ANNOUNCEMENT Synchronized Skating Junior World Challenge Cup 2014 March 6 8, 2014 Neuchâtel, Switzerland Sanctioned by the: INTERNATIONAL SKATING UNION Organized by: SWISS ICE SKATING and CLUB DES PATINEURS DE NEUCHÂTEL-SPORTS

1. GENERAL REGULATIONS The ISU Synchronized Skating Junior World Challenge Cup 2014 is an Event of the International Skating Union as per Rule 100, paragraph 3.b) and will be conducted according to the ISU Constitution and General Regulations 2012, the ISU Special Regulations and Technical Rules Synchronized Skating 2012 as well as all pertinent ISU Communications. Participation in the ISU Synchronized Skating Junior World Challenge Cup 2014 is open to all teams that belong to an ISU Member, Rule 130, paragraph 7) and qualify with regard to eligibility according to Rule 102, provided the ages fall within the limits specified in Rule 108, paragraph 3b) and they meet the participation, citizenship and residency requirements according to Rule 109, paragraphs 1 and 2d). Each participating team must consist of sixteen (16) skaters and may have up to a maximum of four (4) alternates listed on the Team Entry Form (Rule 701, paragraph 3b) and 3d). 2. TECHNICAL DATA The ISU Synchronized Skating Junior World Challenge Cup 2014 will take place at Patinoires du Littoral, 4, Quai R. Comtesse, CH - 2000 Neuchâtel with the ice surface for Competition rink of 30 m x 60 m (heated, 4 000 spectators) and Practice Ice Rink of 30 m x 60 m (not heated) in the same complex. SHORT PROGRAM Duration: 2 minutes and 50 seconds, but may be less, Rule 904, paragraph 1. a). The required elements to be skated are listed in Rule 905, paragraphs 1, 2 and 3, and ISU Communication no.1786 appendix A FREE SKATING Duration: 4 minutes,+/- 10 seconds Composition in accordance with Rule 911, paragraph 3, Rule 905, paragraph 3 and ISU Communication no.1786 appendix A The Draw for the starting order Short Program will follow Rule 969, paragraph 2. The Draw for the starting order Free Skating will follow Rule 969, paragraph 3. According to the result after the Short Program, the teams will be divided into two (2) groups with the teams placed in Short Program among the first sixteen (16) teams being drawn in the second part for Free Skating (called group A skating later ) and teams placed in the second half of the Short Program (starting with the teams placed as seventeen (17) being drawn in the first part for Free Skating (called Group B skating earlier ). The draw for Free Skating will be according to placements of the Short Program for Group A and B separately. In case of a tie on the 16 th place, Rule 969, paragraph 3 c) applies. 2

3. ENTRIES 3.1. Entries of Teams In accordance with Rule 926, paragraph 1a), each ISU Member may enter one (1) Team and according to Rule 926, paragraph 1 c), the top five (5) placed ISU Members in the previous ISU World Junior SyS Championships 2013 may enter two (2) Teams (FIN, CAN, USA, RUS and SWE) for the ISU Synchronized Skating Junior World Challenge Cup 2014. In accordance with Rule 768, paragraph 1 and 6, ISU Members must enter teams and their substitutes by name on the official entry forms. Receipt of Entries will be confirmed immediately in writing by the Organizer to the Member (Rule 115 paragraph 5). Name changes of skaters, including alternates, may be finally announced at the time of registration (Rule 768, paragraph 6). Preliminary entries (by number) must reach the and the no later than October 1 st, 2013. 3.2 Entries of the Official Team Delegations The names of the Team Leaders, Team Managers, Coaches, the Official Team Service Personnel, and Team Medical Personnel must be listed on Entry Form C02 (Entry Form for Teams). Accreditation will be provided to those who are officially accepted by the. Please be advised that accreditation will be given to: Official Team Delegations composed of Skaters Team Leaders (one per country) Team Managers (1 per Team) Official Coaches (2 per Team) Team Service Personnel (2 per Team) Team Medical Personnel (1 per Team OC might request a document upon accreditation) Federation / Association Representatives (2 per country including the president). 3

