N u m e ro ve rd e 800 011 398 H i s to ry The U n i versità degli Studi d e l l I n s u b r i a, which includes t wo sites, in Va rese and in Co m o, was inco r p o rated on July 14, 1 9 9 8,b u t t h e Institution which thus became a University had earlier orig i n s.in 197 1-1 97 3, a Unive r s i t y Ce nt re had been established in Va rese as an extension of t h e Faculty of Medicine of Pav i a U n i ve r s i t y. In the frame of the Gove r n - m e ntal re form designed to s o l ve the problems of ove r- c rowded universities in Italy, plans we re made to establish n ew unive r s i t i e s, some of which had to include a n e t work of sites. In 1996-1 9 97, the O s s e rvato r i o N a z i o n a l e, the Italian nat i o n a l off i ce for the assessment of the University sys t e m,had visited the facilities in t h e U n i versity sites in Va rese and Co m o, w h e re other Fa c u l t i e s had been opened in the meant i m e,and had suggested t h at a new University fe aturing an o rga n i s ation based on t wo D e l e gacies should be opened in Italy, this was one of t h e f i r s tp roposals aimed at e s t a- blishing a University netwo r k. The new Università degli Studi dell Insubria is in a large ce nt re 1 3
00 4 of populat i o n,and has close c u l t u ral and academic re l a- tionships with the Unive r s i t i e s of Milano and Pav i a,u p o n which it is based, as well as with the other Universities in the Insubria t e r r i to ry, i n c l u d i n g the Ca nton Ticino (Sw i t ze r l a n d). U n i versità degli Studi d e l l I n s u b r i a The Università degli Studi dell Insubria acquired full status on July 14, 1 9 9 8.This new l y established Unive r s i t y, which is a n c h o red to the t raditions of the Insubria t e r r i to ry is t h e f i r s texample of a netwo r k- based orga n i s ation as suggested by the Osservato r i o Nazionale in its assessment of the Italian University sys t e m. The Università degli Studi dell Insubria implied a ra d i c a l c h a n ge in the local histo r i c a l d eve l o p m e nt,which wa s socially and eco n o m i c a l l y ex p e n s i ve due to the fa ct t h at the t e r r i to ry was organised as a suburb of the city of Milano, and horizo ntal co n n e ct i o n s we re inadequate for the popul ation growing needs. To d ay, m o re than 7000 students no l o n ger commute betwe e n Va rese and Milano. This is a f u rther reason to build t h e n e ce s s a ry infra s t r u ct u res designed to support the fa s t g rowth of the Va rese area and to turn its potential into a p o s i t i ve adva nt a ge. As a re ce ntly established I n s t i t u t i o n,the Università degli Studi dell Insubria has a s t reamlined struct u re as co m- p a red with t h at of other uni-
versities often hampered by a n c i e nt and deeply rooted t rad i t i o n s, and has already proven to be ready to acce p t a n d e n fo rce the novelties int ro d u- ced by the Italian unive r s i t y re fo r m. In this fundamental t ra n s i t i o n s t a ge,the University made t h e decision to strengthen ex i s t i n g Fa c u l t i e s, and to favour t h e o rga n i s ation of new co u r s e s. These new deve l o p m e nts we re n o t e nv i s a ged for just the purpose of having a large number of re g i s t e red student s, b u t i n o rder to offer a number of o p p o rtunities of vo c at i o n a l e d u c at i o n. The lect u re r s /s t u d e nts rat i o (240 lect u re r s /6, 500 student s) will be, t h u s, m a i nt a i n e d ; h oweve r, at the same t i m e,t h e hiring of gra d u ates by firms will be favo u re d. The Università degli Studi dell Insubria has always wo r- ked in close co - o p e ration with the social and economic circ l e s in the are a,and has t h u s e n h a n ced its t raditional role as an act i ve and innovat i ve I n s t i t u t i o n. To d ay, the Como and Va re s e communities act i vely part i c i- p ate in the University life :c l o s e and positive re l ationships have been established with local Institutions and Co m m i t t e e s, especially with Unive r Como in Co m o, the Va rese Co m m i t t e e for the deve l o p m e nt of t h e U n i ve r s i t y, and Associazione Amici dell Università in Va re s e ( A