Subject 1981 (827, 1076) (In reply, refer to Subject 1981) 1655 Scott Blvd. Santa Clara, CA 95050 June 20, 2003 TO: SUBJECT: Subscribers to UL s Standards Service for: Central-Station Alarm Services Central-Station Automation Systems Proprietary Burglar Alarm Units and Systems Site Certification Programs for Classified Central-Station Automation System Software and Equipment; UL 1981, Central-Station Automation Systems Summary of Topics This bulletin announces changes to the requirements for the Site Certification Programs for Classified Central-Station Automation System Software and Equipment, and removal of Appendix B from UL 1981, Central-Station Automation Systems. It has come to UL s attention that UL 1981 contains language and terminology that relates specifically to the way UL conducts product evaluations ( site certifications ) of central station automation system software and equipment. It has been determined that this language should be changed. In some cases, it is more appropriate for the text to be removed from the Standard. The site certification process, requirements, and procedures for Classified Central-Station Automation System Software and Equipment, currently contained in Appendix B of UL 1981, are included in the attached Appendix A of this bulletin, titled Site Certification Programs. Because the instructions contain language that is specific to the UL site certification process, when the Second edition of UL 1981 is published (in late June of 2003), it will no longer contain these instructions, nor any reference to them. Also, UL s August 30, 2000 Subject 1981 proposal bulletin included a proposal to revise paragraph 4.3 to add item (i), which included a reference to the site certification process and Appendix B of the Standard. This proposed revision will not be published in the upcoming Second edition of UL 1981. Please note that, based on comments received in response to the August 30, 2000 proposal bulletin, changes have been made to the site certification process requirements. Also, a new section, Site Certification Program For Classified Event Loggers, has been added. Added text is identified in the attached Appendix A with underlining. The site certification process requirements and instructions will no longer be maintained or distributed as part of the Standard. However, UL Listed central stations will be required to comply with them as part of UL s Site Certification programs for Classified Central-Station Automation System Software and Equipment. Therefore, UL recommends that a copy of this bulletin be kept available for reference. Questions relating to the site certification process in general should be directed to the responsible UL Staff. Please see Appendices B and C of this bulletin regarding designated responsibility for the subject product categories.

-A1- APPENDIX A SITE CERTIFICATION PROGRAMS I. SITE CERTIFICATION PROGRAM FOR INSTALLED AUTOMATION SYSTEMS IN CENTRAL STATIONS 1. Software Provider Responsibilities 1.1 The software provider is required to do site certification of the hardware/software configuration. 1.2 For the site certification, the software provider shall test the hardware/software configuration on-site and certify that the system complies with all of the functionality and performance requirements specified under the UL Listing program. 1.3 A complete list of all of the hardware pieces that constitute the tested system shall be provided on the software provider s official letterhead along with the following wording or the equivalent: We certify that the above system has been tested in accordance with the requirements of UL 1981 for use at (name and address of the central-station) and that it complies with those requirements. In addition, a block diagram of the system configuration shall be provided to the software provider by the central station. 1.4 The hardware list shall include the model numbers of all the hardware pieces except for the operator terminals and printers. 2. UL Responsibilities 2.1 Testing and verification 2.1.1 A UL representative shall visit the site to observe the certification process by the software provider and to conduct the following tests and verifications covered in UL 1981: a) The Normal Operation Test (spot check), Section 20. b) The Operation Test Degraded Mode, Section 21. c) The Operation Test Degraded Mode, Alternate Path, Section 22. d) The Electrical Supervision Test, Section 25. e) The Receiver Compatibility Test, Section 26, on receivers the central-station is using but that were not submitted by the software provider during the evaluation of the software. f) UL shall verify that the equipment is provided with the necessary supply-line and signalingline transient protection, uninterruptable power supply (UPS), environmental controls, and the necessary backup power for the air-conditioning equipment. g) UL shall verify that the system complies with the switchover requirements specified in 13.2(a). 2.1.2 The UL visit to the central-station is anticipated to take one day.

