LULAC Welcome Dear Federal Training Institute Partnership Participants, Welcome to the second annual Federal Training Institute Partnership (FTIP) in Washington, D.C. The FTIP is a public nonprofit partnership between federal agencies and League of United Latin American Citizens (LULAC) whose primary focus is to help promote diversity and inclusion in the federal workforce. The FTIP is an extension of LULAC s Federal Training Institute (FTI) which is celebrating its 40th anniversary in 2014. LULAC thanks the Department of Labor and specifically, Secretary Thomas E. Perez, for hosting the FTIP and bringing these critical programs to federal employees. Recent cuts in federal spending have resulted in the suspension of critical education and outreach programs which federal employees need in order to advance in the federal government. LULAC continues to demonstrate its commitment in efforts to address the need to create more education and outreach programs for federal employees, through the FTIP. This two day program offered to federal employees free of charge includes plenary sessions, workshops, and executive coaching designed to enable government employees to enhance their leadership skills and develop the Executive Core Qualifications required for leadership positions and entry to the Senior Executive Service. LULAC is committed to ensuring that the federal government workforce represents the population it serves. We are grateful for the support that has allowed us to expand the Federal Training Institute and to establish the FTIP, especially in our 40th year. Together, we can more effectively foster a more diverse and highly-trained federal workforce. Attendees will learn key factors for an effective collaboration framework. The course will highlight the importance of the selection of appropriate people, open processes, shared goals, and a collaborative framework. Plenary Speaker Biographies Ms. Katherine Archuleta Director U.S. Office of Personnel Management Since becoming Director of the Office of Personnel Management on November 4, 2013, Katherine Archuleta has dedicated herself to being a champion of a diverse, engaged and inclusive Federal workforce. She also has made it her priority to give agencies the tools they need to hire, develop and retain a world class workforce for the 21st Century. As the President s workforce ambassador, Director Archuleta hears from and counsels Federal employees about their work and talks with students, young workers, mid-career professionals and executives about what she likes to call the purpose-driven mission of Federal service. Director Archuleta is the first Latina to lead OPM. She began her career in public service as a school teacher in Denver. She continued to follow her passion for public service as an aide to Denver Mayor Federico Pena. During the Clinton administration, she was Pena s Chief of Staff in the Department of Transportation and later his senior policy advisor at the Department of Energy. By then a sought-after leader, Director Archuleta returned home to Denver and was a Senior Advisor to Denver Mayor John Hickenlooper. She returned to Federal service during the first two years of the Obama Administration as Chief of Staff to Labor Secretary Hilda Solis. She then served as National Political Director for President Obama s 2012 re-election campaign. Clearly, Director Archuleta has lived the life of public service that today she encourages others to pursue. Plenary Speaker Biographies Mr. Brent A. Wilkes LULAC National Executive Director Washington, D.C. Brent A. Wilkes is the National Executive Director for the League of United Latin American Citizens this country s largest and oldest Hispanic organization. Wilkes manages the operations of the LULac National organization regarding national policy, legislative advocacy, program development, and resource development. A graduate of Dartmouth College in 1988, Wilkes majored in Government and Philosophy and studied Spanish in Morelia, Mexico. He has worked in various capacities for LULac since 1988 including Special Projects Coordinator, Resource Developer, and Director of Policy & Development. He joined the LULac National Office in 1996 and assumed the newly created position of National Executive Director in April of 1997. As the LULac National Executive Director, Wilkes works to improve the quality of life for Hispanic Americans by guiding the organization s extensive legislative, public policy, and service activities in Hispanic communities throughout the United States and Puerto Rico. Wilkes is widely credited with strengthening LULac s programs, advocacy efforts, events and revenue since opening LULac s National Office in Washington, DC in 1996. Since that time LULac s revenue has tripled, staffing has grown from one to over 20, and the organization has taken a leadership role on key issues affecting Latinos in Washington and throughout the country. In 2004, Wilkes helped launch the LULac Leadership Initiative to strengthen LULac s programs and serves at the grassroots