Power Plant Operations and Maintenance Maximize Your Plant s Bottom-Line Results

Since 1867, The Babcock & Wilcox Company (B&W) has engineered, supplied and constructed advanced steam generation and emissions control technologies for reliable, efficient and clean power generation. Babcock & Wilcox Power Generation Group, Inc. (B&W PGG) is a subsidiary of B&W. This unique blend of experience and technical knowledge is the basis upon which our fullscope power plant operations and maintenance (O&M) services can help plant owners maximize availability, profitability and safety performance. 2

Delta Power Services To expand our breadth of O&M services and capabilities, B&W PGG acquired Delta Power Services (DPS) in 2008. Operating as a subsidiary using the DPS name, and managed under B&W PGG, DPS is the fourth-largest power plant O&M services provider in the United States. Possessing a demonstrated record of plant improvement, DPS s ultimate goal of its O&M services is to provide consistent bottom-line operating results. Whether the results are plant heat rate efficiency, reliability, availability, safety or a combination of several measurable objectives, DPS possesses the experience and capabilities to deliver. Reliability levels at plants managed by DPS are well above industry average. Its on-peak availability factor, a key economic performance indicator, is consistently in the highest percentiles. Often, operational improvements are gained with little or no capital expenditures. 3

Proven O&M Experience DPS has extensive O&M experience with a wide range of fuels, equipment and operating conditions. Our experience with various fuels includes natural gas, pulverized coal, waste coal, biomass and waste/refuse. Plant owners can take advantage of our O&M expertise with all types of power generation applications, including electric power, central heating, combined cycle or process steam. Full Spectrum of Services DPS is qualified in all phases of power plant O&M necessary to achieve high availability, performance, profitability and safety. These competencies include: O&M estimating and budgeting Environmental compliance programs and permitting assistance Startup and commissioning services Plant staffing, training, personnel policies and procedures Operating procedures Long-term plant operation Safety and quality control programs Maintenance management programs Inventory control Procurement services Enterprise system management Annual reviews and audits Plant improvements and upgrades Replacement parts and field engineering services 4

Keys to Successful Plant Performance Safety Safety is a fundamental corporate value for B&W. Our goal to finish each and every day injury and incident free applies throughout every operating unit, subsidiary and division of the company. DPS s extensive environmental health and safety (EH&S) program has significantly improved plant safety. Results include a reduction in business risk and an improvement in operational performance. We aggressively strive for 100% EH&S compliance and an accident-free workplace. We conduct EH&S reviews on a regular basis to identify areas of concern. We then identify and implement target improvements. Full implementation of safety efforts has resulted in measurable improvements which have positive effects on overall plant culture and work environment, and ultimately, facilitates peak performance. 5

Plant Operation Profitable long-term operation requires maximizing availability while optimizing equipment life. Our operational services are designed and implemented to consistently achieve this objective by: Operating plants in a safe, compliant and efficient manner Developing and implementing formal procedural, maintenance, environmental and safety management programs Maintaining overall care and control of the plant and site Advising and recommending tooling and inventory requirements Recommending procedural changes, when necessary, to improve operation Responding and adjusting to changing operating conditions Plant Maintenance To attain maximum plant availability and equipment reliability, and to reduce forced outages, DPS develops long-term custom maintenance programs that include: Preventive maintenance Predictive maintenance procedures Scheduled maintenance Major refurbishments 6

Power plant owners should demand the best when choosing a competent supplier of operation and maintenance services. Our O&M solutions can provide the proven results that customers require. DPS and B&W PGG Attributes Bottom-Line Results Experienced personnel Improved performance of plant equipment Higher availability Knowledge base minimizes problems and increases profitability Disciplined approach to O&M Policies and procedures prevent errors, improve safety and maintain (or reduce) costs. Original equipment manufacturer (OEM) of boilers and environmental systems Knowledge of design and engineering process provides O&M personnel with greater insight into product operation, leading to more effective problem identification and resolution, thus saving time, cost and rework. Owners can be confident that DPS is knowledgeable regarding a wide assortment of equipment and operating conditions, enabling owners to operate and maintain their plants at high efficiency and low cost. Construction capabilities Only U.S. boiler OEM with an integrated construction company provides additional options and experience base for owner, leading to improved outcomes. Full range of support DPS provides full-scope services from startup and commissioning through daily O&M. Established in 1867 Long history of technology innovation and service provides owners with certainty of outcome. Staffing and home office support DPS can provide product training, safety training, construction support, North American Electric Reliability Corporation (NERC) and environmental compliance, and permitting assistance. DPS provides the managerial oversight, operational expertise and the qualified staff necessary to achieve peak performance from the equipment while controlling maintenance costs. 7

Achieving Results that Matter Most Combining our operating experience with more than 140 years of engineering know-how and technical innovation, we have consistently met or exceeded operating and safety performance goals. Ebensburg Power Company Ebensburg Power Company is a partnership between B&W PGG and ESI Energy, Inc., with B&W PGG serving as the managing general partner. The facility is a 50-megawatt cogeneration power plant that burns waste coal utilizing a B&W PGG circulating fluidized-bed boiler to produce steam and electricity. The steam provides heat and hot water to local businesses, while the electricity is sold to an electric distribution company. The plant began commercial operation in May 1991. The facility also includes Revloc Reclamation Services, a wholly owned subsidiary of B&W PGG. Revloc mines the coal from waste refuse piles to provide the plant with a reliable supply of fuel for daily operation while reclaiming the sites after the waste fuel is removed. Plant availability has averaged greater than 94% during the past five years. Since commercial operation began, there have been only two lost-time accidents. 10

Palm Beach County Renewable Energy Park The Palm Beach County Renewable Energy Park is a refuse-derived fuel waste-to-energy facility designed to reduce the volume of Palm Beach (Florida) County s wastes, generate electricity, and maximize the recovery of aluminum and ferrous metals. The park began operation in 1989. It is owned by the Solid Waste Authority of Palm Beach County (SWA) and is operated by Palm Beach Resource Recovery Corporation (PBRRC), a subsidiary of B&W PGG. Designed to annually process 624,000 tons of municipal solid waste, the park s Palm Beach Renewable Energy Facility (PBREF) No. 1 provides renewable energy to surrounding communities. Based on a successful 20-year operating history, SWA extended PBRRC s operations and management contract for an additional 20 years, through 2029. Among several performance awards, PBREF No. 1 has processed 30% more solid waste, generated 17% more electricity, and recovered 17% more ferrous metals than the amounts committed to in its original 20-year contract. Plant availability has exceeded 94%. PBREF No. 2, a new state-of-the-art facility, will process an additional 3,000 tons of municipal solid waste per day and will be operated by B&W PGG, once operations commence. Highly structured and detailed safety programs at the facility have resulted in several awards for safety performance during its operation. 11

B&W PGG is well-known in the power industry for its commitment to excellence. Power plant owners can expect that same commitment and proven performance from our operation and maintenance services. www.babcock.com Babcock & Wilcox Power Generation Group, Inc. 20 S.
