GENERAL SITES FOR INTERNATIONAL SCHOLARSHIPS & LOANS Council for International Exchange of Scholars (CIES) In addition to providing research grants to U.S. faculty & scholars, Fulbright runs scholarship programs for international students in over 140 countries, for any field of graduate study.
