(1 of 5) Park Hill Surgery Center (PHSC) Job Description TITLE: Director of Nursing JOB SUMMARY Plans, organizes, and directs the essential administrative functions of the Facility. Coordinates and directs patient care according to regulations and accepted accreditation standards. Coordinates activities to accomplish the goals of the QAPI Program. Works with the Medical Staff to coordinate the functions of patient care services. Responsible for management of all aspects of the environment of care. RELATIONSHIPS Reports to: Governing Body Supervises: All facility nonphysician staff and ancillary personnel directly or indirectly QUALIFICATIONS Graduate of accredited school of nursing required Current state licensure required Perioperative nursing experience required Health care management experience, particularly in an ambulatory care facility, preferred Bachelor's degree in nursing preferred CPR/ACLS Certification required Two years nursing experience preferred Business management experience required Financial management experience required Human resources management experience preferred Public relations experience preferred MENTAL DEMANDS Require frequent and constant judgment, leadership and the ability to make decisions and solve problems immediately; occasionally in response to disasters or emergencies, actual events or drills. Require language skills for constant high-level written, interpersonal and effective telephone communications in American English. PHYSICAL DEMANDS Require high-level visual and auditory acuity for participating in patient care activities, for frequent use of computers and occasional use of other office equipment. Ability to move frequently throughout the facility, to sit for long periods, to perform desk, office and administrative activities. Ability to perform occasional overhead and low reaching and to exert force of up to 30 lbs. occasionally, up to 10 lbs. frequently and/or up to 5 lbs. constantly. Patient care activities may require the ability to exert force of up to 30 lbs. constantly, up to 40 lbs. occasionally and up to 100 lbs. rarely. OCCUPATIONAL EXPOSURE Category I exposure to bloodborne pathogens; frequent exposure to chemical hazards; may encounter radiation hazards.

(2 of 5) ESSENTIAL FUNCTIONS AND OBJECTIVES 1. Supports the philosophy, goals, and objectives of the Organization. 1.1. Supports and performs according to approved policies and procedures. 1.2. Participates as a team member in support of the total perioperative process. 1.3. Considers patient rights in performing duties and establishing Facility policies. 2. Contributes to the progress and development of the approved QAPI Program. 2.1. Supports risk management and participates in programs directed to patient and employee safety. 2.2. Supports efforts to achieve full staff development and to identify appropriate staffing patterns and problem resolutions. 2.3. Contributes to the QAPI process; identifies role and contributions upon supervisor's request. 2.4. Objectively evaluates suggestions, grievances, and processes to identify opportunities to improve performance and quality of care. 2.5. Interacts with Medical Director and supervisors to enhance communication and problem solving; coordinates activities to promote medical staff involvement in the QAPI Program. 2.6. Confirms that committee meetings are scheduled and that committee members are notified. 2.7. Monitors all patient care programs; reviews procedure and outcome standards and criteria. 2.8. Monitors the Facility's physical environment and initiates methods for maintaining safety, comfort, order, and cleanliness; reports physical environment status to the Governing Body. 2.9. Attends meetings or seminars to obtain information about current and proposed state and federal laws, state and federal rules and regulations, and professional standards. 2.10. Establishes procedures for accurate and timely submission of required reports. 2.11. Establishes procedures for review and revision of Facility policies and procedures by continually monitoring state and federal laws, state and federal rules and regulations, and professional standards. 2.12. Monitors all patient care programs and reviews both procedure and outcome standards and criteria. 2.13. Objectively evaluates suggestions, grievances, and processes to identify opportunities to improve performance and quality of care. 3. Communicates effectively with patients, visitors, physicians, and co-workers. 3.1. Interactions are respectful and courteous. 3.2. Communicates effectively and professionally, using a translator when necessary. 3.3. Documents that information received from the patient are disseminated to the appropriate people or departments. 3.4. Serves as a liaison between patients, families, nursing and medical staff for coordinating quality patient care. 4. Maintains and promotes professional competence through continuing education and other learning experiences. 4.1. Participates in committees, conferences, and QAPI activities.

