DATE: October 15/2012 Report to the Board of Education (Richmond) Public FROM: SUBJECT: Facilities and Operations HVAC Move Forward Proposal RECOMMENDATION THAT the Board of Education (Richmond) approve the Facilities & Operations Department plan to bring back in-house portions of the HVAC services, as set out in the attached HVAC Moving Forward Proposal. BACKGROUND When the Richmond Board of Education contracted out the HVAC services 4 years ago and signed a 5 year service agreement with Honeywell, it was always the District s plan to assess how HVAC support was doing after the 3 rd and 4 th year of the Service Contract (See Appendix A for details of the original board resolution) and then determine the feasibility of bringing some or all of the work back in-house. A plan for transferring the work back to District employees has been a goal for the District and the Union only if service levels are maintained, there is no significant cost impact and there is a high level of confidence that sufficient expertise is available to maintain the District s HVAC mechanical assets properly. Regular Annual HVAC Reports have been produced and since this is the last year of the HVAC services contract with Honeywell, the attached HVAC Moving Forward Proposal outlines the options considered and the recommended path forward. CONSULTATION The Facilities and Operations Group has contacted several external HVAC contractors for their input and other School Districts to obtain a sense of what other Districts were doing and how we may be able to emulate their success while creating the HVAC Move Forward report. We have also had numerous meetings with Honeywell, the RSD Human Resources and the CUPE Local 716 Union Leadership. This proposal has been presented to Human Resources, CUPE Local 716 Executives, Honeywell, and the Richmond School District s Executive Team. It has also been reviewed by the Personnel and Finance Committee. ORGANIZATIONAL IMPACT HVAC services coming back in-house will allow to District to better manage resources and will allow the District to contain and most likely significantly decrease the costs of maintaining our HVAC assets. This plan will only be implemented if current service levels can be maintained.
Memo to the RSD Board of Education (Public) October 15, 2012 Page 2 FINANCIAL IMPACT In order to implement the proposal there will be a temporary increase in HVAC costs in 2013 as key personnel are hired. Savings can be expected in subsequent years with a payback of three years which will offset the higher initial costs. PERSONNEL IMPACT Additional personnel will need to be hired from outside the current base of employees in order to fill the skill level gap currently missing or outsourced. There are some significant issues that need addressing such as the ability to close the current wage gap between public and private sector wages for HVAC mechanic positions. If the initial key personnel can be attracted to the District, further additions to the HVAC workforce will be easier and this will allow the District to bring back the majority of the HVAC services back in-house over time. SUSTAINABILITY CONSIDERATIONS Creating a skilled workforce familiar with the Building Automation System will allow the District to leverage more energy savings. How our buildings are run has a drastic effect on how much energy our buildings consume. The ability to alter, program, and assess holistically a buildings operation will play a key role in maximizing our energy savings and eliminate wasteful conditions. ALTERNATIVES/OPTIONS A total of five options were considered with one recommendation. Each option assessed has its strengths and weaknesses outlined in the attached report. The estimated timeline for implementing the recommended option is four years with the majority of HVAC services back in-house by 2016. CONCLUSION Bringing contracted out work back in-house while maintaining the current service levels and saving a significant amount of money are some of the reasons in favor of proceeding with this proposal. Ensuring the key components are in place and following a systematic plan when reintegrating the HVAC Department back into the Districts Maintenance Departments functions will maximize the probability of success and lays a strong foundation to allow the District to continue to expand the HVAC Department and integrate more HVAC duties back into the District. Memo to the RSD Board of Education (Public) October 15, 2012 Page 3 APPENDIX A 2008 HVAC Board Resolution 303/2008 WHEREAS District Staff and Honeywell Business Solutions are mutually agreeable to changing the effective date of the contract; AND WHEREAS District staff has initially estimated