This statistical bulletin presents education system data of Uzbekistan containing key indicators on primary and secondary education for 2000-2006 academic year on the national and regional levels. The publication is intended for a broad audience including government officials, research community, and other interested parties. FOREWORD FOREWORD Development of educational system and training of the young generation are identified by the Government of Uzbekistan as priority directions in formulating the principles of building a new society in the country. This approach derives from the Uzbek model of reforming the economy, social sector and policy, which proclaims the man, his prosperity and welfare as the key goal. Access to quality education is considered as the basic right of a man, which ensures the increase in living standards and health improvement of individuals, on a society scale the most important condition for renovation of all aspects of the society s life and achieving gender equality. Uzbekistan ranks among the leading countries in the world by the main indicators of the level of education. Notwithstanding all difficulties of the transition period, the country has managed to not only maintain the achievements in this sphere, but also create qualitatively new conditions for the development of education in line with on-going market reforms. The new concept of education was given a statutory standard by the adoption of the Law of the Republic of Uzbekistan On education and the National Program for Development of Human Resources (1997), which identified the priority status of education in the state policy, the strategy and key directions of its development in the long-term perspective. These directions include: preserving the unity of educational space of Uzbekistan; introduction of a system of educational standards; ensuring successiveness of the levels and stages of education; providing various options of educational programs; combining mass education with elite education in each phase; identification of talented youth; creating prerequisites for gaining fundamental and special knowledge at the highest educational level at academic institution including in highly developed countries; humanizing education building a comprehensive picture of the world, high spirituality, culture, and global thinking among students; rational focus of education enshrined in its organic unity with national history, traditions and customs, preserving and enriching the culture of Uzbek people, recognizing the education as a central instrument of national development and respect to the history and culture of other nations; mandatory nature of general secondary as well as secondary special and vocational education; universal access to education within the state educational standards. The legislation guarantees equal rights to everyone to obtain education irrespective of gender, language, age, race, ethnic background, beliefs, religious affiliation, social background, profession, public status, residence, duration of residence in Uzbekistan. The right for education is guaranteed by: the development of government and non-government educational institutions; offering in-service training; free-of-charge training within state educational and human resources training program; equal rights of graduates of all educational institutions upon admission to the upper level education; granting the rights to the family-educated or self-educated to be certified via externship at accredited educational institutions. In the framework of implementation of the National Program for Development of Human Resources, organizational basis has been created along with adoption of a range of legislative and regulatory acts, and state educational standards and requirements for all types of education have been approved and adopted. New generation textbooks for basic education, secondary special and vocational education; learning aids and recommendations for specialists of pre-school institutions, schools, academic high schools and vocational colleges have been developed and published. Basic educational, secondary special and vocational educational institutions have introduced trainings based on new academic curricula and programs, which envisage successiveness of courses and disciplines. Network of schools is expanded, new types of educational institutions academic high schools and vocational colleges are established and launched. At the beginning of academic year 2006/2007, 99 academic high schools and 953 vocational colleges were active. 53,100 students were enrolled at academic high schools, and 1,021,900 students were enrolled at vocational colleges. In the 2006/2007 academic year, 4,600 faculty members were employed at academic high schools and 48,500 faculty members at vocational colleges. Of all faculty members of academic high schools 98% have higher education degree. This indicator stands at 93.8% for vocational colleges. At the beginning of academic year 2006/2007, there were 62 higher education institutions nationwide with 286,300 students enrolled. Female students accounted for 40.9% of all students at higher education institutions. The number of undergraduate enrollees in academic year 2006/2007 amounted to 55,500 students, including 33,400 paying tuition fees (61.2% of all undergraduate admissions). Females account for 39.8% of all undergraduates admitted. 59 universities are entitled to offer postgraduate degrees. In academic year 2006/2007 5,641 persons were 3
FOREWORD admitted as postgraduate students, of which 4,132 (73.2%) are paying tuition fees. 36.2% of all postgraduate admitted are females. There are more than 7.4 mln. students enrolled in the entire educational system including 3.5 mln. female students (47.3% of all students) in Uzbekistan. There are significant differences among male and female students in the choice of areas of study at educational institutions. As a rule, female students of higher and secondary special educational institutions prefer areas such as education and healthcare, while men opt for industrial sector, agriculture, construction, and educa-tion. Stereotypes, i.e. distinguishing between female and male jobs, family traditions and economic factors influence the choice of profession by men and women. This statistical compilation was prepared by the State Statistics Committee of the Republic of Uzbekistan and presents statistical information on the level of education of population, number of students in the breakdown of types of educational institutions as well as students in vocational and higher education institutions by sectoral profile of academic institutions and number of teachers at educational institutions. State statistical monitoring data on the activities of basic education institutions, secondary special, vocational, and higher education institutions are the sources of information. GLOSSARY GLOSSARY Demographic indicators Permanent population permanent residents in a particular area at the moment of census including those absent temporarily. Current assessment of permanent residence based on census database will be held in the period between censuses incorporating data of current registration of demographic events. Urban population population residing in urban settlements. Populated areas (settlements) approved by the Parliament as cities and townships are considered to be urban areas. Rural population are the people who live in rural areas. Populated areas not classified as urban are considered to be rural areas. Data on age are provided for permanent population, which includes permanent residents in the area including those temporarily absent at the moment of census. Pre-school education Pre-school education institutions implement general pre-school programmes of pre-school education of different areas, provide care, observance, recreation, upbringing and education of children aged 6-7. Pre-school institutions include day nurseries (for children under 3), daycare centers (for children aged 3 and all ages) and kindergartens (for children aged 3 and older) operating