Locate Request Types Normal Locate Request A Normal Locate Request is the most common request made and requires 48 hours* notice (excluding weekends and holidays). 86% of tickets in 2011 *48 hours = two business days, 8A 4P, excluding weekends and JULIE holidays. Locate Request Types Emergency Request This request is defined as a locate request for any condition constituting an imminent danger to life, health, or property, or a utility service outage and which requires repair or action before the expiration of 48 hours, such as: To prevent a condition that poses a clear and imminent danger. Repair a utility service outage. To prevent significant property or environmental danger. Reinstallation of traffic control devices. 7% of tickets in 2011 8
Locate Request Types No-show Request A notice sent to the owners or operators of the underground utility facilities notified in the prior locate request that either failed to mark their facilities or to communicate their noninvolvement with the excavation prior to the requested dig start date and time. 1% of tickets in 2011 Locate Request Types Incomplete Request A notice initiated by an excavator through the State-Wide One-Call Notice System to the owners or operators of underground utility facilities notified in a prior locate request that such facility owners or operators, as identified by the person excavating, did not completely mark the entire extent or the entire segment of the proposed excavation, as identified by the excavator in the prior notice. 1% of tickets in 2011 9
Locate Request Types Re-mark Request A notice sent to the owners or operators of the underground utility facilities notified in the initial locate request. This notice asks them to re-mark all or part of the initial work area, because markings are becoming or have become indistinguishable due to weather, fading, construction activity or vandalism. oonly the effected area shall be requested. 0.6% of tickets in 2011 Locate Request Types Joint Meet Request A Joint Meet Request is a meeting to openly discuss a large or complicated project and to exchange information such as maps, plans or schedules. It is NOTa locating session. This is a 96-hour process. Excavation should be laid out using a segmented work schedule. Usually held at or near the dig site. 0.5% of tickets in 2011 10
Notification Types Design Stage Request The Design Stage Request is beneficial for architects, engineers and others who are in the design or planning stage of a project and excavation is not intended in the immediate future. After the request has been processed, a list of affected member engineering contacts will be sent via fax. Member facility owners are requestedto respond within 10 working days. 0.2% of tickets in 2011 Notification Types Damage Notification In the event of any damage to or dislocation of an underground utility facility, whether emergency or nonemergency, the person responsible for the excavation shall: Cease excavation in the area of the damage and call 911 if necessary. Notify the affected utility and JULIE, Inc. Do NOTattempt to repair, clamp or constrict the damaged utility. NOT a locate request. 0.7% of tickets in 2011 11

Safe Digging Is A Shared Responsibility! Shared Responsibility Between: Excavators Illinois One-Call Center Facility Owners and Operators Prior to Excavation Inspect and Pre-mark jobsite. Provide notice to JULIE. o Know exact location of dig site (actual vs. mailing). o Give extent (within reasonable limits). o List type of work to be done. o Proposed start date and time. o Confirm all information given. 13
Explanation of Dig Number The JULIE Process Take proposed excavation information provided by excavator. Request a good site contact name and number. Use JULIE database to determine member facility owners to be notified. Confirm all information given. Provide Dig Number: o Retain as proof of request. Facility Owner Response Review locate request to determine appropriate response. If marking at site, use appropriate color paint and/or flags. Indicate if no facilities are present: o Mark at site on ground o Via phone, fax or email Respond within the required time frame. Note: Excavators who waive the all-clear may NOT be notified of no conflicts. 14
Excavator Responsibility Prior to Excavation Wait the required amount of time. Visit excavation site to verify all utilities have been marked. Walk dig site before calling in a no show or incomplete. Dig With Care Respect the marks. Hand dig within the Tolerance Zone. Support exposed facilities. Backfill cautiously. Note: Text does not extend the Tolerance Zone 15
Additional Facility Owner Policies Certain companies have additional damage prevention policies in place for excavations near critical infrastructure. You may be contacted for additional information by one or more facility owner. o Respond so determination can be made if they need to monitor your excavation. o Facility owner must still locate and mark dig site within time frame required by law. Working with these facility owners is FOR YOUR BENEFIT. Locator may contact excavator for additional information or questions. If Damage Occurs If emergency exists, call 911: o Escape of any flammable, toxic or corrosive gas or liquid. Contact JULIE: o Required by state law. Call effected facility owners. 16

Pipeline Safety - Markers Purpose and Location Warning of nearby underground lines. May be placed at road crossings, property lines, fence lines and in fields. Line of sight when practical. Penalties for Abuse It is a violation of Federal Law to deface, obstruct or remove markers without permission from the pipeline company-- penalties can be up to $5,000, one year jail time, or both. Wear suitable high-visibility garments for exposure to vehicle traffic. Ensure ladders extend 3 feet out of the excavation and is available within 25 feet. OSHA Excavation Safety Select Cave-in Control A competent person must classify each soil type: o Visual test type o Manual test type If the excavation is deeper than 5 feet, but less than 20 feet deep, and cave-in protection was not designed by a professional engineer, then the employer must meet the requirements for the control selected. Shielding (trench box) able to support forces from area. Shoring system (hydraulic, timber, screw jack, etc.). Proper sloping/benching. The company in the photo is not using the trench box correctly!
