Description of requirement Invitation To Quote ref BioCity location Your quotation is invited for the supply of internet connectivity and VOIP services in accordance with this ITQ and any attached specifications. ITQ - BCN - 01 BioCity Nottingham, Pennyfoot Street, NG1 1GF BioCity Nottingham is the UK s leading bioscience incubator, providing the conditions that sustain more than 80 fast-growing businesses. BioCity Nottingham is part of the BioCity Group, which also includes BioCity Scotland, MediCity Nottingham and BioHub at Alderley Park. BioCity Nottingham require a significantly cost-effective and scalable internet connectivity solution to enable both BioCity Nottingham staff and Tenants to have access for hosted servers, cloud services and general internet services. BioCity Nottingham s Location is BioCity Nottingham, Pennyfoot Street, Nottingham, NG1 1GF. For the BioCity Nottingham employees, Tenants, conference attendees and guests this is to access email, storage, applications, websites, video conferencing etc. There is no requirement for direct dedicated BioCity site to site connectivity at present, this can be handled by other solutions such as VPN. BioCity Nottingham employees also need to interact with other BioCity Group companies via the internet. BioCity Nottingham need to offer internet access packages to Tenants for dedicated bandwidth and also VOIP as the core primary basic IT service. Other IT services may be offered later. BioCity Nottingham will require the ability to provide Wi-Fi to conference and agreed public areas. Currently the site is serviced by a current provider who has terminated service and we are in a rolling contract status until a new supplier is chosen. There are approximately 40 physical Tenants spread across 3 buildings and multiple floors of which 20 are taking services from the current provider, this is expected to increase with a new provider being the service of choice for Tenants. The new provider will be expected to review current phone and network usage to be able to replicate and improve the current services without issue or outages to any Tenants. Currently there are approximately 150 telephone points (mixed between analogue and VOIP).

Location has network cabling in place, this will need validating and a new router \ switch \ Wi-Fi infrastructure implementing as required. All tenant connectivity requirements should be serviced by this option, but there needs to be a cost effective option to allow a tenant to bring other connectivity into the building and direct it onto their VLAN instead of using the main connectivity. Below are the details of the required service. 1. Complete full scale investigation and documentation of current services with a full floor walk to identify and confirm: a. Telephony services i. External and internal numbers ii. Groups and Forwards iii. Analogue services for fax, alarm, lift lines etc. b. Connectivity Services i. All network points in use ii. External connectivity serviced by the current BioCity provider iii. External connectivity serviced by the other Tenants service providers iv. VLANs in use v. Wi-Fi in use (including current saturation) vi. Fixed IP s in use (internal and public facing). 2. Minimum capability of 1Gb line with options of sizing the amount of internet bandwidth, starting at 10mb minimum and increasing in segments of 10mb. 3. Appropriate firewall and internet security to protect end users with reporting. 4. Ability to resize the capacity within the 1Gb with 10 working days (up and down). 5. Backup line capability running at minimum 10% of main line routed to different external access point alternative options considered in line with primary line SLA. 6. SLA (Service Level Agreement) Provide reference figures for Uptime availability, Packet loss, Latency and Jitter. 7. Service coverage core hours 8am 6pm Mon Fri but service and support available 24 / 7 x 365. 8. Support the provider will take on all support directly for all services to both BioCity Nottingham employees and Tenants (even if sub contracted). 9. Reporting SLA and Support will require monthly management reporting. 10. Provision of a dedicated account manager for both the BioCity site and Tenants, same account manager for both.

