the details of the scheme and invite applications by issuing an advertisement in the leading newspapers and through the websites and other media outfits. Applications will be called for through the National e-scholarship Portal, an on-line scholarship management program www.scholarships.gov.in developed by Department of Electronics & Information Technology for this purpose. b) The applicants should submit their application through the on-line system within the last date prescribed for receipt of applications. All requisite documents like photograph, proof of age, disability certificate, income certificate of the parent, etc. duly filled in the prescribed format will be required to be uploaded in the said scholarship portal. c) The Institute in which he/she is studying shall forward the application through the portal to the Education/Disability Welfare Department of the State Govt. concerned after doing the necessary verification of the facts contained in the application like age, date of birth, Disability certificate, recognition of the course, fees received etc. The State Education/Disability Welfare Deptt. shall carry out necessary prudence check including recognition of the Institute concerned and forward the application with their recommendation to the Department of Empowerment of Persons with Disabilities. d) Final selection will be done by the Department of Empowerment of Persons with Disabilities based on the recommendations of the State Govt. considering, inter alia, the no. of slots available to that particular State. The no. of slots available to any State is decided on the basis of percentage of population of PWDs of that State in comparison to the total PWD population of India as per Census 2011. e) In case a candidate is a permanent resident of one State but studying in another State, his application will be considered under the slot of his home State and his application needs the recommendation of the Education/Disability Welfare Department of the State of which he is a permanent resident. f) Merit Criteria for Selection: The following factors will be taken into consideration: (i) Fulfillment of eligibility conditions as given in the scheme. (ii) Recommendation of the State Education Department. (iii) No. of slots available to the State. (iv) Merit of the candidate in terms of percentage of marks obtained in the qualifying examination. (v) In case of a tie in percentage of marks, the parental income ceiling will be considered i.e. the candidate with lower parental income ceiling will get preference. 5
(vi) In case there is still a tie, the percentage of disability will be considered i.e. the candidate with higher percentage of disability will get preference. g) Selection Committee: In case the number of applicants is more than the number of scholarships admissible, a Selection Committee shall be set up with the approval of Secretary, Deptt. of Empowerment of Persons with Disabilities, for selection of candidates based on eligibility. 7. Mode of Disbursal of Scholarship The scholarship amount will be disbursed by the Department of Empowerment of Persons with Disabilities through Direct Benefit Transfer method through a designated bank direct to the bank accounts of the selected candidates. However, the non-refundable fees payable by the beneficiary shall be remitted to the Institute in which he/she is studying subject to the limit prescribed in the scheme in case the student has not paid such fees to the Institute, otherwise, such fees paid by the student shall be reimbursed to him or her. 8. Duration and Renewal of Awards a) The duration of the award of the scholarship shall be ordinarily for two years or as per the approved tenure of the course in which the candidate has got admission. b) The award once made will be tenable from the stage at which it is given to the completion of course subject to good conduct and regularity in attendance. c) It will be renewed from year to year provided that within a course which is continuous for a number of years, the scholar secures promotion to the next higher class irrespective of the fact whether such examinations are conducted by a University or the Institution. d) If a scholar is unable to appear in the annual examination owing to illness and or on account of any other unforeseeable event, the award may be renewed for the next academic year on submission of medical certificate and/or other required sufficient proof to the satisfaction of the Head of the Institution and his/her certifying that the scholar would have passed had he appeared in the examination. e) If according to the Regulations of a University/Institution, a student is promoted to the next higher class even though he/she may not have actually passed in lower class and is required to take examination of the junior class again after sometime, he/she will be entitled to scholarship for the class to which he/she is promoted if the student is otherwise eligible for scholarship. 6
