Domain-independent ICT in central government More than 1,000 people perform domain-independent tasks in central government There are about 90,000 service users in all TORI expenditure for the entire central government amounted to about EUR 350 million in 2012 (cf. govt ICT expenditure in 2011: EUR 892 million) Nearly 100 independent units 4

Definition of TORI TORI = domain-independent government ICT services Domain-independent government ICT services are services the providing or organising of which does not require significant domain-specific or sector-specific expertise and which are based on commonly available hardware and software solutions and technologi Customer-specific customisation of services and solutions does not make them domain-specific Domain-independent ICT services are provided in compliance with high preparedness and data security requirements (TUVE) at several levels of availability with several different periods of service

TORI: basic approaches to data security and preparedness Domain-independent services will be centralised at a service centre in 2013 2015 so that cost savings will be achieved but operating reliability will not be compromised Central government domain-independent ICT tasks cover the basic, elevated and high levels of data security and preparedness The ICT tasks will be centralised at the service centre observing the principles of business transfer The undisrupted continuity of services will be ensured in the centralisation process while noting the other duties of the service centres and agencies being relocated The completion of the security network project will be taken into account in the relocating of functions 12
TORI: data security and preparedness aspects of service production and processes ICT tasks that are critical for national security will be retained under government control and principally managed as the government s own functions The service centre will acquire the necessary network services for the security network from Suomen Turvallisuusverkko Oy Central government customer processes related to domain-independent services will be revised and homogenised to support the new operating model The service centre will develop consistent and efficient operating processes All of the services of the TORI service centre will be productised 13
TORI: data security and preparedness audits A data security management system will be created for the service centre, and certificates from competent authorities regarding the implementation of data security requirements will be obtained for its services An independent evaluation will be commissioned for the TORI project and repeated at regular intervals until the end of the project 14
TORI: data security and preparedness goals and requirements Centralising ICT services at a single service centre enables efficient development and maintenance of technological data security What is required: Data security administration, instructions, management, robust overall architecture and architecture implementation, expertise, technology, surveillance, reporting, continuity management, reactions to deviations, risk management 15
