Message from the Director-General The Treasury Department has been assigned by the Thai Government responsibility for the management of state property, the evaluation of property, the minting of Thai coins, the management of monetary items and the conservation and display of Grand National Treasures. The department operates under the government s property management principles to ensure the best interests of society and the economy. The Treasury Department also aims to provide happiness to all Thai citizens and strengthen the country s lasting financial stability which firmly supports the concept of sufficiency economy. In the fiscal year 2011, the Treasury Department completed various major projects such as (i) the Rut Ua Rard housing project whereby the department managed unused state properties and allowed citizens to rent the properties for housing and farming, (ii) a project whereby the department allocated state properties to be used as farmland for food crops and energy-substitution plants in order to help solve the energy and food crop crises, (iii) a project whereby the department utilized state property in accordance with His Majesty the King s royal projects by allocating land which was well suited to each project, and (iv) the park construction project in honor of the occasion of the 80th Birthday Anniversary of His Majesty the King, in Thung Maha Mek, Sathon, Bangkok. With regard to property valuation, the department s revaluation of land prices was completed. The figures from this revaluation will be promulgated in the land valuation list 2012-2015. To celebrate His Majesty the King s 84 th Birthday Anniversary, the Treasury Department produced commemorative coins and medals to honor the occasion of His Majesty the King s 7 th Cycle Birthday Anniversary on 5 th December, 2011. Accordingly, a huge number of Thai citizens were interested in and reserved both coins and medals. In addition, to honor His Majesty the King s 7th Cycle Birthday Anniversary, the department organized an exhibition called His Majesty the King s 84 th Birthday: King of Thailand at the Sirikit Convention Center from 15 th -19 th June 2011, which attracted more than 30,000 people. I would like to take this opportunity to thank all of the officials and staff members of the Treasury Department for their co-operation and dedications, and truly hope that everyone will continue to make a concerted effort to perform their duties to the best of their ability for the best interests of the country and its citizens and for the successful operations and achievement of the Treasury Department. The History of the Treasury Department The Treasury Department was established during the reign of King Rama VII, according to the Royal Decree on regulating rules and regulations of the Ministry of Finance, on 23 rd May, 1933. The establishment merged four important departments together, which were the Royal Mint, the Royal Treasury Department, the Finance Department, and the Royal and Ecclesiastical Properties Department, and became one united department called the Royal Treasury Department. On 12 th March, 1952, the name the Royal Treasury Department was changed to the Finance Department. Finally, the Finance Department was changed to its present name The Treasury Department. At first, the office was located on Kuenkanniwes Road in the Grand Palace. Later, in 1960, it was moved to Chakkrapong Road, Phra Nakhon. In 1992, the office was moved again to its present location in the Ministry of Finance, on Rama VI Road, Samsane Nai, Phayathai, Bangkok. In addition, there are five sub-divisions operating in separate offices in different locations, but which remain under the supervision of the Treasury Department. These sub-divisions of the Treasury Department are as follows: 1. Bureau of Grand National Treasures: The office is located in the Grand Palace, Phra Nakhon, Bangkok 2. Bureau of Monetary Management: The office is located on Chakkrapong Road, Phra Nakhon, Bangkok 3. Bureau of Property Valuation: The office is located in the Government Complex Commemorating His Majesty the King s 80 th Birthday Anniversary 5 th December 2007, Chaengwattana Road, Bangkok 4. Bureau of Royal Thai Mint: The main office is located on Phahonyothin Road, Khlong Nueng, Khlong Luang, Pathum Thani. In addition, there are Regional Treasury Offices in 75 provinces across the country. Overall Performance in the Fiscal Year 2011 1. State Property for the Royal Projects It is the policy of the Treasury Department to fully support the implementation of the Royal Projects by providing them with state property which effectively serves the objectives of each project. In 2011, the Treasury Department allocated 45 land plots in 43 provinces to support the Royal Projects. For example, 755 rai in Kalasin province were allocated to the Lumpayoung River Development Project; 913 rai in Kanchanaburi province to the Kanchanaburi-Phanom Thuan Irrigation Project; 472 rai in Narathiwat province to the Pikulthong Study Center; and 445 rai in Samut Prakarn province to the Lukphradabos Project. 2. State Property for Food Crops and Energy-substitution Crops To minimize problems concerning the energy and food crops crisis and poor people s need for land to grow crops and make a living, the Treasury Department in 2011 rented out 60,140 rai of state property to 5,448 farmers who grew crops such as sugar cane, corn, cassava, palm, soy beans, and nuts. 3. The Rut Ua Rard Housing Project The Rut Ua Rard Housing Project, which was initiated by the Treasury Department in accordance with the government s policy, aims to help solve the country s social problems and alleviate poverty. Under this project, approximately 1 million rai of state property in 75 provinces, as well as in Bangkok, which was not being utilized by the government and which had been illegally occupied, was allocated to low income people for rent. By allocating land in this manner, poor people would be provided with secure housing and opportunities to make a living by growing crops. In the fiscal year 2011, the Treasury Department already allocated about 26,196-3-01 rai of state property for rent to 8,223 people. 79