9. Other Conditions (i) (ii) (iii) (iv) (v) (vi) The scholarship is dependent on the satisfactory progress and conduct of the scholar. If it is reported by the Head of the Institution at any time that a scholar has by reasons of his/her own act of default failed to make satisfactory progress or has been guilty of misconduct such as resorting to or participating in strikes, irregularity in attendance without the permission of the authorities concerned etc., the authority sanctioning the scholarship may either cancel the scholarships or stop or withhold further payment for such period as it may think fit. If a student is found to have obtained a scholarship by false statements, his/her scholarship will be cancelled forthwith and the amount of the scholarship paid will be recovered, at the discretion of the Department of Empowerment of Persons with Disabilities, Government of India. The student concerned will be blacklisted and debarred for scholarship in any scheme forever. A scholarship awarded may be cancelled if the scholar changes the subject of the course of study for which the scholarship was originally awarded unless such change in course of study has been approved by the Department of Empowerment of Persons with Disabilities. A scholar is liable to refund the scholarship amount at the discretion of the Department of Empowerment of Persons with Disabilities, Government of India, if during the course of the year, the studies for which the scholarship has been awarded, is discontinued by him/her. Maintenance allowance is payable from 1 st April or from the month of admission, whichever is later, to the month in which the examinations are completed, at the end of the academic year (including maintenance allowance during holidays), provided that if the scholar secures admission after the 20th day of a month, the amount will be paid from the month following the month of admission. In case of renewal of scholarships awarded in the previous years, maintenance allowance will be paid from the month following the month up to which scholarship was paid in the previous year, if the course of study is continuous. 10. Institutes of Excellence The list of the Reputed Premier Institution to be covered under the Scheme is at Annexure-I. Any addition or deletion to this list shall be notified by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India, as and when required, based on the recommendations of the Steering Committee as referred to in para 11 hereunder. 7
11. Review and Monitoring 11.1 The progress of implementation of the scheme will be reviewed by a Steering Committee consisting of the following a) Secretary, Department of Empowerment of - Chairperson Persons with Disabilities, b) Joint Secretary concerned in Department of - Member Empowerment of Persons with Disabilities, c) Joint Secretary & Financial Adviser (in-charge of - Member Department of Empowerment of Persons with Disabilities) d) Joint Secretary(TD), Min. of Tribal Affairs - Member e) Joint Secretary (SCD), Deptt. of SJ&E - Member f) Joint Secretary, Department of Higher Education - Member g) Joint Secretary, Department of Medical - Member Education, Min. of Health & FW h) A representative of the UGC - Member i) Director / Dy. Secretary concerned in Department of Empowerment of Persons with Disabilities - Convener 11.2 The Committee may invite an expert as a special invitee, as and when it deems necessary. 11.3 The Committee may recommend to the Department of Empowerment of Persons with Disabilities about addition or deletion of any institution based on their performance. For the purpose, the committee may take into account the recommendations of the concerned bodies conducting entrance examination for admissions into such courses or having the administrative control over such institutes. 11.4 The Committee may periodically review of performance of the selected institutes on the basis of the academic results. 12. Date of Commencement of the Scheme The scheme is effective from 1 st April, 2015. 13. Jurisdiction of the Scheme The jurisdiction of the Scheme is up to providing prescribed financial support to the selected candidates for pursuing higher education in the specified subjects. The Scheme does not cover employment aspects of the awardees and also does not provide for any kind of assistance to the awardees in seeking employment anywhere, after his/her having availed of the scholarship. 8
14. Furnishing of False Information If any candidate has furnished any false information/document and is established as false, he/she will be debarred from the award and if he/she has availed of it or is availing, an action will be initiated for recovery of the amount spent with 15% compound interest thereon. Such candidate will also be black listed for future and appropriate legal action can be taken against the candidates. 15. Litigations Any litigation on matters arising out of this scheme in India will be subject to sole jurisdiction of the courts situated in National Capital Territory of. 16. Administrative Expenses: involved In order to implement the project the following administrative expenses are likely to be a) Payment of bank-charges to the designated bank for disbursal of the scholarship money to the bank accounts of the beneficiaries. b) Engagement of manpower at the Department for execution of the project. As the magnitude of data to be entered and processed would be enormous and the scheme gets implemented over the years there would be a need to engage qualified skilled personnel right from the beginning to ensure the data based computerized systems or operational. c) Publishing advertisements and other publicity materials to generate awareness among the targeted beneficiary group. In order to meet the above expenditure, a provision of not exceeding 3% of the total budget shall be kept as administrative expenditure. 17. Change in the Provisions of the Scheme The provisions of this Scheme can be changed at any time at the discretion of the Department of Empowerment of Persons with Disabilities, Government of India. 18. Review of the Scheme Department of Empowerment of Persons with Disabilities may, at its discretion, undertake review of the scheme as and when required. ****** 9
