Installation Notes for Offshore Payroll Offshore Payroll has been developed in Microsoft Access, and can happily run in Access 2000, 2002, 2003, 2007, 2010 Full versions, or 2007 & 2010 Runtime (the runtime versions can be downloaded from the Microsoft website royalty free). OP can run on either Windows 32 or 64 bit operating systems, but as Microsoft Office 64 bit does not support ActiveX components OP currently only run under Microsoft Office 32 bit. (note, you can t mix and match 32 and 64 bit office programs on a single computer) We prefer clients to have one Full version of Access, so making support more efficient, but additional users can happily use the Runtime environment, thus reducing Microsoft license fees. The design has targeted a screen resolution of 1024 * 768 or higher. Please note the following: When using Access 2007 please ensure you are on Service Pack 2 (SP2) When using Access 2010 (Full version or Runtime) you must apply the hot fix as per http://support.microsoft.com/kb/2544026 and also register MSCAL.OCX In 2012 we encountered a number of Microsoft issues concerning the MSCOMCTL.dll (the Tree view) which need resolving if they raise their ugly head. The fix is to register the latest version of the dll, and additionally resolve a possible conflict in the Windows Registry between the old and new versions. Lastly, we have finally managed to remove the Guernsey RCCrypt.dll (which was not Windows 64 bit compliant) along with replacing the XceedZip.dll with XceedZop.dll again the later also being 64 bit compliant All the necessary files and install routines are available from our web site (see below) Offshore Payroll is basically made up of two database files, a Program Database (called OffshorePayroll.mdb) and the Data Database (generally called OPxxxx.mdb where the xxxx is a client specific license number) There are 2 approaches for installing OP: A) the Program and Data databases reside in the same folder, either on a computers C:\ drive or in a secure folder on a network server. This approach should be used for either a standalone PC or a faster network where there is generally only a single user running OP at any time. B) the Program Database resides on the client PC and the Data Database lives in a secure folder on a network server, so allowing multiple PCs to gain simultaneous access to the data.
OP must always be started via a shortcut, whose Target property has 3 components: For example: Component 1, is the location of MSACCESS.exe Component 2, is the location of the OffshorePayroll.mdb Component 3, is the location of the Workgroup file "C:\Program Files\Microsoft Office\Office\MSACCESS.EXE" "C:\OP\OffshorePayroll.mdb" /wrkgrp "C:\OP\OP.mdw" Note, Office programs are loaded into Program Files (x86) on Windows 64 bit machines by default! Note, the shortcut s icon is set to point to OP\Install\Payroll.ico Note, it makes sense that all client PCs see the Data Database using the same drive mapping or the same UNC pathing Method A A single folder called OP exists on either a computers C:\ drive or a network server. The desktop shortcut needed for his approach is: "C:\Program Files\Microsoft Office\Office\MSACCESS.EXE" "C:\OP\OffshorePayroll.mdb" /wrkgrp "C:\OP\OP.mdw" (if the network drive is say P then simply replace the highlighted C with a P) Method B C:\ Drive OP folder A folder called OP will exist on each client PC s C:\ drive and a second OP folder will be resident on a network server (for example Z:\) The desktop shortcut needed for his approach is: "C:\Program Files\Microsoft Office\Office\MSACCESS.EXE" "C:\OP\OffshorePayroll.mdb" /wrkgrp "Z:\OP\OP.mdw" The server OP folder has the same structure as the folder for Method A above!