Overall Performance in the Fiscal Year 2011 4. The Ban Mankong Housing Project The Treasury Department has cooperated with the Community Organizations Development Institute on implementing the Ban Mankong Housing Project which focuses on improving the living conditions of people who have lived in densely-populated communities located on state property by renovating their houses and creating a livable, safe, and healthy environment. In the fiscal year 2011, the implementation of the housing project in 15 communities was completed. This involved 13 communities in regional areas such as 2 communities in Amphoe Non Kha in Khon Kaen province, Tippayanetre community in Chiang Mai province, Suknirund community in Pathum Thani province, Nonsri Housing Co-operative Limited in Prachin Buri province, and two communities in Bangkok which are Khlong Lumpai and Wanglang communities. 81

The Construction of Parks Commemorating His Majesty the King s 80 th Birthday Anniversary on 5 th December 2007 To celebrate His Majesty the King s 80th Birthday Anniversary, the Treasury Department launched the project to construct a public park on 17-2-58 rai of state property, Plot registration number Kor. Tor. 0264, Title deed number 614 (partly) in Thung Maha Mek, Sathon, in Bangkok. Her Royal Highness Princess Maha Chakri Sirindhorn presided over the opening ceremony of the public park on 20th April 2011, and it has been open to the public since then. From 1st January 2012 onward, the Bangkok Metropolitan Administration has been responsible for maintaining the park. 6. The Government Complex Project Commemorating His Majesty the King s 80 th Birthday Anniversary The Dhanarak Asset Development Company Limited allocated 441,645 square metres in the government complex to 38 government agencies, which amount to 91.25 percent of the total area of 484,000 square metres. The company oversees the management of the complex and its responsibilities are as follows: 6.1 To ensure security and maintain the facilities Groups of engineers and technicians are assigned to oversee and supervise the operations of all buildings in the complex. There will be security guards at all entrances and exits of the conference center and the hotel which will open in 2012. The company provides a shuttle bus service and has also commercially developed more than 25,000 square metres in the government complex, providing facilities such as health services, banking services, postal service, cafeterias, food and drink shops and other small shops. 6.2 The Conference Center and Hotel Project commemorating His Majesty the King s 80 th Birthday Anniversary on 5 th December 2007 To provide full services to both the public and private sectors, Dhanarak Asset Development Company Limited developed the areas in the government complex by building conference center and hotel. These two facilities are scheduled to open in July 2012. Although the conference center, has already been providing services since September 2011. 6.3 The Dhanarak Housing Project The Dhanarak Housing Project provided welfare services to government officials or government permanent employees by building houses on state property and providing them with rental rights. 964 housing units were built for the four housing projects as follows: 1) The Dhanarak Housing Project in Phuket province is being implemented on Por. Kor. Plot 241 in Tambon Bangtalad Nue, Amphoe Mueang. The total area allocated to the project measures 5-1-60 rai on which two eight-storey buildings with a total of 156 units were built. The construction has been completed and at present the rental rights of 147 units have been transferred to those who reserved units, with 9 remaining units still available. 2) The Dhanarak Housing Project in Chiang Mai province is being implemented on Chor. Mor. Plot 1723 in Tambon Donkaew, Amphoe Mae Rim. The total area is 47 rai. The construction of 140 single houses has been completed. At present, the rental rights of 75 units have been transferred to those who reserved units, with 65 remaining units still available. 83

