NATIONAL SOCIAL ECONOMY MEETINGS (OSES) 2012 11th -12th October, Cracow This year s National Social Economy Meetings (OSES) will take place in Cracow from 11 till 12 October 2012. It is already 6th edition of the main Polish annual conference for people and institutions working in the social economy sector in Poland and abroad. They are devoted to discussing present issues concerning social economy institutions as well as future perspectives of the sector. OSES also offers great networking opportunities. This year s OSES is a part of the United Nations International Year of Cooperatives. Therefore, its leading topic will be the role of cooperatives in social economy. Nevertheless, focus is also going to be put on many other pertinent issues relating to the condition of the sector. One of the aims will be to discuss a new proposal for a National Program for Social Economy Development in Poland, European Commission s plans to support the growth of social enterprises in Europe within the forthcoming EU financial framework and the promotion of social clauses in public procurement procedures. How to make use of loan instruments and structural funds lessons from European countries. Objective: presentation of exemplary solutions and discussion on new possibilities for financing of social enterprises within the forthcoming EU financial framework. The session will consist of two parts. First will begin with the presentation of the plans of the European Commission for the financial support opportunities dedicated to social enterprises from 2014 onwards. Subsequently, our guests experts from France, Belgium and Great Britain will talk about international experiences in using financial mechanisms and resources available from European social cohesion policy (e.g. European Regional Development Fund) for the purpose of supporting social enterprises.
Representative of the Polish Ministry of Regional Development, who will also take part in this session, will elaborate on the possibilities of implementing similar measures in Poland. As the principles of the forthcoming operational programmes for Poland (2014-2020) will be already announced by the date of the event, it will be a great opportunity to present and discuss the plans of the Polish government for the new EU programme period. During the second part all the participants will be invited to an open discussion on the potentials and limitations of the solutions presented by our panelists. This session will gather representatives of public administration at the national and local level, financial institutions, experts, ngo activists and social entrepreneurs. Chances and limitations. Objective: to share knowledge and good practices in facilitating the access of social enterprises to public procurement. The workshop will open with a presentation on different procedures in public procurement law, legal conditions and instruments, such as social clauses, fostering access of social enterprises to public procurement. Then representatives of social enterprise and local government will share their experience on commissioning and acquisition of public procurement contracts by social enterprises. As the European Union is setting the objectives of responsible public procurement, during the workshop, we would like to present European Commission's proposal for a new directive on public procurement and discuss its potential impact on the development of social enterprises. During the second part of the workshop participants and experts will have an opportunity to work together on the recommendations for facilitating the access of social entrepreneurship to the public procurement, which will be later disseminated among local government authorities and social enterprises in Poland. Furthermore as one of advocacy initiative IPA will prepare a policy paper containing recommendations, which will be send to the Ministry of Labour and Social Policy and to the Public Procurement Office.