the five-year costs associated with the proposed contract with Honeywell Business Solutions as per Schedule A attached and included as part of this motion; AND WHEREAS District staff in cooperation with Honeywell Business Systems will, no later than ninety (90) days after completion of the third full year of the contract, table a report to the Board that will include but not be limited to;the extent of the work completed, the effectiveness of the work completed and an estimate of the work remaining to fulfill the contract; AND WHEREAS the Board of Education directs staff to meet with CUPE 716 to discuss the report and the findings in order to explain those findings, invite feedback and discuss the interpretation and implications of the findings; AND WHEREAS District staff will, after meaningful consultation with CUPE 716, and no later than ninety (90) days after completion of the fourth full year of the contract, provide a recommendation to the Board of Education with respect to the future direction of the HVAC services to all of its sites; BE IT RESOLVED THAT the Board of Education (Richmond) authorize District Staff to modify the HVAC tender award to Honeywell Building Solutions for a five-year period commencing August 1, 2008 through to July 31, 2013. CARRIED OCTOBER 17, 2011 PUBLIC MEETING OF THE BOARD The following is an excerpt from those Board minutes and the resolution subsequently passed. Heating, Ventilation and Air Conditioning (HVAC) Report Trustees had comments and questions on the rationale for recommending that district staff return to performing the HVAC work and the training requirements for such staff. A trustee noted the excellent information contained in the 2011 HVAC Annual Report, included with the agenda package, prepared by staff at the Maintenance Department. 350/2011 THAT the Board of Education (Richmond) direct staff to work with CUPE to establish a process and framework to determine how to rebuild the HVAC department within the District and report back to the Personnel & Finance Committee on an ongoing basis. Themajorchallengeforbringingthemechanicalworkbackinhouseisoneofexpertiseandthecostof attractingthetypeofpersonwiththerequiredskilllevel.themajorityofhvacmechanicsworkingfor servicecontractorsaremembersofthepipefittersunionortheunitedassociationofrefrigeration MechanicsLocal516.Theaveragewagespay25F40%higherthanthecurrentCUPEwagefora mechanicalsupporttechnician($32).seeappendixeforasamplewagescale.thisdiscrepancycreates anissueforallschooldistrictsacrossthelowermainland.withinthelast6months,therewerethree schooldistrictsinthelowermainland(surrey,northvancouverandcoquitlam)thathavemultiplejob openingsformechanicalhvacmechanics.mostschooldistrictswithinternalhvacstaffhaveamature HVACgroupwhohavebeenwithDistrictsformanyyearsandthereisanissuehiringreplacementstaff asthisgroupofhvacstaffbeginstoretire.seeappendixfforsamplejoblistingsforhvacmechanicsin otherdistricts. An experienced HVAC journeyperson, you will have a key role in ensuring a safe and healthy environment for our students and staff. You will troubleshoot, repair, test, calibrate and upgrade the heating, ventilating and air conditioning (HVAC) systems throughout the district. You may also be called on to service water storage and delivery systems as well as warm air, natural gas, propane, oil, compressed air, electrical and direct digital control systems as part of your duties. In the course of your day, you will take on a full range of responsibilities to ensure completing your projects to the highest quality. From preparing sketches and manual plans and interpreting plans and specifications, to prioritizing workloads and supervising helpers, you will be an expert resource for managers, administrators and contractors on HVAC matters. A stickler for safety, you will ensure that all of your work falls within health and safety procedures, as well as all of the applicable standards, codes and by-laws. Along with a BC or IPTQ in gas fitting, plumbing, pipefitting or refrigeration, you have a Class A licence and a Class 5 BC driver's licence. In addition to these certifications, you are highly knowledgeable in the most current HVAC techniques, practices and methods as well as the hazards and proper safety precautions required. You also have training in control systems and considerable knowledge of the electrical trade and computerized direct digital control software and hardware and you are able to read blueprints, maintain records and estimate materials needed to complete projects. Ideally, you have 2 years' journeyperson level experience in commercial or institutional HVAC work, including maintenance, repair and replacement of HVAC equipment.
