the ULYSSES program 3rd Edition 2005-2007 International Master s Program in Health Technology Assessment and Management (HTA&M) What is HTA? Health Technology Assessment (HTA) is an applied, international, policy-oriented field of research that examines the clinical, economic, ethical, legal and social implications of the diffusion and use of specific procedures, services or techniques in health care. One significant challenge of the field is to manage technological change in health care through the implementation of HTA findings. This is why our Master s Program brings together Health Technology Assessment & Management (HTA&M). Why an International Master s Program in HTA&M? Over the past 20 years, most industrialized countries have implemented a formal policy for supporting and promoting the development of HTA&M. Several HTA&M agencies have been created and are playing an increasingly important role in decision-making and policy elaboration. In industrialized and developing countries, the need for expert training on the production and utilization of HTA reports is salient. Who should acquire specialized training in HTA&M? HTA&M represents a challenging area of study for graduate students, physicians, nurses, health administrators, policymakers, biomedical engineers and several other professionals working in the field of health care. A person fully trained in HTA&M may be called on to perform significant tasks and fulfill responsibilities in governmental and regulatory agencies, hospital administrations, regional health authorities, and university-based research groups. Job opportunities in the field have been steadily expanding.

Students may choose to do a master s dissertation or on-site training. Our program s intensive format adapts to the needs, skills, and expectations of clinicians and health administrators who work full time and to those of graduate students who wish to concentrate on the realization of a master s dissertation. Who should enroll? Two groups of candidates are targeted: 1) evaluators who will produce HTA reports; and 2) decision makers at all levels of the health care system (i.e. health care providers, health administrators, policymakers) who will use HTA reports. Pedagogical approach HTA&M is action-oriented. Daily, it confronts questions regarding the implementation of research findings, the influence on policymaking, change in clinical behavior, and dissemination of appropriate information to patients and the population. Around the world, in different countries, innovative approaches to these issues are emerging. Our approach combines these innovative approaches with some classic models that have been the founding pillars of HTA&M research over the past twenty years. The intensive teaching format The intensive teaching format is based on four two-week teaching modules held in different cities (Montreal, Rome, Barcelona, Ottawa), and a training period (up to 8 months) within an HTA&M agency or university. It is during the latter that a Research/Policy Analysis Project is to be completed. Throughout, information technology is used to facilitate exchanges between students and faculty members located in different parts of the world. E-debates are held between modules to examine and consolidate notions addressed by the different courses.

Course 6: Ethical, Sociocultural and Legal issues: Including dissemination methods, and evaluation of impact Module IV - Ottawa May 2007 Course 7: Clinical Decision Making: Best practices, decision analysis, quality assurance, and patient participation Course 8: Presentations of Research/ Policy Analysis Projects Note: Participants should enroll in one of the participating universities and comply with its specific requirements. A maximum of 35 participants will be accepted in the Program. Travel grants may be available for participants.