The total area is about 11-2-50 rai. The construction of 44 units of single houses, duplexes and town- houses has been completed. At present, the rental rights of 33 units have been transferred to those who reserved units, with 11 remaining units still available. 4) The Dhanarak Housing Project in Nonthaburi province is being implemental on Nor. Bor. Plot 381, Tambon Bang Krasaw, Amphoe Mueang. The total area is about 24 rai. The eight eightstorey apartment complexes with a total of 624 units altogether are still under construction. 7. The Survey of State Property In the fiscal year 2011, the Treasury Department surveyed state property to ensure the complete collection of data such as documents proving ownership of land, state property maps, maps showing rental land, and maps showing illegally-occupied land. The three surveys are as follows: 1. The Land Measuring Survey. The surveys of 281 plots of state property or 102.18 percent of 275 target plots were conducted. The issuance of legal documents showing which plots of land are state properties and thus legally owned by the government 2. The legal documents which were issued amount to 112.73 percent, exceeding the target number. 3. The survey of state property for the mapping of rental land. Following the survey, maps were drawn, showing details of the rental land. At present, the rental land being mapped accounts for 102 percent, exceeding the target number. 85

Overall Performance in the Fiscal Year 2011 8. The Survey of City Walls and Moats City walls and moats are the country s public property which is of benefit to the country only. The Treasury Department set up a plan to survey land on which city walls and moats are located so as to maintain land rights and historical places. The department hired experts in geology and archaeology to mark the boundaries of the land on which city walls and moats are located. These experts also surveyed the land and drew maps showing the boundaries of city walls and moats. Data collected from these surveys were used as evidence for issuing legal documents for state property. In the fiscal year 2011, the surveys of 21 areas were conducted such as Ban Doi Wiang in Chiang Rai province, Wiang Chai Prakarn in Chiang Mai province, Mueang Sema in Nakhon Ratchasima province and Ban Huey Dook in Nakhon Sawan province. In addition, the surveys of boundary markers in 21 areas were conducted such as Mueang Sing in Kanchanaburi province, Ban Hua Thanon in Kamphaeng Phet province, Khu Mueang in Chachoengsao province, and Thart Sammuen and Non Ban Khwao in Chaiyaphum province. 87

Overall Performance in the Fiscal Year 2011 Property Valuation Property valuation which includes lands, buildings and condominiums was conducted to determine fees for registration rights and juristic acts according to the Land Code. In order to acquire accurate and fair property valuation, Sales Comparison Approach is used to determine land valuation including factors affecting land values. These factors are physical features of the land, land use, location, transportation, utilities and related legal issues such as city planning and building control. The main responsibility is to ensure nationwide valuation of approximately 29.3 million land parcels or 321 million rai, 6,540 condominiums (842,474 units) and buildings which have 69 standard types in 77 provinces. Overall Performance in the Fiscal Year 2011 2. Valuation of Condominiums 1. To determine the estimated price of units in 90 new condominiums in 26 districts of Bangkok 2. To determine the estimated price of units in 105 new condominiums in regional areas 3. To revalue 125 condominiums in regional areas 3. Valuation of Buildings Categories of buildings were adjusted and expanded from 61 to 69 for the years 2012-2015 to comprehensively cover types of buildings for registration rights and juristic acts. The valuation of buildings in 77 provinces (including Bangkok) was determined and would be effective for use in the years 2012-2015. The Postponement of the Use of the Valuation List Due to the flood crisis in 2011, a large number of people were severely affected. Consequently the economy and society were affected both directly and indirectly, thus, the Valuation Committee agreed to extend the use of the valuation list of years 2008 2011 until 30th June 2012. Overall Performance in the Fiscal Year 2011 Mint Production The Treasury Department continually produces circulation coins to assure its adequacy for daily life circulation within the economic system. The current circulation coin series is comprised of 9 denominations; 1, 5, 10, 25 and 25 Satang, 1, 2, 5 and 10 Baht. In addition, the Treasury Department produces commemorative coins and medals for various important occasions, royal Thai orders and decorations, plaques, badges and other metallic art objects. The production of each product in the fiscal year 2011 is as follows: 1. Circulation coins: 1,636.467 million coins which is equivalent to 110.34 percent of the production target of 1,483 million coins 2. Overall Performance in the Fiscal Year 2011 Monetary Management In the fiscal year 2011, the Treasury Department produced 2,049.97 million circulation coins in the Thai economy, which in total amounted to 5,225.25 million baht and also took out of circulation all types of coins which amounted to 384.10 million coins valued at 1,405.25 million baht, or 18.73 percent of the coins in circulation. At the end of the fiscal year 2011, there were 21,081.65 million coins in circulation in the Thai economy valued at 41,407.35 million baht, or 4 percent of the money in circulation. Outstanding Performances 1. The New Coin Management System Development Project The project was designed to re-structure and improve the efficiency of Thailand s entire coin management system regarding the processes of transportation, management and performance enhancement, and coin exchange by establishing six regional coin management hubs in Chiang Mai, Nakorn Sawan, Ubon Ratchathani, Khon Khaen, Surat Thani, and Songkhla provinces. Private organizations were brought in to join the project for transportation, management, and regional coin exchange in order to manage the department s safety stock, increase the coin circulation cycles, and fully meet the regional demands for coin usage. In 2011, the coin management hubs in Khon Khaen and Ubon Ratchathani were opened and operated as pilot projects on 19 th July. The remaining four hubs are expected to be operating in April 2012. Also, the department cooperated with the Government Savings Bank on a pilot project in which the Government Savings Bank would provide coin-exchange services in nine Northeastern provinces. 2. The Construction of the New Bureau of Monetary Management Office Project The Treasury Department planned to build the new Bureau of Monetary Management on the same plot of land in Khlong Luang, Pathum Thani province, where the Royal Thai Mint is located. This project aims to improve and enhance the efficiency in management and service, save time and expense in coin transportation from the Bureau of Royal Thai Mint and the Bureau of Monetary Management, and expand the office area of the Bureau of Monetary Management in order to handle the operation of new equipment and machinery. According to the project, a three-storey building with an overall space of 13,000 square metres costing 500 million baht will be built. 95

