SPECIAL GOAN SECTION KONKANI/MARATHI FEATURE & NON FEATURE FILMS FOR IFFI 2016, REGULATIONS 1. SHORT TITLE These Regulations may be called the Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016. 2. DEFINITIONS In these Regulations, unless the context otherwise refers, (a) Board means the Central Board of Film Certification. (b) Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016 means the group of films selected in terms of the provisions given in these Regulations for participation in Special Goan Section in International Film Festivals 2016. (c) Producer includes an individual producer(s), a production company(s), that produces a film. (d) Right Holder means the owner of the negative who is authorized to order prints of cinematographic films on the laboratory for a particular film and copyright holder of the film (in case of digital films). 3. AIMS AND OBJECTIVES The aim of the Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016, organized by the Entertainment Society of Goa is to select feature and non-feature films of cinematic, thematic and aesthetic excellence in Special Goan Section, for the promotion of film art through the non-profit screening of these films in: 4. SECTIONS The Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016 will have the following sections:- (1) Feature films, and (2) Non-feature films 5. ELIGIBILITY CONDITIONS The following conditions must be fulfilled by all entries: 5.1 The film should be in only Konkani & Marathi Language for the Feature Film Category and in Konkani, Marathi, English and Hindi in the Non feature Film Category being produced by Goan producers only. 5.2 Films should have been certified by the Central Board of Film Certification between 1 st November 2015 to 30 th October 2016.
5.3 Films made in Konkani & Marathi, shot on 35 mm or in a wider gauge or digital format and certified by the Central Board of Film Certification for release on a film format or digital format, and as a feature film are eligible for the Feature Film Section. 5.4 Films made in Konkani, Marathi, English and Hindi, shot on a wider gauge or digital format and certified by the Central Board of Film Certification for release on a film format or digital and as a Documentary/News reel/non-fiction/short Fiction are eligible for the Non-Feature Film Section. 5.5 The question whether a film is a feature film or non-feature film will be decided on the basis of such categorization as mentioned in the Censor Certificate submitted by the entrant. 5.6 ALL FILMS MUST CARRY ENGLISH SUBTITLES. 5.7 The Feature Film should be more than 70 minutes and Non Feature Film should be more than 10 mins and less than 70 mins. 5.8 A maximum of One entry would be allowed from Individuals, producers, Production Units, companies. 5.9 Disqualification: (a) (b) (c) (d) In case of programmes originally made for television, entries sent in telecast format with commercial breaks, advertisements, channel logos/ids etc. Entries with captions such as preview copy, organizational logos etc. However, if the screening copy bears the captions, it should be so faint as not to disturb the viewing experience. Dubbed or revised versions. Films NOT subtitled in English. (Filmmakers may please ensure that subtitles are clear and readable. Subtitles should not merge with visuals/background. It would help jury understand the right context and help evaluate the film better. All spoken words should be sub-titled). Entries r e c e i v e d in s u b -standard q u a l i t y of D C P /Bluray/DVD. An applicant would be disqualified automatically for consideration of (e) (f) his/her entry if it is Found that he /she is influencing any member of the jury in and the decision of Secretary, Ministry of Information and Broadcasting in this regard would be final and binding. 6. PROCEDURE FOR ENTERING FILMS 6.1 6.2 The producer(s) and /or right holder (s) may apply on the prescribed entry form and a copy of the certificate issued by Central Board of Film Certification. The online form and regulations of Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016 are available on the following websites: www.iffigoa.org and www.esg.co.in Each entry form shall be accompanied by the material detailed below (soft copy of the same to be sent to info@iffigoa.org
(a) Acceptable formats for feature films and Non Feature Films are of DCP/Bluray /DVD. The film submitted for selection should invariably display the censor certificate. (b) Synopsis (precise and not exceeding fifty words) of the film, Director & Producer s profile, Director s note in English and details of cast and crew (Soft copy of the same to be emailed to info@iffigoa.org). Also, the following should be sent to info@iffigoa.org 1. Film Stills (5-10 nos ) (200-300 dpi). 2. Director s working stills (2-4 nos) (200-300 dpi). 3. Producer s stills or Logo (200-300 dpi). 4. Posters. (c) An affidavit shall be furnished by the applicant on a stamp paper of the value of Rs 50/- duly verified, declaring that the information furnished in the entry form and other forms submitted is true to the best of his/her knowledge, that the 35mm Print/ DCP/Bluray / DVD of the Non-Feature Film being submitted as required under clause 7.2 (a), is the certified version and that the applicant has not made any change whatsoever after certification by the Central Board of Film Certification. (d) In case the film is finally selected by the Jury, the following should be submitted immediately. 1. DCP/Bluray, DVD. 2. Three 3x2 posters of the film. 6.3 Entries must be sent along with a non-refundable fee of Rs. 5,000/- for Feature films and Rs. 2,000/- for Non-Feature films. The fee should be remitted through a crossed Demand Draft in favour of the The Entertainment Society of Goa. 6.4 The last date for receipt of applications along-with supporting materials is 15 th November 2016. ENTRIES OF FILMS MUST CARRY ENGLISH SUBTITLES. Please label the cover of the DCP/Bluray DVD with the following details:
1. Title of the film 2. The full name of the Director 3. The full name of the Producer 4. Duration of the film 5. Aspect Ratio of the film 6. Original language of the film 7. Date of Censor Certification 6.7 In case any of the requirements mentioned in this part of the Regulations are not complied with by the applicant, the entry is liable to be rejected summarily. 7. SELECTION OF Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016 7.1 The Selection Committee will comprise of a 3 Member Jury. 7.2 A person will be ineligible to serve on a Jury ONLY if his own film is an entry. In the event of his / her close relative being associated with the particular film, the Jury member shall recuse himself/herself from the preview of the film. 7.3 The decision of the juries shall be final and binding and no appeal or correspondence regarding their decision shall be entertained. 8. RETURN OF DCP/Bluray / DVD of films selected and not selected will be returned to the producers shortly after Film Festival to the producer or his appointed representative who will have to collect it from the Entertainment Society of Goa office. 8. Producers will not be entitled for any financial assistance as per the Film Finance Scheme for the screening of the film in this Special Goan Section Konkani/Marathi Feature & Non Feature Films for IFFI 2016. 9. ARBITRATION Should any dispute or difference arises between the Producer and the Directorate, the same shall be referred to the Secretary, Ministry of Information and Broadcasting, Government of India, whose decision in the matter shall be final and binding on both the parties. The Arbitration Clause will not apply on the decision of Juries, which will be final and binding on both the Directorate of Film Festivals and the applicant for Indian Panorama.
Note: every entry to be enclosed with the following affidavit a ON 50/- STAMP PAPER AND NOTARIZED AFFIDAVIT I, Shri/Smt/Ms d/o, s/o age Married / Unmarried/Widow residing at occupation and having office at Mobile No Tel. No. as a Proprietor/Managing Partner or of production company do hereby state as under:- 1. I/We have produced a film under production company 2. I/We have produced a film bearing censor certificate no. 3. I/We state that 50% of the shooting is in different locations in Goa and it covers 50% of screen time. 4. I/We state that the film is a original work and not copy/dubbed or redubbed of any film/literary work. 5. I/We state that the work is original and does not violet the provision of Indian copyright act in any manner. 6. I/We state that the censor certificate is issued by central board of film certification Government of India. 7. I/We state that I have gone through the Rules and Regulations of the Goan Film Financial Scheme 2016 and I/We agree with all the Terms and Conditions. 8.
