LusoAmerican Educational Commission Annual Program Report Fiscal Year 2014: October 1, 2013 to September 30, 2014 Grants for Academic Year 2014/2015: August 2014 to July 2015 I. The Fulbright Program in Portugal A. Statement of Purpose The Fulbright Program is planned and administered in Portugal by the LusoAmerican Educational Commission, created in 1960 by an agreement signed between the Government of the United States of American and the Government of Portugal with the purpose of promoting further mutual understanding between the peoples of the United States of America and Portugal by a wider exchange of knowledge and professional talents through educational activities. The Commission s Board of Directors is composed of four American citizens, appointed by the US Ambassador to Portugal, and four Portuguese citizens, being one of them appointed by the Minister of Foreign Affairs and three by the Minister of Education and Science. The US Ambassador to Portugal is the Honorary Chair of the Board. The Commission s staff plans and administers the program's daily operations. B. Commission Goals The main and overarching objective of the Commission is to contribute to a positive impact on the culture of the Portuguese and the American society by providing meritbased educational exchange opportunities, high quality comprehensive information, and additional innovative knowledgesharing initiatives. The Commission aims at maintaining its recognition as a premier organization in the advancement of PortugalUS cultural and educational relations by both governments, and by the leading higher education institutions in Portugal. In the course of FY2014 the Commission continued to pursue its goals by: Concentrating on the core grant programs in which the Fulbright Program lays its foundations (degree awarding programs, midlong duration, purely academic or with a very strong academic component, in all fields of study); Implementing new and innovative programs targeted at diversified audiences; Broaden the reach of the Program, namely by increasing the number of grants awarded each year. On January 16, 2014 the Fulbright Commission signed agreements with Portugal s Fundação para a Ciência e a Tecnologia (, the Portuguese national Funding agency for science, research and technology) to deepen collaboration and reinforce scientific exchanges between Portugal and the U.S. Portuguese Fulbright grantees PhD students and faculty now receive funding to study, teach or develop projects in universities in the U.S.. also contributes to five scholarships in the core Fulbright Scholar Program, allowing U.S. faculty and professionals to teach and develop research projects in Portuguese universities. The Fulbright Commission and its Information Center are 1

now located in the building, under one of the protocols signed. The archives of the Commission were also incorporated into the National Archives of Science and Technology (Arquivo Histórico de Ciência e Tecnologia), s science and technology historical archive. II. Fulbright Program Grants In the pursuit of its goals, the Commission conducted all the necessary efforts to select the brightest and most qualified and gifted US and Portuguese Students and Scholars, from all fields of study, awarding several types of grants, in a total of 47. A. US Grant Program US Students The Commission offered multiple grants in the Student s category. The Fulbright Student Research Abroad Program is designed to give graduate students, young professionals or researchers opportunities for personal development through cultural exchange. Projects may include university coursework, independent library or field research, or a combination, in all fields of study. Fulbright partners with the LusoAmerican Foundation and Instituto Camões to award these grants. The award supported by Instituto Camões covers specifically the fields of Linguistics, History, Contemporary History, Communication, Language Teaching Pedagogy and Didactics, Sociology, Literature, Political Science, International Relations and Distance Education. The ETA (English Teaching Assistantships) Program, aspires to strengthen English language instruction and knowledge of the US in Portugal through the presence of highly motivated native speakers of English. This program is developed in cooperation with hosts to determine every year through competition. The agreement established with the School of Letters of the University of Lisbon provides for the placement of one ETA at that school per academic year. Camões Training Clarinet University Performing Arts (ESMAE) STUDENTS ENGLISH TEACHING ASSISTANTS James Johnston Anthony Sys English Teaching Assistantship English Teaching Assistantship University of Tulsa Connecticut College Universidade de, School of Letters Universidade de Trásos Montes e Alti Douro, Department of Letters, Arts and Communication The FulbrightHays Doctoral Dissertation Research Abroad Program is funded by the US Department of Education and supports US Graduate students who have completed coursework in foreign language and area studies programs relating to any world area except Western Europe and US universities. They are selected for 612 month fellowships to support their dissertation research activities abroad. In FY2014 the Commission has given support to FulbrightHays grantees whose projects included a stay in Lisbon. 2

