Notification of Closure of Nursing Education Program Agenda Item: 3.2.5.b. Prepared by: J. Hooper Board Meeting: October 2014 Summary: Rule 215.3(d) related to Closing a Program states that when the decision to close a program has been made, the dean or director must notify the Board by submitting a written plan for closure The administration at Wayland Baptist University (WBU) in San Antonio, Texas, has notified the Board of their intent to close the Baccalaureate Degree Nursing (BSN) Education Program effective October 1, 2014 (See Attachment #1). Historical Perspective: The BSN program at was approved by the Board in July 2007. The NCLEX-RN examination pass rates after their first graduating class took the examination are provided below: Board Meeting BON Approval Status NCLEX-RN Examination Pass Rate January 2014 Board Meeting Recommend changing to Conditional based upon 3 years of below 80% pass rates 2013 Pass Rate = 70.53% Number of First Time Candidates (Passed/Total) 67/95 January 2013 Board Meeting Full with Warning based upon 2 consecutive pass rates below 80%; Survey visit conducted 2012 Pass Rate = 69.09% 38/55 January 2012 Board Meeting Full Approval - Self Study Report required based upon 2011 pass rate* 2011 Pass Rate = 71.43% 15/21 January 2011 Board Meeting Full Approval 2010 Pass Rate = 85.00% January 2010 Board Meeting Full Approval 2009 Pass Rate = 100% 17/20 8/8 2007 Program approved Initial - new program The program has been restricted from enrolling students since January 2014 when placed on Conditional Approval. Due to the performance of students in the BSN program, the administration at WBU have decided to close the program, teach-out the students under the current curriculum, reassess the needs of the community, and develop a new program of study for the future. There are currently 112 students left in the face-to-face program and 31 students remaining in the online program. The last online cohort will graduate in August of 2015 and the last face-to-face cohort will graduate in February 2016.

The program is closing under an approval status of Conditional. Besides the generic BSN, WBU also offers an RN-to-BSN, and an MSN program. The programs are accredited by the Accreditation Commission for Education in Nursing (ACEN). Rationale for Recommendation: The Program Director and nursing faculty at WBU have implemented numerous efforts to improve the performance of the graduates with limited effectiveness. With the prospect of their approval being removed by the Board, they are choosing to close the program and devote their energies to assisting the current student with a successful teach-out. Staff Recommendation: Move to accept the notification of voluntary closure of the at in San Antonio, Texas, effective October 1, 2014 and impose the conditions/requirements as set out in the Board Order (See Letter and Board Order in Attachment #2).

School of Nursing September 26, 2014 Dear Texas Board of Nursing Board Members, I am writing you to inform you that the School of Nursing will voluntarily close its Generic Bachelor of Science in Nursing Program effective October 1, 2014. Although we have not attained the required 80% NCLEX-RN pass rate required by the Texas Board of Nursing, we have improved our pass rate with the August 2014 graduating class, with 29 of 35 passing the NCLEX-RN to date. We are planning to teach out our current three cohorts of face-to-face students and our two cohorts of online students. There are 112 students left in the face-to-face program and 31 remain in the online program. The last online cohort will graduate in August of 2015 and the last face-to-face cohort will graduate in February 2016. The School ensures that all resources currently available to the students will remain in place, including sufficient faculty to adequately prepare competent graduates. In the event that students do not pass a course during the "teach out" period, the Dean is in the process of contacting local BSN programs to accommodate the students with a transfer to another program. All records will continue to remain stored at the University in keeping with Wayland's records retention policy. The School of Nursing completed its reaccreditation site visit with the ACEN last week, September 16-18, 2014. The recommendation is for eight more years of accreditation, with a follow-up report in two years. All students graduating from Wayland's BSN program will graduate from an accredited school. The School of Nursing is in the process of changing its curriculum to a competency-based curriculum and is planning on reapplying to the Texas Board of Nursing to reopen the program with the new curriculum in October of 2015. BEFORE THE TEXAS BOARD OF NURSING *********************************** In the Matter of: In San Antonio, Texas ORDER OF THE BOARD A public meeting of the Texas Board of Nursing, hereinafter referred to as the Board, was held on October 23, 2014, 333 Guadalupe, Tower II, Room 225, Austin, Texas, to consider the notification of voluntary closure of Nursing Education Program in San Antonio, Texas, based upon the notification letter from dated September 26, 2014; the current approval status of the program; NCLEX- RN examination pass rates since the program opened in 2007; and the program s history of compliance and/or non-compliance with 22 Texas Administrative Code, Chapter 215. After review and due consideration of the filed materials and history of the program, including currently being on conditional status, as well as the presentation by representatives from in San Antonio, Texas, and other interested parties, if any, the Board hereby ACCEPTS the voluntary CLOSURE of the Wayland Baptist University in San Antonio, Texas, and imposes the following conditions/requirements: 1. The program shall submit to the Board no later than December 1, 2014, a plan for teach-out arrangements for all enrolled students, or evidence that all students either have completed the program or other academic provisions have been made; and 2. The program may not reapply for approval of a new proposal for a nursing education program until at least twelve (12) calendar months from the date of this order have elapsed.
