This may lead to follow up business missions, as well as policy interventions to address any challenges and present business opportuities. There has been the development of a Cariforum-EU business forum with the explicit to improve the business environment between the Caribbean and the EU. This application provides further information which is specific to improving the business regime for professional service providers from the Caribbean into the EU. ACTIVITY INTERVENTION LOGFRAME SUMMARY OF THE INTERVENTION REQUESTED Résumé The Consultant(s) will conduct the relevant research and complete the tasks outlined below in order to provide a narrative overview of the current regulatory regimes in the selected European Union (EU) States Estonia, France, Germany, Italy, Malta, the Netherlands, Spain, United Kingdom. - based on the relevant legislation, regulations, administrative procedures and industry practices governing the following service sectors: a) Professional services Accounting (auditing/bookkeeping); Architecture; Engineering, b) Management consulting c) Tour operators and tourist guides Duration: 6 months. PROBLEM TO BE ADDRESSED : Problèmes à résoudre What is the specific problem which requires solution? The Caribbean s professional services sector is comprised of mainly small operations, many times, owner operations, with insufficient research capabilities. Therefore, there is lacking information on regulatory measures as well as market intelligence on export markets. PURPOSE OF ACTIVITY: But de la proposition Who are the beneficiaries and how will they benefit? How will the results of the activity solve the problem(s)? To provide market information and regulatory measures on select EU markets to facilitate business development and improvement in the professional services business regime. (one or more results will achieve the Purpose) 1) A study on the business environment in the EU for professional services providers and 2) A seminar held to present the findings to 30 professionals interested in or currently exporting services. Private sector Outreach programme: The Inter American develppment Bank has funded a programme for the CRNM to help the private sector maximize the benefits from trade agreements. This application would compliment the IADB programme by providing indepth market information to allow the private sector to utilize the EPA. Identify and list the specific laws and regulations governing each service activity in the mentioned EU states. Explain to what extent there is regional convergence in terms of the regulatory regimes for these professional services and/or regional associations (EC-wide). Provide a database of contacts for the professional associations in each country and any regional bodies. 2. In particular, identify and catalogue the academic qualifications and professional training and/or affiliation and specific experience that are necessary in order to supply the mentioned activities in these countries. This should include the number of years of university training and type of curriculum, any professional examinations, licences, etc., that are needed. To the extent possible, the fees that are paid for licences or permissions to practice, and any language requirements should also be outlined. 3. Indicate to what extent there is currently cross-border trade in these service sectors within the European Union (intra-european supply of services). 4. To the extent possible, give an overview of the specific domestic market (size, number of firms etc.) for the mentioned services in the selected EU Member States for these services. Also, to the extent possible, provide data on trade in the mentioned services in the target countries (imports and exports). Also indicate to what extent there is outsourcing of these services (offshoring) to firms overseas by large firms in Europe. 5. Provide a step by step matrix of the procedures involved in establishing a new service firm or company in architecture, accounting, engineering, tour operator services in the countries listed above approval process, incorporation, etc.. 6. Make any other relevant observations or recommendations regarding the regulatory regimes in the mentioned service activities.