11. Roll-out of standard connectivity + VOIP offering within 5 working days of request. 12. Agreed downtimes with at least 5 working days notice unless emergency downtime. 13. Ability to create VLANs for business units (Tenant Company, the BioCity Nottingham team, Guest Wi-Fi or conference unit). 14. Ability to package sizes of bandwidth to each business unit as required. 15. Ability to repackage bandwidth for individual business units within 1 working day. 16. Ability to allow specific tenant connectivity requirements own provider s own inbound data services (in special cases) to be linked to their VLAN but allowing the service provider to charge VLAN usage only. 17. Ability to provide point to point connections across network (i.e. BT lines for conference phones). 18. Support for tenants own switch equipment in comms rooms. 19. Guest Wi-Fi options to ensure no long term access with minimal management. 20. Wi-Fi access points supporting multiple SSID\VLAN or user profile for each business unit. 21. Switches supporting remote management of VLANs for all wired access points and integration to customers Wi-Fi. 22. VPN access to be configurable as requested by BioCity across all connectivity. 23. Support of tenants own Wi-Fi devices. 24. Provision of VOIP services for all BioCity staff and Tenants (options to be provided). 25. Telephone number provision - If non-geographic 08* and local (area) numbers are provided these will become the property of the user at any contract termination. 26. Ability to either, invoice customers directly or provide invoice information to the BioCity site team in an electronic format (as a minimum split out by service, collated by customer). 27. Unlimited public IP Address Allocation (following normal IP allocation guidelines). 28. Ability to monitor bandwidth usage (internal network \ external connectivity). 29. Supplier to provide evidence of their real-time network and systems monitoring software. 30. Network infrastructure to gigabit Ethernet. 31. Network infrastructure to support POE (Power Over Ethernet). 32. Network infrastructure and internet bandwidth to support Video Conferencing. 33. Network infrastructure to be UPS protected. 34. Network infrastructure to be under guaranteed repair \ replacement SLA (Service Level Agreement). 35. Network cabling to be checked to ensure Wi-Fi, fixed network points and comms room to comms services are complete. 36. Ability to utilise QoS (Quality of Service) \ traffic policies for specific network traffic. 37. Cost Models: a. Implementation costs to be detailed even if incorporated into a monthly fee options to be offered for upfront or blended monthly costing s b. Overall bandwidth monthly fee c. Per user monthly fee (details of either per tenant \ per tenant staff \ per VOIP TBA \ per network point) d. Provide call costs for VOIP e. Provide costs for each increase step in internet band width

f. Provide a per unit cost for each switch \ Wi-Fi etc. for modelling after the first implementation g. Provide a per point wiring cost for modelling after the first implementation. 38. Other service offers will be documented with costs, set up times, SLA and contract lengths. 39. Contracting the main contract to be with BioCity Nottingham (the umbrella), Tenant services will be contracted with each Tenant alternative options to be considered. 40. Each BioCity Group site that is commissioned will be treated as a separate entity for any commercials or invoicing. 41. Where more than one BioCity Group site is commissioned, any commercial benefits will be split equally back to each separate entity 42. All suppliers must be able to support any digital vouchers or grants that will be applied for by BioCity Nottingham. 43. All suppliers must be able to support prompt and efficient delivery of number porting with a strong proven relationship with BT and other relevant 3rd parties. We invite you to provide a quote for the above Requirement specification. As part of your response you must provide the following: o A quote for the total cost for the requirements, reasonably broken down by work package. The total cost quoted must include: o all plant, materials, profit, payroll, tax and other loadings on all wages and for any fees, royalties, premiums, costs, charges and the like which will be due or payable to any person or authority for the undertaking of this service. No claim may be made for any expenses incurred in the preparation of the quotation. o An estimated programme for delivery of requirements, including identification of any items with long lead times, or other known items that could impact on your delivery of the requirements (for example holiday shutdowns). o A brief description of your organisation s ability and experience relative to the supply of the requirements. o Highlight any works to be sub-contracted (provide details including proposed subcontractors). o Relevant Guarantee and Warranty information. o Insurance details (both professional indemnity and public liability). o A copy of your standard terms and conditions. o Company details, including: I. Full name of organisation II. Organisation address III. Organisation contact details IV. Representative details o All relevant interests that will or may represent an actual or potential conflict of interest o Details of three referees who can confirm your organisations ability to supply the service, including Company name, contact person and contact details (telephone and email).

Submission of a quotation in response to this Invitation to Quote authorises us to make inquiries to determine the financial and technical capabilities of the organisation quoting, including taking up of references as part of the evaluation stage of the process. This project will receive funding from the Nottingham Creative Quarter Digital Grants Scheme. This scheme is managed by Nottingham City Council with funding from the European Regional Development Fund. This project will receive funding from the European Regional Development Fund, and as such procurement of all services and works directly related to the project will be subject to current ERDF