level. The initiative resulted in the establishment of 58 community technology centers and 80 high school leadership programs. Aside from his LULac duties, Wilkes serves as Vice Chair of the National Hispanic Leadership Agenda, a nonpartisan coalition of major Hispanic national groups, which develops a consensus policy agenda and promotes public awareness of principal issues facing Latinos. He also is a board member of the Hispanic Association on Corporate Responsibility which advances the inclusion of Hispanics in corporate America at a level commensurate with Hispanic economic contributions. Perez is the nation s 26th secretary of labor. He has committed to making good on the promise of opportunity for all, giving every working family a chance to get ahead, and putting a middle-class life within reach of everyone willing to work for it. To accomplish this, Perez s priorities for the department include ensuring a fair day s pay for a fair day s work; connecting ready-to-work Americans with readyto-be-filled jobs, through skills programs like Registered Apprenticeship and onthe-job training; promoting gender equality in the workplace; ensuring that people with disabilities and veterans have access to equal employment opportunity; and insisting on a safe and level playing field for all American workers. Perez s maternal grandfather was the ambassador to the United States from the Dominican Republic in the 1930s until he spoke out against his home country s brutal dictator and was declared non grata. His Dominican-born parents eventually settled in Buffalo, N.Y., where Perez was born and raised. His father served in the U.S. Army and worked for many years in at the VA hospital in Buffalo, instilling in his son a dedication to public service, where the younger Perez has spent his entire career. Most recently, Perez was assistant attorney general for civil rights at the U.S. Department of Justice, leading the same division where he worked for a decade as a career federal employee beginning in the late 1980s. From 2002 until 2006, he was a member of the Montgomery County Council. He was later appointed secretary of Maryland s Department of Labor, Licensing and Regulation. He was a law professor for six years at the University of Maryland School of Law and was a part-time professor at the George Washington School of Public Health. He received a bachelor s degree from Brown University in 1983. In 1987 he received both a master s of public policy and a law degree from Harvard University. Biographies Ms. Tinisha Agramonte Assistant Administrator for Diversity, Inclusion and Civil Rights Compliance Small Business Administration SES Coach Tinisha Agramonte was appointed to the Senior Executive Service as the Assistant Administrator for Diversity, Inclusion, and Civil Rights (formerly EEO and Civil Rights) at the U.S. Small Business Administration on June 2, 2013. In this capacity, she serves as the principal advisor to the Administrator and senior executive staff on equal employment opportunity (EEO), civil rights (CR), workforce diversity and workplace inclusion matters. She provides leadership, direction and guidance on building and sustaining a diverse, high performing workforce and cultivating an inclusive workplace that is well postured to successfully achieve SBA s mission. Prior to her SBA appointment, she served in various EEO and diversity and inclusion leadership positions for the Departments of Veterans Affairs, Army, and Air Force. She has over 20 years of experience in the EEO, diversity, civil rights, and human relations arenas as a civil servant, consultant, university instructor, and trainer/facilitator at various locations in England, Japan, Germany, and stateside. In that capacity, he led and managed all the non-executive employment service functions and operations for the agency through 12 geographically disbursed regional offices and centers. In 1998, she moved to the Computer Assisted Survey Research Office (CASro) where she led several Census Bureau-wide projects. Ms. Stempowski returned to the Economic Programs Directorate in February of 2005. In June of 2006, she became the Assistant Division Chief for Customer Relations and Products. In that role, she was responsible for company outreach, macro analysis, tabulations and dissemination operations for the Economic Census and its related programs. It was during that time that she also completed a five month detail assignment at the Office of Management and Budget. Ms. Stempowski moved to the Director s office in May of 2011. The executive core qualifications define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. As the premier Hispanic convention, the LULAC National Convention draws over 20,000 participants each year including top leaders from the government, business, and the Latino community. Make History: The LULAC Convention is an exciting, history-making convention, because it convenes the national delegates of LULAC to discuss issues, set policies, and elect the organization s national leaders.
