Context: www.odinafrica.org ODINAFRICA IV- IOC/IODE project 2009-2013-extended to May 2014 Objectives: Strengthening the Pan-African network of NODCs & Marine Information centers as a sustained mechanism for application of data, information and products for marine and coastal management in Africa. key issues : Address the regional priorities as well as the national issues Key products : National & Regional (LME Based) Atlases ) Marine & Coastal Online Library catalogue Institutional repository

The initiative - Objectives 5 General Objectives q Focus on Institutional & national priorities to adress the local needs Provide valuable information services for Research, Management and Decision-Making of marine resources and coastal areas from the institional level Specific Objectives Identify, organize, Preserve intitutional outputs Enable web publishing of local information resources throught institutional platform
Why Institutional Products? Access to local resources have been a Major constraints of many Intitutions in Africa Since several years some marine and aquatics libraries are building tools to provide better access to these kind of informations resources Most of informations systems are now available at the project level or regional level: ( hosted in IODE server) Oceandocs-Africa http://www.oceandocs.org/handle/1834/1337 AFRILIB http://afrilib.odinafrica.org/ However most of product/services s are NOT accessible online from the institutional level
Initiative - Process Steps: Selection of the Open Source software Develop capacity at the regional level: Training of Trainers August 2012 Develop capacity at the libary level: Training on software installation of IM by September 2012 Installation the easy to install software as localhost for all libraries from October 2012 Development of all library catalogue and institutional repository from October 2012 Set up the web server (2 libraries as pilot : Kenya March 2013, Senegal September 2013 Review and updating library catalogue & institutional repositories October 2013 Training in alternative open sources solutions Octobre 2013
What is Open Source? OS software can be used freely without having to pay license fees to developers Underlying code is made available (commercial software secret). Libraries can change software OS communities & individuals share responsibility for development OS software is highly dependent on users for its development
Selection of software Guiding principles Open source software, possibilities to be customised adjustable to specific need Unique platform for multiple use, catalogue and repository Interoperability with existing systems, export-import functions IT support and local technical expertise available Sustainability beyong the funding support
AGriOceanDspace Dspace, Opensource software http://www.dspace.org/ Customized as AgriOceanDspace throught the cooperative work between IOC/ IODE and University of Hasselt and FAO Offered two immediate ways to publish the library collections and the outputs of the institutiions (full text) through one platform
Dspace- software
Some Results -18 Libraries catalogue and institional repositories developped - 2 online libraries Catalogues & institutional repositories Kenya: http://41.215.122.106/dspace/handle/0/5 Senegal: http://193.190.8.15/dpm - More than 52 000 records available Egypt Institional Repository Library Catalogue
Library collections contain the content of the library, minus the institute output
Senegal Institutional repository
Challenges All the institutions did NOT set online catalogue & repository Mutiple Reasons lack of Web server at the institutional level for hosting online catalogue & Repository Lack of IT support for the web server configuration Low capacity of Internet connections in some institutions Copyright issue for Repository content Limited size of library & institutional production
Alternatives Solutions proposed Use free reference manager software for stand alone and web based library catalogue & repository Zotero :www.zoterero.com free and open-source reference management software to manage bibliographic data and related research materials (such as PDF files). Interoperability with AOD (export-import functionalities Mendeley: www.mendeley.com free reference manager and academic social network that can help you organize your research, collaborate with others online, and discover the latest research. Reference manager for bibliography creation and research papers management.
AOD import-export functionalities
Next Steps Libraries with required capacity to be online by the end January2014 Platform/Software used AgriOceanDspace (local host and web based) q Libraries with limited capacities to be online the end of january 2014 q Platform/software used Zotero (stand alone & web based) Mendeley( stand alone & web based)
Next Steps (cont..) AOD new development by May 2014 Haversting all online repositories (metadata +full text) by oceandocs www.oceandocs.org Haversting all online library catalogue ( metadata) by AFRILIB www.afrilib.odinafrica.org Set up open access policy by ODINAFRICA Institutions
Conclusions Althought the thematic of this conference is visualization and have been introduced to georeferenced bibliograhies fews weeks ago but our bright near future plans start with increasing our webpresence and make widely available, accessible and usable our local resources.
