PRISM Performance and Registration Information Systems Management IRP Annual Meeting Conference 2015 Savannah Georgia, May 18 th 21 st Monique Riddick, PRISM Program Technical Manager Federal Motor Carrier Safety Administration Enforcement Division (FMCSA MC ECE) 1
What is PRISM? Cooperative Federal/State Program Links safety fitness to state vehicle registrations Funding for nationwide implementation began in 1998 PRISM program run by FMCSA over 17 years Currently 46 PRISM Jurisdictions in different phases of implementation Implementation progress tracked in a PRISM Status Map 2
PRISM Stakeholders FMCSA issues Federal OOS orders to unsafe motor carriers IRP denies and suspends registrations to OOS carriers PRISM provides Target File of OOS Carriers and Vehicles Law Enforcement identifies vehicles operating while under a Federal Out of Service Order and takes action
IRP and PRISM IRP is the backbone of the PRISM program 15 PRISM Registration Requirements Bringing safety down to the Vehicle level Establishes link between Motor Carrier Responsible for Safety and every commercial vehicle registered in IRP 4

PRISM Implementation Reviews Why do PRISM States have a review? PRISM Implementation Reviews help both FMCSA and State partners to track progress of State s accomplishments 15 IRP Registration requirements 6 Law Enforcement requirements discussed in detail with State partners Recommendations are provided to States in a final report 10
PRISM Implementation Reviews Alabama Colorado (On Site) Idaho Maine North Dakota New Jersey New Mexico Rhode Island (On Site) FY 2014 PRISM reviews (8 total) 11
PRISM Implementation Reviews 3 completed Ohio Minnesota Missouri 4 upcoming Texas (April) Vermont (June On Site) Kansas (June) Oklahoma (4 th quarter / On Site) FY 2015 PRISM reviews (7 total) 12
Common Findings from FY 2014 Reviews States reviewed in general are satisfying all of the PRISM IRP Registration requirements All States reviewed in FY 2014 are successfully denying Out of Service carriers from obtaining IRP registrations Most States (87%) reviewed in FY 2014 are suspending vehicle registrations of all OOS carriers 13
Common Findings from FY 2014 Reviews Some States are not consistently reporting quarterly to FMCSA for the total number of registration denials and suspensions Most States are applying the IRP Status Code 950 for vehicles that have been suspended due to Federal OOS All PRISM States demonstrate strong communications between the IRP Office, State Law Enforcement agencies and the local FMCSA Division office 14
Common Findings from FY 2014 Reviews Recommendations from a PRISM Review are used by States to create an action plan and correct any issues Example 1: In some IRP systems, the error message for an OOS carrier simply reads as Out of Service Recommendation: Add more descriptive text to PRISM error messages to include Federal Out of Service reason Example 2: In some IRP systems, the 950 Status codes were only being updated during a monthly baseline Recommendation: Add programming to ensure that the IRP Status Codes are updated on a nightly basis 15
FMCSA Problem: Reincarnated Carriers What is a Reincarnated/Affiliated carrier? A.K.A Chameleon Carriers Carriers that attempt to evade FMCSA OOS sanctions by obtaining a new USDOT Number and re registering vehicles 16
FMCSA Problem: Reincarnated Carriers How does PRISM and IRP help identify? PRISM States at Step 8 GOLD have authority to deny registration to reincarnated carriers Prior to registration, IRP Offices perform a VIN Check against the PRISM Target File Has this vehicle been previously registered to an OOS carrier? IRP Office administrators compare the new USDOT Number to the old USDOT Number and look for similarities 17
Communications between IRP, FMCSA, and PRISM After the 2 USDOT Numbers are compared, the IRP Administrator will do one of the following: Override the VIN error Valid Transfer No Affiliations Provide registration to new carrier Email is sent to PRISM to remove VIN from Target File Suspected Reincarnation IRP can confirm with FMCSA Division Deny new registration 18
Communications between IRP, FMCSA, and PRISM Emails sent from IRP are analyzed by PRISM support PRISM notifies FMCSA Division office and the IRP Office of any suspected reincarnated carriers Example Data 19
Communications between IRP, FMCSA, and PRISM A monthly report of any suspected reincarnated carriers is generated by PRISM and sent to the FMCSA Division offices FMCSA Division may assign Safety Investigator to a case number to look into the two companies as possible reincarnate 20