at least 8 months per annum. Number of pre-school institutions a number of permanent institutions for upbringing pre-school aged children. According to their profiles, pre-school education institutions consist of the following categories: Day nurseries, daycare centers, kindergartens, home-based kindergarten (as an independent institution and a branch) operating at least 8 months a year; Pre-school upbringing and primary education institution (kindergarten-school); Pre-school education institution with priority given to one or several areas of child development (linguistic, aesthetic, art, sports, etc.) Compensating-type kindergarten with a priority given to qualified correction of deviations in physical and psychological development of children; kindergarten for caring and improving the health of weakened children undertaking medical, hygienic, preventive, and recreational activities and procedures; combined type kindergarten (general development type, compensating and recreational groups in various combinations) Number of children in pre-school institutions number of school-aged children enlisted in pre-school institutions at the year-end as well as those being educated in the first-class programme of these institutions. Availability of kindergarten space this indicator is determined as a ratio of the number of children enrolled in permanent pre-school institutions against their capacity. Data on the number of children per 100 places in pre-school institutions is used in comparative analysis. The result is linked with commissioning places in pre-school institutions. Endowment of pre-school aged children with space at pre-school institutions (places per 1,000 children) this indicator is determined by ratio of places in pre-school institutions against the number of children aged 1-6, according to the demographic data adjusted for the number of children aged 6 and enrolled in school. General Education Schools General education schools institutions providing training, comprehensive development, and aesthetic upbringing of children and youth. In statistical reporting the schools are grouped by types: primary, incomplete secondary, secondary, boarding schools, forest schools, schools for children with intellectual or physical development flaws, schools offering advanced studies of disciplines, gymnasia, high schools, evening general educational schools, etc. 8
GLOSSARY Number of pupils at general education schools number of pupils at general education schools enlisted in the beginning of academic year. Pupils of general education schools include the persons enrolled in primary, incomplete secondary and secondary schools as well as pupils of schools for children with intellectual or physical development Gymnasia and high schools are included among secondary (complete) general education school. Statistical reporting data on the number of pupils are arranged according to the territories, urban and rural areas, classes, and other indicators. Graduation from general education schools number of pupils who fully completed education in general education schools and received secondary education degree entitling them to seek admission to the higher education institutions. Number of teachers number of persons with secondary, higher or special training involved in education and upbringing of children. Secondary special and vocational education institutions Secondary special and vocational education institutions. Having secondary education, everyone is entitled to choose areas of study at an academic high school or vocational college, which offer secondary special and vocational education, provide rights and serve as foundation to work in the field of acqired profession or continue education at the upper level. Academic high school is a three-year secondary special education institution facilitating intensive development of intellectual aptitude, advanced differentiated and professionally-oriented training of students. Vocational college is a three-year secondary vocational education institution providing for advanced development of professional aptitude and student skills as well as attainment of one or several degrees in a chosen profession. The number of students of secondary special and vocational education institutions is the number of students at secondary special and vocational institutions enlisted in the beginning of an academic year. In statistical reporting data on the number of students is collected by areas, types of institutions, sectoral groups of academic institutions in urban and rural areas. Number of students at secondary special and vocational education institutions per 10,000 residents is determined as a ratio of the number of students at the beginning of the year multiplied by 10,000. Admissions to the secondary special and vocational education institutions is an indicator of the number of students admitted for study in the current academic year. It is practiced in accordance with approved regulations. Graduates from secondary special and vocational education institutions is the number of students who completed the course of training and received respective education (degree). Graduates of secondary special and vocational education institutions are awarded with qualifications in accordance with the degree acquired along with a diploma. Graduation of specialists from secondary special and vocational education institutions per 10,000 people is determined as ratio of graduates to average annual number of population the current year and multiplied by 10,000. Higher academic institutions institutions involved in training highly qualified specialists and conducting research according to the requirements of modern production, research, technologies, culture, and prospects of economic development. Higher education institutions are divided into categories by educational forms: full-time and correspondence enrollment as well as sectoral groups of education institutions. Number of students of higher education institutions number of students at higher education institutions enlisted in the beginning of academic year. In statistical reporting data on the number of students is arranged based on areas, types of academic institutions, sectoral groups, grades, gender, language of study and other indicators. Number of students at higher education institutions per 10,000 residents is determined as a ratio of the number of students to the number of current population as of the beginning of the year and multiplied by 10,000. 9
GLOSSARY Total number of students of higher education institutions does not include foreign citizens being educated in Uzbekistan. Admissions to the higher education institutions is an indicator of the number of persons admitted in the current academic year and implemented in accordance with approved rules. Graduates of higher academic institutions are the number of persons who completed the course of study and received respective education (degree). Graduates of higher education institutions per 10,000 indicate the ratio of the graduates to the average annual population of the current year multiplied by 10,000. Number of teachers persons with higher or special training involved in student education and upbringing. Faculty resources mean individuals, not faculty positions. Post-university education is aimed to meet the needs of society in high-skill faculty and research staff. Post-university education can be attained at higher education institutions and research institutions (post-graduate study, doctoral study, research) Improving qualifications and human resources training facilitates improvement and upgrading professional knowledge and skills. Extracurricular education has the objective to meet individual needs of children and teenagers in cultural, aesthetic, research, technical knowledge and athletic events, arranging their free time. Extracurricular education institutions include child and teenage creativity clubs and centers, children s and teenager sports schools, arts schools, schools of music, studios, libraries, recreational and other institutions. 10