s s o c i ation of U n i ve r s i t y Fr i e n d s). S t r u ct u re The University offers over 50 courses in its five Fa c u l t i e s ( Eco n o m i c s, L aw, Medicine and t wo Faculties of Science ).T h e re a re t h ree new courses for t h e d e g rees in Co m m u n i c at i o n S c i e n ce s, in Biotechnologies at the Faculty of Science in Va re s e and in Odonto l o gy at t h e Faculty of Medicine. T h e Faculty of Medicine also offe r s 6 Diplomas and 33 Po s t- G ra d u ate Specialisat i o n Co u r s e s. All co u r s e s, exce p t those offered by the Faculty of Medicine, a re organised by the terms of the lat e s t Italian unive r s i t y re fo r m,especially as re ga rd s teaching methods, which are re q u i red to be based on a new p h i l o s o p hy and appro a c h. 1 5
6 The number of re g i s t e red s t u d e nts In the 2002-2003 academic ye a r, re g i s t e red students we re 7 3 0 2,i. e. 7 54 more than in t h e p revious ye a r, n a m e l y: 1336 at the Faculty of Eco n o m i c s, 1 8 6 9 at the Faculty of Medicine, 1398 at the Faculty of Science s in Va re s e,2007 at the Fa c u l t y of Law, 692 at the Faculty of S c i e n ces in Co m o. Fo reign students are 190, a n d mainly come fro m Sw i t ze r l a n d,g re e ce,albania as well as from other 31 fo re i g n Co u ntries in groups of less than 10. As re ga rds Italian student s, 2390 are re s i d e nt in Como and in the surrounding are a,3 6 0 9 in Va rese and in the surro u n- ding are a ; all others co m e f rom various Italian re g i o n s. Special initiat i ves The Ce nt ro Internazionale di R i ce rca per le Storie Locali e le D i versità Culturali (Int e r n at i o n a l Ce nt re of Re s e a rch of Lo c a l H i s to ry and Cultura l D i ve r s i t i e s),which was established as an int e rfa c u l t y I n s t i t u t i o n,co ntributes to re s e a rch studies of local h i s to ry and culture. These studies are co n d u cted at va r i o u s l evels both in the Va rese and Como areas acco rding to t h e m e t h o d o l o g i e s, t e c h n i q u e s and criteria developed by t h e m o s t modern co nt e m p o ra ry h i s to r i o g ra p hy. This Ce nt re wo r ks in close co - o p e ration with, and co - o rd i n a- tes the activity of the Unive r s i t y and of a number of Associat i o n s, Fo u n d ations and O rga n i s ations for the publication of journals specialising in the re s e a rch of historical source s and the study of many periods or aspects of the histo r i c a l d eve l o p m e nt of the t e r r i to ry. This Ce nt re organises specialis ation co u r s e s, and deve l o p s re s e a rch tools t h at m ay be of use in future re s e a rch wo r k. The investing in basic re s e a rc h, in re s e a rch facilities and in s c i e ntific equipment is nece s- s a ry for the surv i val of
U n i ve r s i t i e s, and also to make i t possible for the whole university system as well as fo r re s e a rch ce nt res and ent e r p r i- ses to play and enhance t h e i r s t i m u l ating ro l e. H oweve r, to be allocated funds from t h e E u ropean Union re q u i re s h aving funds allocated also by the co n cerned member Co u nt ry; u n fo rt u n at e l y, t h e d i fficulty in having such nat i o- nal funds available has so fa r notably limited the part i c i p a- tion of Italian re s e a rch gro u p s in large European re s e a rc h p ro g ra m m e s. For this re a s o n,the Unive r s i t y p ays special at t e ntion to t h e d eve l o p m e nt of t e c h n o l o g i c a l sites in Lo m b a rd y, and int e n d s to maintain a close re l at i o n s- hip with Lo m b a rd re g i o n a l a u t h o r i t i e s ;h oweve r, in ord e r to be better int e g rat e d,to d ay the University needs its public and private partners to make g re ater effo rt s. Although being awa re of t h e usefulness of technical t e s t s and ce rt i f i c at i o n s, t h e U n i versity acknow l e d ges t h e s t rategic import a n ce of adva n- ced re s e a rch and scient i f i c i nve s t i gat i o n s, and is asking Companies to inve s t in co - o p e- rat i ve re s e a rch pro j e ct s, and to s u p p o rt p o s t- g ra d u at e re s e a rch courses in the cultura l a reas of their own int e re s t.
