Victoria - VEETS The VEET scheme is a Victorian Government initiative promoted as the Energy Saver Incentive. It commenced on 1 January 2009 and is administered by the Essential Services Commission (ESC). The scheme was established under the Victorian Energy Efficiency Target Act 2007 and is administered in accordance with the Victorian Energy Efficiency Target Regulations 2008. The VEET scheme is designed to make energy efficiency improvements more affordable, contribute to the reduction of greenhouse gases, and encourage investment, employment and innovation in industries that supply energy efficiency goods and services. Under the scheme, accredited businesses can offer discounts and special offers on selected energy saving products and appliances installed at homes, businesses or other non-residential premises. The bigger the greenhouse gas reduction, the bigger the potential saving. Schedule 34 Lighting upgrade describes the requirements of the prescribed activity of either: Decommissioning existing lighting equipment and installing more energy efficient lighting equipment 1 or Removing no more than half the lamps from a multiple lamp fitting, decommissioning the associated ballast (if any) and decommissioning the associated tombstone or terminal (if any). Schedule 34 Lighting upgrade can be undertaken at the following locations: In a building that is classified under the 2008 edition of the Building Code as Class 3, or in the common areas of a building that is classified as Class 2; and in a building that is classified under the 2008 edition of the Building Code as Class 5, 6, 7, 8, 9 and 10(b). This means that lighting upgrades are eligible to create Victorian energy efficiency certificates (VEECs) under Schedule 34 when conducted at some residential premises such as hotels and the residential areas of healthcare buildings. Lighting upgrades undertaken at commercial premises like offices, restaurants, service stations, health care buildings and car parks are also eligible under Schedule 34. Lighting upgrades are not currently eligible to create VEECs if undertaken at public parks, private garages or if undertaken on traffic lights or street lighting. Its main objective is to assist households and businesses to reduce electricity consumption and electricity costs. Businesses that save energy by installing, improving or replacing energy savings equipment can gain financial incentives by participating in the scheme. Financial incentives for saving energy When businesses invest in reducing their energy use, energy savings certificates are created by the voluntary scheme participants that have helped to implement those energy savings activities. Electricity retailers, who are mandatory scheme participants, then buy the energy savings certificates to meet their own legislated targets, as required by law. Energy savings certificates are the currency of the scheme. The Energy Savings Scheme is not a rebate scheme. Eligible energy saving activities There are two main options for including lighting projects within the Energy Savings Scheme: 1. Commercial lighting, for lighting retrofits in commercial or industrial facilities 2. Halogen lighting replacements, for the replacement of 50W halogen downlights. Commercial lighting Energy savings from commercial lighting activities are calculated using the Commercial Lighting Energy Savings Formula (clause 9.4 of the ESS Rule). Using this approach, energy savings can be claimed by Accredited Certificate Providers for a wide range of lighting retrofits. This includes everything from the replacement of lights in a car park, to the complete refurbishment of industrial facilities. The basis of the approach is that evidence is collected to show the lighting configuration before and after an upgrade has taken place, and testing is carried out to ensure that the final lighting configuration meets relevant lighting standards to ensure output and service levels are maintained. Halogen lighting replacements Energy savings from halogen lighting replacement activities are calculated using the Default Savings Factors method (clause 9.3 of the ESS Rule). This approach is specifically tailored to the replacement of 50-watt (50W) Halogen Extra Low Voltage (ELV) lamps. Using this approach, simple activities can be conducted involving the direct swap of 50W lamps for 35W lamps within the same fitting, or more complex retrofits can be undertaken involving the replacement of the whole 50W lamp fitting. In order to ensure lighting levels are maintained, the lighting characteristics of each type of replacement lamp must meet a light output test.
