NATIONAL TELEMEDICINE RESOURCE CENTRE - CONNECTED WITH HIGH SPEED FIBER NETWORK WITH SELECT APEX INSTITUTIONS AND MEDICAL COLLEGES IN THE REGION IDENTIFICATION OF REGIONAL TELEMEDICINE RESOURCE CENTER -NETWORKING EACH WITH MEDICAL COLLEGES IN THE REGION MPLS-VPN NETWORK BACKBONE TO PROVIDE BANDWIDTH 10 MBPS OR MORE TO START WITH & ULTIMATELY 1GBPS AT RRCS & MEDICAL COLLEGE TELEMEDICINE NODES EACH MEDICAL COLLEGE TELEMEDICINE NODE TO BE LINKED WITH DISTRICT HOSPITALS IN THEIR PERIMETER

ROAD MAP 2.. ONE LECTURE THEATRE OF EACH MEDICAL COLLEGE TO BE CONVERTED TO DIGITAL INTEGRATED LECTURE THEATER WITH NECESSARY INFRA STRUCTURE EACH RESOURCE CENTER ( NATIONAL / REGIONAL ) WILL HAVE FACILITY FOR MULTIMEDIA EDUCATION CONTENT DEVELOPMENT ALL THE MEDICAL EDUCATION KNOWLEDGE CONTENT WILL BE STORED IN THE CENTRAL REPOSITORY LOCATED AT THE DATA CENTER OF NRC WITH A BACKUP FACILITY AT DISASTER RECOVERY SITE

EXPECTED OUTCOME 1.. THE NETWORK WILL SUPPORT MULTIMEDIA DATA EXCHANGE, MULTI-POINT VIDEO CONFERENCE, BOTH IN INTERACTIVE AND VIDEO BROADCAST MODE CENTRAL REPOSITORY OF MEDICAL EDUCATION CONTENT WILL DO LIVE TRANSMISSION OF THE CONTENT ON DAY TO DAY BASIS

EXPECTED OUTCOME 2.. ENTIRE NETWORK WILL PROVIDE A PLATFORM FOR INTERACTIVE DISTANCE LEARNING AND ADAPTIVE ENVIRONMENT FOR MEDICAL STUDENTS, TEACHERS AND HEALTH CARE PROFESSIONALS IT WILL ALSO SUPPORT DIGITAL LIBRARY NETWORK ULTIMATELY VIRTUAL MEDICAL UNIVERSITY CAN BE ESTABLISHED AT NATIONAL LEVEL

EXPECTED OUTCOME 3.. MEDICAL COLLEGES WILL BE LINKED TO ALL DISTRICT HOSPITALS ONWARDS TO THE LEVEL OF PHC UNDER THE NATIONAL HEALTH MISSION TO BRIDGE THE GAP OF HEALTHCARE ACCESS TO THE RURAL POPULATION INTEGRATE WITH NATIONAL OPTIC FIBER NETWORK (NOFN) BACKBONE HIGH SPEED BANDWIDTH CONNECTIVITY PROMOTE M-HEALTH APPLICATIONS USING ALL KINDS OF MOBILE PLATFORMS

STATUS OF THE PROJECT.. FOUR COMMITTEES AT NATIONAL LEVEL CONSTITUTED TO WORK ON THE PROJECT : Steering Committee Working Group Standardization Group Operationalization Committee

STATUS OF THE PROJECT CONTD.. SGPGIMS, Lucknow has been identified as NRC ( as well as RRC to cover Eastern States ) Five more RRCs have also been identified : PGIMER, Chandigarh to cover Northern States AIIMS, New Delhi to cover Central States KEM Hospital & Med. Coll. Mumbai to cover Western States JIPMER, Puducherry to cover Southern States NEIGRIMS, Shillong to cover North Eastern States

STATUS OF THE PROJECT CONTD.. Fresh DPR prepared since the technical specifications of the equipment had become old Standardization Group approved the DPR Working Group approved the EFC prepared on the basis of DPR EFC Note is with IFD of MoHFW for approvals Identification of implementing agency through open bids system

Evaluation of existing infrastructure and activities in particular the use of NKN in Medical Colleges A National Workshop (March 2013) followed by Regional Workshops to be held for sensitization & awareness of NMCN Project with stake holders Steering Committee to reconstitute three committees, establish funds transfer and administrative hierarchy mechanisms for NRC and RRCs, approve more RRCs

STATUS OF THE PROJECT CONTD.. OFFICIAL COMMUNICATIONS ISSUED TO ALL STATE GOVTS. TO NOMINATE A STATE NODAL OFFICER FOR TM IN THE DEPT. OF MED. EDUCATION / HEALTH & FW ( 21 STATES/UTs HAVE NOMINATED STATE NODAL OFFICERS ) OFFICIAL COMMUNICATIONS ISSUED TO ALL STATE GOVTS. DG-HFW/ME ENSURING NOMINATION OF NODAL OFFICER FOR TM IN EACH GOVT. MEDICAL COLLEGE DIALOGUE WITH ALL GOVT. AGENCIES INVOLVED IN TM TO CONVERGE THE EFFORTS IN PROMOTING THE E-HEALTH DEPLOYMENTS AND ENSURING THEIR SUSTENANCE

LESSONS LEARNT FROM TELEMEDICINE IMPLEMENTATION IN SEA REGION LESSON 1: COLLABORATION, PARTICIPATION, & CAPACITY BUILDING ARE FUNDAMENTAL TO SUCCESS AND SUSTAINABILITY OF TELEMEDICINE LESSON 2: ORGANIZATIONS AND INDIVIDUALS ENGAGING IN TELEMEDICINE INITIATIVES NEED TO BE AWARE OF THE LOCAL CONTEXT, I.E. AVAILABLE RESOURCES, NEEDS, STRENGTHS, & WEAKNESSES LESSON 3: USE SIMPLE SOLUTIONS THAT MEET THE NEEDS OF CLINICAL CONTEXT OR COMMUNITY LESSON 4: EVALUATION IS VITAL FOR SCALABILITY, TRANSFERABILITY, AND CONTINUING QUALITY IMPROVEMENT OF TELEMEDICINE LESSON 5: SOCIAL BENEFITS OF TELEMEDICINE CONTRIBUTE TO THE HUMAN DEVELOPMENT, AND ARE IMPORTANT GOALS
