Community Services Administration, Adult Clinic, Child & Family Services Program Descriptions Adult Clinic: provides a wide array of mental health services including individual, group, family counseling, and 24/7 crisis intervention. Psychological and psychiatric evaluation and treatment is also offered. Child & Family Services: designed to meet the mental health needs of children and adolescents. Services include individual, group, and family counseling. Psychiatric and psychological evaluation and treatment, and school based services are also provided.
Community Services Administration, Adult Clinic, Child & Family Services Key Duties of Staff Director of Community Services Responsible for the administration of County operated Mental Health and Alcohol and Substance Abuse Program services; Ensures proper treatment of patients in services and facilities under the care of Community Services; Plans, organizes, and supervises psychiatric rehabilitation services; Coordinates Mental Health Services with other authorized public health agencies and groups; Prepares annual reports and fiscal accounts of the programs; Conducts studies related to the promotion of mental health, alcohol and substance abuse services, and developmental disabilities, as well as the prevention of psychiatric disorders; Coordinates the County operated Community Services Programs (including sub-contracted services) with state and privately operated services; Plans, organizes, and coordinates the operation of mental health, alcohol and substance abuse, and developmental disability services provided within the County. Administrative Services Director of Administrative Services Plans, directs, and coordinates various fiscal and business management functions and personnel; Formulates policies and procedures for the fiscal and general administration of the department; Assists in developing and administering policies for administration, budget, personnel and agency procedures; Maintains contacts with departmental units, other county departments, and community groups concerning fiscal procedures and departmental administration; Analyzes directives, bulletins, and informational material issued by regulatory departments and agencies in order to develop local procedures to meet operational needs; Conducts fiscal analysis of programmatic changes, prepares preliminary budgets, and provides material and information for presentation to County legislative committees and the County Legislature as a whole; Serves as department contract management officer and monitors contracts, service agreements, and leases for office space to ensure compliance by contract agencies and landlords; Prepares a variety of accounting, statistical, and narrative reports; Responsible for software implementation and ongoing training. Senior Account Clerk-Typist (2 Positions) Classifies a variety of receipts and expenditures, and distributes costs according to a prescribed code;
Reviews and checks moderately-complex account keeping records and reports for arithmetical and clerical accuracy, completeness and proper extension; Assigns work, reviews and records work done, and instructs new employees in the specialized account keeping and clerical work of a unit; Receives remittances by mail or in person, verifies amount, computes interest and penalties, and posts to book of original entry or enters on computerized ledger; Posts to journal or ledger accounts from a variety of original entry media either manually or via data entry device; Compiles payroll data, prepares, types and checks payrolls; Supervises the verifying and reconciling of individual account balances; Processes, types, sorts, indexes, records and files a variety of control records and reports; Types materials from copy, rough draft and other detailed instructions; Compiles data for, prepares, types and analyzes moderately-complex financial and statistical reports and records. Account Clerk-Typist (3 positions) Operates keyboarding equipment in the performance of the following duties; Posts to journal or ledger accounts from appropriation, expense, invoice, payroll, receipts, voucher records and other original media; Receives remittances by mail or in person, verifies amount, computes interest and penalties and posts to book or original entry; Assists in verifying and reconciling account balances according to prescribed procedures; Assists in reviewing and checking routine accounting records and reports; Compiles payroll data and/or prepares and checks payrolls; Operates a variety of office machinery and equipment. Support Services Supervising Clerk Acts as Executive Secretary to the Director of Community Services and provides direct supervision of front office staff; Receives requests for information regarding specific department or unit matters and either personally responds to the requests or refers them to other more appropriate persons; Assigns work to clerical and account-clerical subordinates and supervises and coordinates work flow so that all reports, vouchers, correspondence, etc. are completed in a timely manner; Supervises the collecting and compilation of data and statistics for various state, federal, county, and other funding source reports; Assists administrative personnel in carrying out the specialized services of a department or unit; Supervises and coordinates the requisition, purchase, receipt and inventory of supplies and equipment, including the processing of related records. Mental Health Program Coordinator Plans, develops, and oversees the implementation of policies and procedures to carry out outpatient mental health services to adult clients of the program(s) supervised; Assigns to and oversees the activities of subordinate staff members to ensure that units of services are provided according to plan; Evaluates performance of subordinate staff, oversees their clinical and professional development, interviews and selects replacements as needed, and performs a variety of administrative duties such as assigning caseloads, scheduling, approving vouchers and leave requests, and developing and monitoring budgets; As required, personally performs direct services to patients/clients of the program(s) commensurate with personal training and experience; Measures and evaluates program performance through the Utilization Review process and ensures quality of services through the Chart Review process; Personally completes or oversees completion of a variety of reports of a statistical and financial nature; Oversees daytime crisis services. Staff Psychologist (2 Positions) Performs psychological evaluation for diagnostic purposes using appropriate testing devices; Participates in behavior modifications and shaping rehabilitation and counseling; Assists in the intake, screening and diagnostic activities of the clinic; Participates in staff conferences for diagnosis and recommendation of treatment for patients; Writes reports, case studies and maintains records; Advances the community mental health program by disseminating information through educational and community organizations. Assistant Psychologist Performs intake and screening of clients/patients of the center believed to be in need of psychological services and prepares preliminary psychological evaluations; In consultation with a Staff Psychologist, selects, administers, scores, and interprets tests for intelligence, special deficits, personality, educational achievement, vocational interests, and aptitudes; Assists a Staff Psychologist with the development of comprehensive psychological evaluations of clients based on test results and information and formulates appropriate treatment/therapy plans; Under the direction of a Staff Psychologist, performs individual or group psychotherapy as well as marital therapy; Participates in conferences with clients families to exchange information and to educate them regarding the recommendations of treatment necessary for psychological adjustment; Participates in staff conferences and meetings during which diagnostic data is evaluated and compiled; Primary after-hours crisis contact.

Mental Health Counselor (2 Contract Catholic Charities) Provides intensive individual and group therapy to individuals with emotional, social, and related problems; Serves as a member of the clinic team providing social work or psychological expertise to assist in studying and diagnosing patients and planning for their treatment; Provides consultation services for other community agencies to assist them in understanding and dealing with individual cases; Attends and participates in in-service training programs for clinic staff and staff members of cooperating agencies; Refers patients to community agencies which can provide necessary services; Compiles case records and maintains statistical records on case load and work activities; May administer and score psychological tests within the scope of their professional discipline as part of the diagnostic study of patients.