Grand National Treasures There are approximately 90,000 items of National Treasures which are in custody of the Treasury Department such as regalia, royal decorations of the early period, ornaments, Thai coins, medals and ancient Thai money. Outstanding Performance Overall Performance in the Fiscal Year 2011 1. Safekeeping and Care of the National Treasures There are 3,720 national treasures which are stored with a high technology security system. The department also completed the registration of 2,515 items and arranged the conservation of 645 pieces of national treasures together with the Royal Urn which was built in the reign of King Rama V. 2. In - house and External exhibition In the fiscal year 2011, the Treasury Department held 15 exhibitions at the Pavilion of Regalia, Royal Decorations and Coins in the Royal Grand Palace and other locations such as exhibition centers, schools and academic institutions. The department also participated in two overseas exhibitions at the World Money Fair 2011, Berlin, Germany, during 28th 30th January 2011 and the ANA World s Fair of Money 2011, Chicago, the United States of America, during 16th 20th August 2011. The Achievement Award 2011 In 2011, the Treasury Department received two achievement awards for effective revolving funds management which are (1) The coin production revolving funds in the category for fully satisfying stakeholders. Overall Performance in the Fiscal Year 2011 General Administration Human Resources Development The Treasury Department organized many activities to ensure the success of human resources development. Examples of the activities are as follows: 1. Activities which aim to provide the department s personnel with updated information through various channels such as websites (internet and intranet), call center, the library, the Treasury Department Journal, posters, and brochures. 2. Activities which aim to strengthen the department in relation to state property management, property valuation and general administration. Regarding state property, renovation of government houses were implemented under the department s housing project. Regarding property valuation, presentations on property valuation were made to the valuation committee. Concerning general administration, the cost per production unit was calculated. 3. The E-learning project provided four courses which are(i) the introduction to Microsoft word, Microsoft Excel, Microsoft PowerPoint, Internet Explorer, and e-mail, (ii) standard procedures for the valuation of an extremely large number of plots, (iii) Information about state property, and (iv) English skills. 4. The development of staff expertise project aims to train the department s personnel to become highly resourceful and professional in their fields of work. A total of 17 officials participated in the project and were later evaluated in terms of knowledge and competence. The project implementation would greatly contribute to the advancement of the department s human resources. Information Technology Development The department has developed its information technology to enhance its performances. The exhibitions and display of Thailand s Grand National Treasures use augmented reality technologies in order to improve pavilions which display the Royal insignias, Royal Thai Orders and Decorations, and coins in the Grand Palace. The department also designed websites using modern technologies for the exhibitions and display of Thailand s Grand National Treasures such as the use of video holograms to create three dimensional images, multi-media technology and video one-way mirror to project images and captions and to produce voices, respectively, and augmented reality technologies to create audio-visual effects. Through 3-D interactive technology, visitors feel as if they were transported into another time and space. 99

The Treasury Department s Revenue in the fiscal year 2011 The Treasury Department s total revenues in the fiscal year 2011 amounted to 4,588.711 million baht, or 120.76 percent of the estimated 3,800 million baht which is higher than the 2010 revenues by 18.26 percent. Revenues earned from state property management accounted for 3,692.787 million baht whereas revenues from coin management accounted for 870.014 baht.