The names of all requested Team Members must be listed on the official Entry Form Composition of Delegation. All forms must also be returned by February 13th, 2014. Each Team must submit to the together with the entry forms the Program Content Sheet. It is not permitted to hand over the Program Content Sheets directly to the acting Officials. Each Member, may enter one (1) substitute Team in the case of one (1) entry and two (2) substitute Teams in the case of two (2) entries. The substitute Team may compete only if its Member has withdrawn the name of its Team entered for the competition two (2) weeks before the first draw. For post entries see ISU Rule 115, paragraph 6). 4. EVENT OFFICIALS In accordance with Rule 720 paragraph 2), for the ISU Synchronized Skating Junior World Challenge Cup, the Referee and the panel of Judges shall consist only of Referees and Judges on the current list of Referees and Judges for Synchronized Skating with the qualification ISU. All must be designated ISU. 4.1. Appointment of Referees, Technical Controllers, Technical Specialists The Referee, the Technical Controller and the Technical Specialists for the ISU Synchronized Skating Junior World Challenge Cup, as well as the Data- and Replay Operator will be appointed according to Rule 129 paragraph 4 of the General Regulations (Appointed by the ISU President based on a proposal from the ISU Vice President, prepared in consultation with the Sport Directorate and the SySTC). 4.2. Nomination of Judges The modified Rule 972 paragraph 2a), 2b) and 3 a) for Judges Draws for the ISU World Junior Synchronized Skating Championships will apply for the ISU Synchronized Skating Junior World Challenge Cup 2014: Each ISU Member may enter a Judge by number (not by name) in the discipline in which the Judges of this Member are qualified to judge and in which they have participated with at least one (1) Team in the preceding year (ISU World Junior Synchronized Skating Championships 2013) who has finished at least one segment of the competition. The draw procedure of the panels of Judges will take place together with the draw for all ISU Championships between October 1 st and November 15 th. Nine (9) Judges will be drawn. There will be an additional draw for four (4) substitute judges who will stand-by at home and will be called on site if there is a cancellation of any of the nine (9) drawn judges. The benchmark is seven (7) days prior to the event. Each participating ISU Member in the ISU Synchronized Skating Junior World Challenge Cup 2014 may nominate one (1) Judge with the qualification «ISU Judge», if so drawn as to Rule 972, paragraph 3. a). 4

Event Officials Meetings The Referee and Technical Controller Meeting will be held on Thursday, March 6 th, 2014 at 16h30. The first Judges' Meeting will be held on Thursday, March 6 th, 2014 at 17h15. The Judges' Round Table Discussion will be held in the official Hotel, on Sunday, March 9 th, 2014 at 08h00. 5. MEALS, LODGING AND TRAVEL EXPENSES FOR OFFICIALS The will provide and cover the expenses for rooms and meals for the Technical Controller and Technical Specialists, Referee, Judges and Data/Replay Operators beginning with dinner on Wednesday, March 5 th, 2014 and ending with breakfast on Sunday, March 9 th 2014. Officials who can prove to miss the possibility to return home on Sunday, March 9 th, 2014 by reason of the participation of the Round Table Discussion, will be covered for one more day until Monday, March 10 th, breakfast. All extra expenses incurred by any Official will be the responsibility of that person. Should any Official arrive at the hotel before or stay after the period described above, their room costs and expenses will be their responsibility and must be paid upon arrival. The will provide or pay the travel expenses of the Referee, the Technical Controller, Technical Specialists and Data and Replay Operators appointed to serve. For all travel expenses of appointed Officials for the JWCC 2014 only APEX (Advance Purchase Excursion) airfare economy rates will be reimbursed, subject to the submission of original ticket receipts. Travel expenses of the Judges are borne by their respective ISU Member or themselves. The will provide local transportation in Neuchâtel that is from the Neuchâtel train station to the hotel and to the Competition Ice Rink and back for all Officials. All other expenses will be the responsibility of each individual Official. Please let the Organizing Committee know in advance what time you will need to be picked up at Neuchâtel train station. Please note: Travel, accommodation and meal expenses for wives, husbands, relatives etc. are not covered by the. 5

