NORWIN SCHOOL DISTRICT JOB DESCRIPTION JOB ANALYSIS Under the supervision of the Superintendent and in cooperation with other District administrators, the is responsible for providing comprehensive personnel, employee, labor relations, and administrative services to staff and for responding to the emerging need for human resources development. ESSENTIAL FUNCTIONS 1. Coordinates hiring of professional employees with Assistant Superintendents of Secondary and Elementary Education, and Director of Pupil Services and Special Programs. Coordinates hiring of support staff with other management personnel; cafeteria, custodial/maintenance, secretarial, instructional and non-instructional aides, etc. Assists in the coordination of the hiring of administrators, supervisors, and athletic and non-athletic supplemental positions. Coordinates the process of employee resignations, termination, and leaves. 2. Coordinates the Workers Compensation Program. 3. Manages benefits administration, including the District s health, vision, dental, life, and disability insurance benefit plans for all employees. 4. Processes recommendations for the discipline and/or termination of employees, assembling substantiating information, and arranging and conducting, as needed, conferences and hearings. 5. Manages grievances and cases which result in arbitration and mediation. 6. Assists in negotiations with certified bargaining units to arrive at a mutually satisfactory agreement on wages, hours and working conditions of employees represented by the bargaining units. 7. Assists in the collection of data used in contract negotiations, including, but not limited to, wage and fringe benefit comparisons and comparative contract language. 8. Coordinates contract administration with employee classifications. 9. Maintains up-to-date District Policy and Procedure Manuals. 10. Supervises the AESOP substitute system. 11. Places advertisements, prepares mailings, and solicits applications for job openings via electronic and other means.

Receives and responds to job inquiries. 14. Develops and maintains a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotion, discipline, demotion, etc. Maintains an updated file of job descriptions and distributes them for announced job openings. 15. Conducts benefit reviews, monitors sick leave bank, and certifies employee classifications and salaries. 16. Monitors professional certifications and coordinates the processing of state credentials for professional employees. 17. Organizes a corps of substitute employees. 18. Monitors and evaluates problems, conditions and needs of the Human Resources Department. 19. Develops the process and format for support staff evaluations. 20. Acts as Norwin Educational Support Professionals (NESP) liaison. 21. Coordinates federal and state employee surveys and reports (i.e. Equal Opportunity Employment, salary surveys, etc.) 22. Conducts exit interviews of personnel. 23. Directs the development and coordination of Act 48 and Act 45 requirements and the Credit Keeper accounts. 24. Manages compliance issues including, but not limited to, Title IX, Section 504, Right to Know, Affirmative Action, Sexual Harassment, etc. 25. Attends School Board meetings and serves to actively improve communication, cooperation, and planning in the District. 26. Processes conference and workshop requests for support staff. 27. Coordinates agendas for Labor-Management Relations meetings. 28. Manages the Workplace Safety Committee and District Emergency Management Plan, in cooperation with other administrators. 29. Coordinates staff development for support staff. 30. Facilitates the Supplemental Points Committee by establishing meeting dates, creating agendas, and summarizing meeting outcomes. 31. Assists in the facilitation of Athletic Council meetings, setting meeting dates, creating agendas, and summarizing meeting outcomes.

Prepares and plans for various programs including the annual United Way Campaign, recognition awards, and the retirement banquet for support personnel. 34. Serves as a member of the District s Emergency Management Plan Team. 35. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. 36. Serves as Compliance Officer for Americans with Disabilities Act. 37. Any other duties as assigned by the Superintendent of Schools. COGNITIVE ABILITIES Ability to establish and maintain productive working relationships with staff, business associates, and general community. Ability to work on multiple tasks and prioritize appropriately. Ability to recognize areas of concern relating to human resources issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively. Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work. PROFESSIONAL QUALIFICATIONS Requirements for the position include: Bachelor s Degree in Education or Human Resources. Master s degree preferred. Human Resources experience. Five (5) years experience in management. Knowledgeable about contract negotiations, labor unions, federal/state regulations, and data technology coordination. Demonstrated knowledge and application of effective human resources principles, practices and trends.

REPORTS TO Superintendent of Schools. POSITION REQUIREMENTS Physical Demands: Occasional travel to School District offices, buildings, classroom and grounds. Occasional traversing throughout various buildings. Often sitting for extended periods. Standing for periods of time. Moderate lifting from 15-30 pounds. Some moving of various items - up to 30 pounds. Manual dexterity to use office equipment. Repetitive operation of computer keyboard. Must also complete and submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of 2011. TERMS OF EMPLOYMENT Twelve-month work year. Salary and benefits shall be in accordance with the negotiated agreement between the Board of School Directors and the Director of Human Resources.
