Profissional Experience Senior Engineer at Eletrobrás (from Mach 1980 to March 1993) He was with Centrais Elétricas Brasileiras SA (Eletrobrás), the holding company of the power sector in Brazil, from March, 1980 to March, 1993, where he worked on Electrical System Operation and Planning. He developed and coordinated studies on system expansion, system stability, system reliability and quality control. He was the main person responsible for the introduction of probabilistic methods to system operation in Brazil (from 1987 to 1991). He also coordinated (from 1990 to 1993) the initial studies to introduce competition into the Brazilian electrical sector. He also developed methodologies to price transmission system access and to identify the impact of transmission and distribution systems on the electricity markets. Professor at UNIFEI (Since March 1993) From March, 1993, he has been a professor at Universidade Federal de Itajubá (UNIFEI). He has given classes to under-grad and grad students on power systems analysis and economics applied to energy systems. He was the supervisor of 9 (nine) master thesis and 3 (three) doctor dissertation students. He is now supervising 4 (four) Ph.D. students and 3(three) Master students. In 2001 he was elevated to full professor. CESE Coordinator (Since 1994) Since 1994, he has been the coordinator of the Electrical Power System Course (CESE). This graduate level course has been active since 1973 and more than 500 professionals from Brazilian and foreign electrical companies have attended it. It is a one year specialization course and it is the most important one related to power system in Brazil. Every year, about 25 professionals from electrical utilities come to Itajubá to have classes one week a month. Engineering System Research Group Coordinator (GESis) at UNIFEI (From 1999 to 2005) He was the coordinator of GESis group witch is composed of 6 professors and around 30 students. The group has published more than 70 papers at international journals and participates in more than 300 international and national seminars. The group is the main cause for the high grade given to the UNIFEI by CAPES, the Brazilian educational agency. Advisor to the Director of ANEEL (From May 1998 to April 1999) From 1998 to 1999 he was with ANEEL, the Brazilian Electrical Regulatory Agency, as an advisor to the director. He worked in the initial phase of the regulation of Brazilian Electricity Market. He participated in the elaboration of the main Electrical Sector Laws, Decrees and Resolutions.
Coordinator of Tariff and Prices Technical Committee (From July 2001 to December 2002) From 2001 to 2002, he was the coordinator of Price and Tariff Technical Committee of Ministry of Mine and Energy. He helped the Minister to establish the energy plan and policy. Member of the Electricity Re-structuring Group (From April 2003 to December 2003) In early 2003 he was invited by the Minister of Mine and Energy, under the new government, to be a member of the group (seven members) that re-shaped the Brazilian electricity model. The work took almost a year and finished at end of 2003. As a result, a law was enacted in March, 2004, establishing: two market environments - regulated and free; one energy planning company; and the relationship among the sector agents. The main catalyst for this change was the rationing that took place in 2001 and this act was part of the efforts to avoid future problems in terms of electricity supply. Training Courses He has given many training courses about deregulation, electricity markets, transmission and distribution tariffs in many companies and utilities such as: LIGHT, FURNAS, CPFL, Duke Energy, Petrobrás, Vale do Rio Doce, and others. Consultant He has been a consultant for many companies including Petrobrás, ONS, ANEEL, Eletropaulo, Eletrobrás, Ontario Hydro (Canada), ASMAE, MME, Tractebel, Escelsa, CEB, and CELG. The main areas of focus are electricity and natural gas tariffs, wheeling charges, electricity market and regulation. Sabbatical Year (From September 2005 to March 2006) He was in his sabbatical year at the University of Texas at Austin with the Operations Research Department. He developed studies on load forecast, electricity price forecast and portfolio optimization. It is part of a joint project between UT and UNIFEI and it is sponsored by both institutions.
