Introduction Nursing education in is largely the responsibility of the Nursing Board (an Bord Altranais). 1 It draws up the syllabi and training requirements 2 for nurse training courses both pre and post registration. 3 It also controls the discipline of nurses 4 and maintains the Register of Nurses. 5 The Register is divided into Divisions. At the end of March 1999, there were 59,857 names, including inactive, in the register. 6 Nurses are defined as those entered on the register of the Bord Altranais. 7 The definition includes midwives. Types of nurse Direct entry - BRANCH There are three direct entry types of nurse, the general nurse (RGN), 8 the psychiatric nurse (RPN), 9 and the nurse for the mentally handicapped (RMHN). 10 Once registered in a Division 11 transfers are possible between the divisions 12 by taking an eighteen-month long post-registration course. year 2002 nurse education and training programmes will commence at degree level. Post-Basic / Post-registration Post-registration parts of the Register also include: Registered sick children s nurse. 13 Registered Midwife; 14 Registered Public Health nurses; and, 15 Registered nurse tutors. 16 There is a great deal of post-basic training available. Post Registration Specialist courses are post registration courses designed, developed and conducted with reference to a specific body of knowledge and experience in an area of nursing. Such courses must satisfy the criteria of An Bord Altranais in relation to specialist education courses. Approval is given by An Bord Altranais. The three types of branch nurse can take a further eighteen month long course to become a Registered Sick Children s nurse. This is a Diploma in Nursing course. 14 Midwives must first be registered as general nurses. 15 These nurses provide primary health care. Regulation of Nursing Title The title of nurse and midwife are protected by the Nursing Act 1985. 18 Section 49 of the Nurses Act 1985 also prohibits implying that you are on a different division of the Register. Field of Activity This is set out in general terms by the An Bord Altranais. The Board is currently conducting a comprehensive review of the Scope of Practice for Nursing and Midwifery. Publication is expected in the year 2000. In general the law does not directly regulate this area. The employer would be liable for mistakes made by a nurse within their employ who was doing work beyond his or her capacity. Registration Each nurse must be registered and pays an annual fee in order to practise as a registered nurse. 19 There are registration examinations to pass in order to become registered as a nurse. As moves away from the apprenticeship model (the last course was closed in 1998) this examination requirement will no longer be necessary as the Diploma itself will be sufficient. Training The traditional apprenticeship model of training is being replaced with a diploma based training, the last apprenticeship courses being closed in 1998. 20 The new courses are partly taught in University and colleges and partly in the Schools of Nursing. recommended that the pre-registration courses became degree level courses. 21 The details of Nurse training are set out in Schedules to the Nurse Rules 1988 as amended. 22 EC Law All the Irish direct entry nurses meet the nurse sectoral directive requirements though the mental handicap and psychiatric nurses are not formally named therein. Thus nurses entering the psychiatric and Mental Handicap divisions would use Directive 89/48/EEC. The Sick Children s Nurse is now a postregistration qualification in. However the direct entry route is still available for those entering the profession from outside using Directive 89/48/EEC. Access to post-registration titles is normally through first being placed on the main Register. Thus the Public Health Nurse must first be both a general nurse and a midwife. Thus the Public Health nurse would use the nurses sectoral directive and the midwives sectoral directive followed by an application of the equivalence rules of the EC Treaty. The Registered Nurse Tutor must first belong to one of the divisions of the Register (i.e. be an RGN, RPN or RMHN). Thus the migrant would use either the sectoral directive followed by an application of the EC Treaty rules or the general horizontal directive (89/48/EEC). 21 Id at para 5.19. 22 These are set out in Appendix 1.
