Statement of Purpose The primary purpose of Emergency Preparedness is to limit the risk of death or personal injury to guests and employees and to minimize physical or structural damage to the facility. The policies and procedures outlined within this plan are to serve as a guideline for all staff, guests, and exhibitors to follow during an Emergency situation. The plan is designed to accomplish these functions with minimum confusion and maximum speed. Terrorist Threat A terrorist threat is a general threat against a person(s) or property primarily motivated by a desired political effect or specific outcome. Expect the unexpected at any time and any place. Types of Terrorist Acts: Bomb threat Acts of violence such as assassination Arson and fire bombings Extortion or threats of chemical or biological attacks Possible Targets: The building or facility itself VIPs as well as guests who may be in the area Management or staff members who may be in the area Events that have a social or political meaning Property belonging to a particular event What to look for: External appearance, e.g. heavy or long coat in the summer Suspicious behavior Suspicious equipment/vehicle Key activities suggesting possible terrorist surveillance Should a terrorist attack occur notify the Security Command Center who will notify the Building Emergency Coordinator or Security Director on Duty, Police Department, and Fire Department. If you notice any of the above activity, contact the Security Department at ext. 3000 or 213-765-4605. 3

Bomb Threat/ Suspicious Object Step 1 Immediately notify LACC Security. 1. Refrain from using cellular telephones or portable radios to communicate: Use landlines only. 2. Remain at your work area. Do not begin evacuation unless directed by LACC Security or a Supervisor. 3. If evacuation becomes necessary, be prepared to calmly assist guests and fellow employees. 4. Remain calm. Step 2 What to Ask: Take Notes: Use the bomb threat checklist on this page to gather as much information from a bomb threat call. When will the bomb go off? Where is the bomb located? What type of bomb is it? Why are you doing this? What is your name? What time was the call was received? Exact words of the caller? Male or Female? Does the caller have an accent? Does the caller sound intoxicated? Does the background noise sound familiar? What time was the call was terminated? Suspicious Object/ Package Found: Contact Security Command Center at ext. 3000 or 213-765 4605 immediately. Report the location and accurate description of the object. Do NOT touch or move the object. Secure the surrounding area, at least 300 feet in all directions. 4

Active Shooter An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area. In most cases, active shooters use firearms(s) and there is no method to their selection of victims. Active Shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims. What to Do: Remain calm. Always be aware of your environment, escape routes, and possible safe rooms. If you are in an office, remain there and secure the door. If you are able to escape out an emergency exit, do so quickly. If you are not able to flee out an exit get into a room and secure the door. Utilize cover whenever possible; cover is a barrier that could stop a bullet. Concealment is a barrier that will hide you but would not stop a bullet. Call the Security Command Center at ext. 3000 or 213 765 4605, or 911 when it is safe to do so. Law Enforcement Response: Police officers responding to an active shooter may be wearing regular uniforms or special tactical gear, but they will be clearly identified as law enforcement officers. First responding officers are not here to save you; they are here to stop the shooter. They might even point firearms at you while seeking the threat. This is a normal part of their training and response. Obey all officer commands, and keep your hands visible to officers at all times. Remain calm and immediately comply with all commands from law enforcement officers. 5

Medical Emergencies In the event of minor or serious injury, notify the Security Command Center immediately via radio, ext. 3000 or 213 765 4605. You should not attempt to call 911 or the on-site EMT personnel directly; Instead, notify the Security Department. Communicate the Medical Emergency: Clearly and calmly state the following: 1. Who you are. 2. Where you are located. 3. Who needs medical assistance. 4. The nature of the medical emergency. After calling for Assistance: Security Command Center will dispatch First Aid EMTs and/or contact 911 for an ambulance/ LAFD assistance If you are trained and qualified, take appropriate first aid measures. Do not move the injured guest, try to make them comfortable. Remain at the scene until assistance arrives; answer questions from the arriving personnel, both from medical and security teams. Fire It is the responsibility of all employees to immediately report all potential fire hazards to their supervisor and/or the Security Command Center. In the Event of a Fire: Remain calm. Take note of emergency exits and posted signs. Do not attempt to fight a fire unless trained to do so. Immediately report a fire to Security Command Center via radio and/or ext. 3000 or 213 765 4605. Warn others in the immediate area and on the entire floor. Close all doors behind you. Fire extinguishers are located throughout the building. Earthquake Whenever a major tremor occurs, expect one or more aftershocks, including the possibility of numerous major earthquakes in the same area. During the Quake: Duck, cover and hold in place under a desk, table or other sturdy object; or stand in an interior doorway and brace yourself against the frame. Face away from any windows. Stay clear of tall objects that may topple over and watch for falling objects. Stay inside, do not evacuate unless directed to do so. After the initial shock: Remain calm and be prepared for aftershocks. Aid the injured and check for trapped people. Account for all occupants. Check area for obvious hazards and damage; evacuate only if area is unsafe. Use phones only in case of immediate life-threatening emergency. Do not light matches, cigarettes, candles or any use of open flame. Do not turn on or off any electrical equipment or lighting. Listen for emergency evacuations announcement. Report conditions to the Security Command Center at ext. 3000 or 213 765 4605 and/or any employee. 8

Hazardous Materials In the event of a hazardous material spill guest should immediately notify an employee; employees should initiate the following procedures: Secure and ventilate the area, and prevent contact and inhalation of the material. Request medical assistance if the product is ingested, makes skin or eye contact, or is inhaled. This is accomplished by contacting the Security Command Center at ext. 3000 or 213 765 4605 and/or your immediate supervisor. Contact the Facility Services Division to identify employees trained to secure the area and initiate immediate containment using absorbent socks. If the Los Angeles Fire Department Hazardous Materials team is needed, contact Security Command Center at ext. 3000 or 213 765 4605 If You See Something Say Something Los Angeles Convention Center and AEG has teamed up with the United States Department of Homeland Security on the If You See Something, Say Something campaign. The campaign is a simple and effective program to engage the public and key frontline employees to identify and report indicators of terrorism, crime and other threats to the proper transportation and law enforcement authorities. 9