6. ENTRY FEE An entry fee of CHF 800.00 per team is required. Payment can be made at the time of the Preliminary Entry (October 1 st, 2013). In any case, payment must be made no later than the Final Entry deadline on February 13 th, 2014. Payment must be made by bank transfer in CHF. Commission and/or fees for bank transactions have to be paid directly to the bank in addition to the entry fee at the time of bank transfer. The must receive the net amount of CHF 800.00 per team. MEALS FOR TEAMS Please contact the if you would like to reserve your meals during the competition (maximum 2 min. from the Ice rink). 10. ARRIVAL OF OFFICIALS All the Referees, Judges, Members of the Official Team Delegation taking part in the in the ISU Synchronized Skating Junior World Challenge Cup 2014 are requested to submit to the as soon as possible, but no later than January 20 th, 2014, the form with details of their trip. Please include arrival airport, time of arrival, name of the airline, flight numbers & anticipated time of arrival at Neuchâtel train station as well as departure details with the names of the airline company, flight numbers, dates and time of departure from Neuchâtel. Direct Trains to Neuchâtel leave every hour at XXh43 minutes from Zurich Airport (approx. journey time: 1h50) and every hour at XXh05 minutes from Geneva Airport (approx. journey time: 1h17). 11. REGISTRATION, ACCREDITATION Registration and accreditation for Team Delegations, Media and Official guests will take place at the Welcome Desk at the Competition Ice Rink on: Wednesday March 5 th, 2014 from 10h00 to 18h00 Thursday March 6 th, 2014 from 09h00 to 18h30 For special requests contact the organizer The Team Leaders/Managers are requested to bring copies of passports of all the skaters (a Team-folder, sorted by alphabetical order) and present all the passports at the time of registration. These will be checked before the beginning oft he competition. 12. TRANSPORTATION FOR TEAMS It is the responsibility of all participating Teams to organize their Transportation from the Airport to Neuchâtel and back as well as from the Hotel to the Skating Rink and back at their own cost. Transportation booking can be made directly through the official transport company (see website jwcc2014.com) For further information regarding transport in Neuchâtel please contact: direction@jwcc2014.com 13. OFFICIAL PRACTICE ICE Official Practice for Teams will begin on Thursday March 6 th, 2014 between 07:00 h and 19:00 h (Two sessions of 20 min). The detailed schedule will be issued at the time of registration. Rule 766 paragraph 5 must be observed. Each Team will be allowed a ten (10) minute period of Official Practice ice before the Short Program event and a twelve (12) minute period before the Free Skating event. 14. EXTRA PRACTICE ICE Extra practice ice can be booked - Wednesday March 5 th, 2014, 11h00 18h00 Price for Extra Practice is CHF 75.00 per 15 minutes. For requests please use Form D 01. 7

15. DRAW The Official Draw Ceremony will be held on Thursday, March 6 th, 2014 at 19h00 (Venue to be announced). The draw for the starting order for the Free Skating will take place immediately after the conclusion of the Short Program (Espace Facchinetti, La Maladière Stadium). Only the Team Captain, Vice Captain, Coaches and Team Managers are invited to attend the Draw at Espace Facchinetti. 16. MUSIC All Teams shall furnish competition music of excellent quality on either MP3 or CD format. The disks must show the exact running time of the music (not skating time), which shall be certified by the Team and by the Coach, when submitted at the time of registration. Each program (Short/Free) must be recorded on one track and on a separate disk. Teams must provide a back-up drive for each program (see Rule 724, paragraph 1). The titles, composers and orchestras of the music to be used for the Short and Free Skating programs must be listed for each team on the official Music Information Form and attached to the official Entry Forms as per Rule 768, paragraph 7). In accordance with Rule 724, paragraph 1, all disks must: be properly inserted in their original container be clearly identified with the name of the team indicate the type of program (Short Program/Free Skating) show the exact running time of the music (not skating time) The volume level of the music as determined by the ISU Medical Advisor in either the practice or competition rinks must not exceed 85 90 db Sound Pressure Level in any part of the arena. 17. MEDALS Medals will be presented to the three best placed Teams at the ISU Synchronized Skating Junior World Challenge Cup 2014. 18. NATIONAL ANTHEM The asks all Members to bring a copy of their National Anthem on CD. 19. LIABILITY In accordance with Rule 119, it is the sole responsibility of each member participating in the ISU Synchronized Skating Junior World Challenge Cup 2014 to provide medical and accident insurance for the athletes, Officials and all other members of the Member s Team(s). Such insurance must provide full medical coverage and also the return journey to the home country by air transport or by other expeditious means of the ill or injured person. The ISU, Swiss Ice Skating and the assume no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the event by Competitors and Officials. 8

The Organizer will not provide participant insurance coverage for the event. The Organizer will provide emergency medical services for all Competitors during the competition and official practice times at the Competition Rink. The distance to the local hospital is approximately a 5 minute drive from the Competition Ice Rink. 20.