Organizes and participates in orientation and staff development programs to meet identified learning needs; enforces attendance requirements at inservice programs and staff meetings. 4.8. Submits requests for staff training programs and retains documentation verifying attendance and completion of educational opportunities. 4.9. Organizes teaching programs in the facility for employees and physicians on topics of special interest pertinent to outpatient surgery. 4.10. Maintains required documentation verifying attendance and completion of educational opportunities. 5. Adheres to safety policies and procedures in performing job duties and responsibilities. 5.1. Reports observed or suspected violations, hazards, and noncompliance according to Facility policy. 5.2. Observes safety measures in performance of job duties and responsibilities; enforces compliance with safety policies and procedures. 5.3. Responds to emergency situations with competence and composure. 5.4. Implements procedures for safety, infection control, and Occupational Safety and Health Act (OSHA) requirements; schedules and monitors safety drills. 6. Interacts appropriately with various age groups. 6.1. Accurately assesses and interprets age-specific patient data. 6.2. Accurately interprets age-specific patient responses to questions and instructions. 6.3. Involves the patient's family/significant other in decision-making about the patient's care. 6.4. Provides care appropriate to the patient's age group. 6.5. Accurately applies knowledge of growth and development. 6.6. Considers age-specific patient requirements when responding to emergency situations. 7. Coordinates Facility business and financial activities according to the Organization's philosophy and communicates appropriate information to the Governing Body. 7.1. Promotes effective communication within the Facility, physicians' offices, and business office. 7.2. Monitors the business office to determine that activities are performed efficiently. 7.3 Plans capital and operating budget based on financial data collected during the fiscal year. 7.4. Conducts cost analyses; reports on cost-effectiveness of internal operations. 7.5. Assists with negotiations of contracts and maintains liaison with third-party payers. 7.6. Monitors operating costs to determine that cost containment procedures are enforced. 7.7. Evaluates cost containment procedures to determine that quality of care is maintained. 8. Applies the principles of health care and personnel management to enhance organizational functions.

(4 of 5) 8.1. Recommends short-, medium-, and long-range goals for the Organization to the Governing Body and recommends strategies for attaining approved goals. 8.2. Establishes an organizational chart to show the lines of authority and communication. 8.3. Maintains documented personnel policies according to applicable state and federal laws. 8.4. Implements approved personnel policies; hires and terminates nonphysician staff. 8.5. Maintains personnel files according to confidentiality, federal, and state requirements. 8.6. Verifies that OSHA requirements are met and documentation is current. 8.7. Develops, interprets, and implements policies, procedures, rules, regulations, recommended practices and programs to meet requirements of regulatory and accrediting agencies. 9. Applies basic management principles to supervision of the operating room. 9.1. Prepares staffing schedules, including coordination of vacations and holidays; reviews daily time and attendance sheets. 9.2. Coordinates scheduling of procedures with designated personnel. 9.3. Analyzes and evaluates the performance of the patient care staff and counsels as appropriate. 9.4. Chairs or participates on designated committees. 9.5. Monitors monthly operational activities, prepares reports, and maintains statistical data on organization management and operations. 9.6. Assists in formulating the Organization's budget. 9.7. Maintains and reviews current standards and regulations to recommend revisions in the policies and procedures to maintain currency with health care industry standards and regulations. 9.8. Submits reports on the Organization's requirements for fiscal, human, and material resources. 9.9. Promotes positive and effective working relationships among the health care team. 9.10. Interprets and implements established policies and procedures of the organization. 10. Applies accepted perioperative principles and practices to patient care activities in the Facility. 10.1. Makes daily staff assignments and delegates duties according to experience and skill level. 10.2. Coordinates patient care activities with medical staff and health care team members providing continuity of patient care. 10.3. Participates in primary care of patients as needed; makes rounds to verify that patient needs are met. 10.4. Assists facility staff in identifying and solving nursing care problems. 10.5. Oversees all nursing activities during emergencies to verify that patient needs are met. 10.6. Recommends revision in patient care policies and procedures as necessary to conform to peri-operative principles and practices; enforces the implementation of nursing practice standards to provide quality patient care. 11. Applies material management principles to establish procedures for use, cleaning, and maintenance of patient care equipment and supplies. 11.1. Promotes cost-effectiveness and implements procedures to control waste. 11.2. Supervises the care and cleaning of equipment to maintain proper working condition. 11.3. Identifies and evaluates need for items relative to trends and physician requests. 11.4. Reviews inventory for availability of supplies and equipment necessary for patient

Designs and organizes a safe, accessible, effective and efficient environment of care consistent with the mission and services of the Facility and pertinent laws and regulations. 12.1. Implements and manages safety and security plan. 12.2. Implements and manages OSHA hazardous communication plan. 12.3. Implements and manages emergency preparedness plan; determines that fire and disaster drills are conducted and documented in a timely manner. 12.4. Implements equipment and utilities management system. 13. Designs public relations programs and marketing strategies in cooperation with the Director of Marketing which are appropriate for the Facility. 13.1. Develops marketing, advertising, and public relations plans and implements approved plans to achieve identified goals. 13.2. Maintains current information on physicians and potential consumers. 13.3. Plans marketing functions to coordinate with managed care negotiations.