To set up a new OP environment the OP.zip file can be downloaded from www.offshorepayroll.com/op/install (user and password are both op) and saved in the OP folder. If you are not licensed for PDFexplode (ie delivering payslips electronically via encrypted pdf files) then the Install\PDFexplode and the Pdf folders can be deleted The remaining two files are downloaded from a secure location on the OffshorePayroll server, notification of their location and passwords will arrive via separate email. File: OffshorePayroll_xxxx_vvv.zip File: OPxxxx.zip Client specific zipped Program file Client specific zipped Data file xxxx is the client number and vvv is the version number (eg 181 represents version 1.81) The OffshorePayroll.mdb file should be extracted to the OP folder. (we do not normally delete this delivery zip file just in case the program needs to be re-extracted) The OPxxxx.mdb file should also be extracted from its delivery zip file and then the zip file should be deleted as it has no value moving forward. The appropriate dll & ocx files should now be installed (see below) Note, when running OP for the first time, you should use NewUser and no password at the login screen, and when Attaching to the Data Database there will not be a password. By viewing the Help About form the installation can be checked:
The location of the Data Database is held within the OffshorePayroll.mdb, so the first time a new copy of the Program Database is run it will need to locate the Data Database, to achieve this the user will see the following: by clicking the Browse button you can select the folder in which the appropriate OPxxxx.mdb file is located the Data Database password must be entered (case sensitive) before clicking the Attach button to complete the link between the Program and the Data. Once successfully linked the user should not see this again! The previously attached Data Database file & path are stored in the Windows Registry to help support this linking process. HKEY_LOCAL_MACHINE / SOFTWARE Note, if you are running a Bureau version of OP then you must identify a specific Data Database by selecting the file rather than the folder in which the file is located. Once OP is up and running there are 3 places where path names can be specified, and these should be updated to reflect the PC or network. Security System Setup & the E-Filing Tab (if E-Filing is being used) Reference Company & the Additional Tab
Reference Company & the Financial Tab (if nominal ledger integration is being used) Jersey Payroll Processing: If you have been licensed for Jersey Employer processing then the ITS_EmpExe program needs to be setup on any machine that will be required to submit Tax and Social XML files. This program is supplied by the Jersey Tax authority and further information can be found at http://empret.jsytax.je/etr_emp.aspx When installing you may find that dotnet 1.1 also needs loading, which we have included or can be obtained from the link on the Jersey web site. By default the Tax and Social xml files are written to the OP\Output folder, and we suggest that error files also be written to this folder and that Lodgement files are created by this program in a Lodgements sub folder of OP\Output (note, this folder will need to be created on initial setup) PDFexpolde Setup: If you have been licensed for this facility then more details can be found in its own installation documentation.
General points to note with dll and ocx files: Offshore Payroll dll & ocx files For Windows 32 bit dll and ocx files should be placed into C:\Windows\System32 and for Windows 64 bit please use C:\Windows\SysWow64 When running Windows Batch Files, please make sure that they are Run as administrator or you have logged on as an administrator With some security settings we have found that the dll and ocx files can be successfully registered by running the Command Prompt as an administrator! 1. MSCOMCTL.OCX Fun and games from Microsoft in 2012 has caused an issue with MSCOMCTL.ocx ( for further info please refer: http://support.microsoft.com/kb/2687441 ) In the attached zip file you will find the latest version of MSCOMCTL and some windows batch files to help resolve the issues, sorry to say it has been near on impossible to say if this version of windows and this version of access then do this so we are having to show you how to evaluate and take the appropriate action! MSCOMCTL copy and register.bat MSCOMCTL regedit fix.bat MSCOMCTL register 32.bat MSCOMCTL register 64.bat MSCOMCTL.OCX The copy and register batch file renames the existing MSCOMCTL to MSCOMCTLx and then copies the new version into place and the registers it, again on some machines this batch file does not seem to work 100% so when this happens manually copy the file and use the register 32 or register 64 file. One serious issue Microsoft have created is that the registry is not tidied up and there may be a 2.0 entry in {831 } which must be deleted. Our regedit fix copies the {831.} entries to C:\MSCOMCTL.reg and then deletes the 2.0 entry. Please check that this entry has indeed been removed, otherwise OP will not run!
Run Regedit and expand the HKEY_CLASSES_ROOT Look for the TypLib element Within TypeLib look for {831. If there is a 2.0 then manually delete it 2. XceedZop.dll This new dll replaces the previous XceedZip.dll and is Windows 32 and 64 bit compliant! Again, copy the dll and register it by using the appropriate supplied files. XceedZop copy and register.bat XceedZop register 32.bat XceedZop register 64.bat XceedZop.dll 3. MSCAL.OCX When running Access 2010 only, this additional OCX file must be copied into place and registered using the supplied files. MSCAL copy and register.bat MSCAL register 32.bat MSCAL register 64.bat MSCAL.OCX 4. RCCrypt.dll & XceedZip.dll For information, these dlls have now been removed from Offshore Payroll RCCrypt was the Guernsey Encryption routine and was only 32 bit compliant! (Returns are now made via a web service so making this dll redundant (there is no need to remove this dll as it should do no harm) XceedZip.dll was also only 32 bit compliant and has been replaced by XceedZop.dll (again the old XceedZip.dll need not be removed, in fact other programs may well use it!)