Under special agreements the School of Letters of the University of Lisbon, hosted once more a Fulbright Scholar in the Humanities / Universidade de and ISCTEIUL/BRU will host the first Fulbright Scholar in Management / ISCTEIUL. Specialists This program supports short term visits of US specialists to Portuguese institutions of higher education. Intercountry Program Provides Portuguese institutions of higher education with opportunities to host, for short periods of time, U.S. faculty who are in a European country with a Fulbright grant. Portuguese Grant Program Portuguese Students In Academic Year 2014/2015, the Commission administered the following grants for Portuguese Students: Fulbright Grant for Graduate Studies This grant awards up to $25,000 per grantee, allowing Masters grantees to apply for a renewal fund for their second year (up to $6,000/grantee) and PhD grantees to apply for a renewal fund for their second and third years (up $6,000/year/grantee). The students are placed through IIE s placement services. Fulbright / Carmona e Costa Foundation for MFA Drawing. This grant is awarded every two years and funds the grantee s first and second years of study, in a total of $57.000. The student is placed through IIE s placement services. Fulbright Travel Grant (for self placed graduate students). Fulbright Grant for Research These grants are awarded to Master s and PhD students, preferably from Portuguese Institutions of Higher Education, to conduct research in US Universities and/or Research Centers. Fulbright Grant for Research in Public Health, with the support of the LusoAmerican Foundation and Pingo Doce (as a result of Fulbright and its Fulbright Brainstorms 2012 partners commitment in the field of Public Health. Special Programs The Fulbright Commission administers a number of grants that are funded by the Department of State but are not considered as being part of the Fulbright Program. The Commission has nominated and/or selected Portuguese participants for the following shortterm special programs: Study of the US Institutes for Scholars These Institutes are intensive postgraduate level academic programs with integrated study tours whose purpose is to provide foreign university faculty and other scholars the opportunity to deepen their understanding of American Society, culture and institutions. The ultimate goal is to strengthen curricula and to improve the quality of teaching about the United States in academic institutions abroad. Summer Institute for European Student Leaders This is a fiveweek program for undergraduate students held in a US university that focuses on study of the US, concepts of leadership from American perspectives, and civic engagement through academic coursework and participatory activities. Specially targeted to underrepresented populations, the program poses new and interesting challenges to the outreach efforts of the Commission, in search for diversity. Grant Supporting Activities Orientation Activities for Grantees Orientation and predeparture meetings were organized by the Commission for the Portuguese Grantees. Individual and group orientation sessions were also organized for the American students and scholars arriving in Portugal. 7

Alumni Activities and Special Events FY2014 was again a fruitful year in what concerns outreach, alumni and other special events. In collaboration with Fulbrighters Portugal (the alumni association), the US Embassy, EducationUSA an other partner institutions, numerous activities were organized. In November 2013, the Commission hosted its traditional Thanksgiving Dinner, having as keynote speaker US Embassy Deputy Chief of Mission John Olson. Held at Escola de Hotelaria e Turismo, in Lisbon, it proved to be, once again, an excellent occasion to gather all the Portuguese grantees recently selected, the American grantees in Portugal, alumni, stakeholders and friends of the Fulbright Program. In March 2014 the Commission organized the first EducationUSA US College Fair in Lisbon. On the same occasion, and in celebration of the Fulbright Commission 54 th anniversary, a lunch was organized for Board members, alumni and other guests, in which the Portuguese Deputy Minister for Higher Education, former Fulbrighter José Ferreira Gomes, offered remarks. In early June 2014, the third Fulbright Annual Forum took place, with the special participation as a keynote speaker of Susan Mann, from the Gates Foundation, at the time in Portugal as a Fulbright Specialist. Several Fulbrighters said yes to the Commission s challenge to speak about leadership, entrepreneurship and personal development and profited from the chance to connect and share experiences and ideas. As one of the partner institutions responsible for the creation of Study in Portugal, a jointventure established with the objective of promoting Portugal as an attractive destination for US Students, Fulbright helped organized and participated in the delegation of Portuguese universities and other institutions that represented Portugal at the NAFSA Conference and Expo that took place in late May in San Diego, California. The Fulbright Commission also partnered with the US Embassy in the organization of a series of successful professional development workshops targeted to the participation of State Department alumni and attended by a large number of Fulbright alumni. The Fulbright Information Center (FIC), a US State Department affiliated advising center part of the EducationUSA network that strives to provide accurate, comprehensive, current, and unbiased information on education in the United States, also continued to contribute to the promotion of the good image of Fulbright within Portuguese academia, secondary educators and high school, undergraduate and graduate students, by promoting regular outreach initiatives, workshops and webinars. 8