-A2-2.2 Marking 2.2.1 Upon successful completion of the tests, UL shall apply the Field Evaluated Product Mark to the main system computer(s) and external drives. Printers and operator terminals shall not be labeled. 3. Revisions to the Automation System 3.1 The following procedures shall be followed when the Central or Subsidiary Station s Automation System computer and peripherals are changed. a) If the main computer is replaced with the same model computer: 1) The central-station shall inform UL of the change and provide information on any variations between the original equipment and the new one that would affect the alarm monitoring performance of the system. It is not required that UL be informed of variations in hardware components such as power supplies, different model disk drives (if the memory size is the same as or greater than the original), and similar changes. This information shall be accompanied by a letter from the software provider who wrote the original certificate of compliance on the system. This letter shall state that the new equipment is acceptable for the application. 2) Upon receipt of the above information, UL will arrange to have the Field Evaluated Product Mark applied to the equipment. This can be done during the annual inspection of the central-station and would involve minimal charges. b) If the automation system computer is upgraded by increasing the disk capacity, memory, or similar upgrades, the Field Evaluated Product Mark shall remain on the system, and 1) The central-station shall provide information specifying the details of the upgrade to UL. 2) UL will update the central-station s file. c) If the automation system computer is replaced with a different model from the same manufacturer or from a different manufacturer, the following shall occur: 1) The central station has the option to conduct the site certification of the hardware/ software configuration. If the central station does not choose to conduct the site certification, then the software provider shall do the following: i) For the site certification, the central station/software provider shall test the hardware/software configuration on site and certify that the system complies with all of the functionality and performance requirements specified under the original site certification as stated in the software provider s certificate of compliance. ii) A complete list of all of the hardware pieces that constitute the tested system shall be provided on the central station s/software provider s official letterhead along with the following wording or the equivalent: We certify that the above system has been tested in accordance with the requirements of

-A3- UL 1981 for use at (name and address of the central-station) and that it complies with those requirements. In addition, a block diagram of the system configuration shall be provided by the central station. iii) The hardware list shall include the model numbers of all the hardware pieces except for the operator terminals and printers. iv) UL Responsibilities as outlined in Section 2 above shall be followed. II. SITE CERTIFICATION PROGRAM FOR CLASSIFIED EVENT LOGGERS 1. Central Station Responsibilities 1.1 The central station is required to do site certification of the hardware/software configuration. 1.2 For the site certification, the central station shall test the hardware/software configuration on-site and certify that the system complies with all of the functionality and performance requirements specified under the UL Classification program. 1.3 A complete list of the hardware pieces that constitute the tested system shall be provided on the central station s official letterhead along with the following wording or the equivalent: We certify that the above system has been tested in accordance with the requirements of UL 1981 for use at (name and address of the central-station) and that it complies with those requirements. In addition, a block diagram of the system configuration shall be provided by the central station. 1.4 The hardware list shall include the model numbers of all the hardware pieces except for the operator terminals and printers. 2. UL Responsibilities 2.1 Testing and verification 2.1.1 A UL representative shall verify compliance with the requirements of Section 13, Backup Components, of UL 1981. 2.1.2 The UL visit to the central-station is anticipated to take place during the annual inspections. The time needed to cover the above verification and documentation is anticipated to be 3 hours, and it will be charged separately. 3. Revisions to the Event Logger 3.1 The following procedures shall be followed when the event logger s computers are changed. a) If the event logger computer is replaced with the same model computer or is upgraded by increasing the disk capacity, memory, or similar upgrades: 1) The central-station shall provide information specifying the details of the upgrade to UL and 2) UL will update the central-station s file. No further action will be required.

-A4- b) If the event logger computer is replaced with a different model from either the same or a different manufacturer, the site certification process specified in Central Station Responsibilities, Section 1, and UL Responsibilities, Section 2 above shall be followed.

The Primary Designated Engineer (shown in UPPERCASE letters) coordinates the establishment and uniform interpretation of UL requirements applicable to the product category. The Designated Engineers (shown in lowercase letters) work with the Primary Designated Engineer to interpret requirements and maintain standards. Should you have questions regarding the interpretation of the requirements proposed in this bulletin or any adopted requirements that affect your product, you are encouraged to contact the individual at the office to which you normally submit your products.
