Windsurfing remains one of the most exciting, accessible, safe and cost effective forms of sailing today. As an athletic, dynamic and tactical sailing sport, many an illustrious career started in junior windsurf racing and moved on through the youth program to the Olympic fleets and then... Well, Knut can tell that story :)

National Sailing Federations have an obligation to attract new participants to remain viable. Given the success of the Techno 293 as one of the key drivers in training new racing talent, windsurfing will remain integral to any Connect to Sailing or Discover Sailing program across the World. Windsurfing deserves its place in the Olympic sailing program for Rio 2016 and long into the future... 1. Attracts Emerging Nations ISAF Reg #23.1.2[e]: 54 countries took part in the 2012 Olympic Qualification series. Countries like Colombia, Cuba, Egypt, Guatemala, Iran, Jamaica, Oman, Peru and the Philippines now have windsurfing development programs. ***At the 2011 ISAF Sailing World Championships, 45 Member National Sailing Authorities entered the RS:X men's fleet and only 42 entered the Laser Standard. 2. Women s Participation ISAF Reg #23.1.2[g]: The RS:X women's fleet is strong with participants coming from 5 continents and 40 countries. 80 women took part in the 2012 RS:X World Championships from 37 nations 3. Safety: From beginner to elite athlete windsurfing is a safe sport to practice. Hulls float so it is possible to self-rescue in onshore winds. Windsurfing does not pose a threat to other beach or water users or spectators. 4. Consistent Pathway with Youth Appeal ISAF Reg #23.1.2[d]: youth and junior competitors only have to change equipment once from starting to race on the Bic Techno 293 to competing in the Olympic fleet on the RS:X. Windsurfing is a beach lifestyle sport, which appeals to the Facebook generation not the Flinstones generation. Windsurfing s junior development pathway The Techno 293 is booming with record entry numbers, the future looks bright 5. Economical ISAF Reg #23.1.2[h]: The RS:X offers the least expensive route into the Olympic Regatta for small and emerging sailing nations both in terms equipment and campaign costs. - Starting with the Techno 293 which costs less than an Optimist - And continuing with the RS:X which costs less than a Laser but with more hi-tech value plus lower shipping costs 6. Sports presentation ISAF Reg #23.1.2[f]: The RS:X class is the most colourful in the Olympic sailing family both upwind and down. The Men's sails are made with a gold coloured luff tube and gold vinyl whereas the women's are red and red. The 2012 Olympic fleet stood out on the water with custom colouring developed for LOCOG

7. Emphasis on Athletic Skill ISAF Reg #23.1.2[b]: Windsurfing is the most dynamic of all Olympic sailing disciplines with athletes being some of the fittest at the Olympic games. It is both physically and tactically demanding with the emphasis being on the athlete's ability not his ability to buy the latest gear. 8. Level Playing Field ISAF Reg #23.1.2[b]: The RS:X is tightly controlled one design equipment produced by Neil Pryde Windsurfing that appeals to emerging nations because they have the confidence to invest knowing that the best athlete will win not the one with the most money. ***In the last 7 Olympiads, athletes from 5 continents [ Oceania, Asia, Europe, North America and South America have won medals in the Olympic Regatta proving that MNAs from all countries have the opportunity to compete at the highest level. 9. Olympic windsurfing has a strong following in Asia and the emerging nations especially in China who won a gold medal at the 2008 Olympic Regattas and Hong Kong who won gold in 1996 in Atlanta. 10. Worldwide Distribution: The RS:X is readily available with worldwide distribution channels and the least expensive of the current Olympic events both to buy and campaign 11. Media Friendly ISAF Reg #23.1.2[f]: The 2012 RS:X World Championships attracted 94,457 unique visitors to its event website. To put this in context. Skandia Sail For Gold, an ISAF Sailing World Cup event achieves a very similar number of visitors with a bigger budget and more diverse group of sailing fans 12. Broadcast TV Audience ISAF Reg #23.1.2[f]: The RS:X has a broadcast TV audience in more than 150 countries, and an internet audience in 169 countries 13. Speed: RS:X Equipment is high-performance over a wide wind range ~ 4 to 30 knots ~ During the 2012 RS:X World Championship men and women in the gold fleets were racing in gusts exceeding 30 knots and during an impromptu speed session, peak speeds of over 30 knots were recorded for the men and 26 knots for the women 14. Ease of Travel: Equipment can travel with teams on planes making it viable for small teams to compete internationally at low cost. 15. Infrastructure: Windsurfing requires minimal event infrastructure. The RS:X can be safely launched off a crowded beach and does not require expensive marina or club facilities further reducing costs for developing nations. Fleets can also be launched into crowded harbours in minimal winds without a problem.

***Windsurfing is integrated into MNA learn to sail programmes worldwide. The VDWS has 542 international schools and estimates that 47, 872 new participants learned to windsurf in 2011 16. A GLOBAL GROWING SPORT Windsurfing is universal with participants ranging from the age of 8 to 80 in more than 100 countries who enjoy doing it just for fun or compete in disciplines like wave performance, freestyle, speed and racing both upwind and downwind and combinations of both. Athletes from more than 60 countries take part in RS:X events worldwide. In 2011, 38, 298 basic licenses were issued by VDWS Windsurfing schools in their 542 sites worldwide representing 80% of the market, that translates into a total of 47,872 new windsurfers worldwide every year when you add the remaining 20%. Based on the average of the past 5 years: 37,500 persons gained a basic windsurfing license at VDWS schools yearly, which means a total of 46,875 overall per year for 5 years or a grand total of 234,375 new sailors

Compared to kitesurfing, where the VDWS share of beginners is approximately 60%, based on the past 5 years average of 8,427 who gained their basic kitesurfing license annually, the total number of new kite surfers is 14,073 per year or a grand total of 70,365 new sailors Both these grand totals are impressive numbers but the trend clearly favours windsurfing which first joined the Olympic sailing family in 1984 in Los Angeles. It is a mature and well-structured sport with clear a youth pathway allowing kids as young as 8 or 9 to learn in safety. Windsurfing is currently part of the ISAF Youth World Championships and the Youth Olympic Games The RS:X One Design can be immediately re-introduced into the Olympic sailing family for Rio 2016, having as it does a strong class administration with more than 60 country members from 6 continents GLOSSARY: Take a look at the glossary for more detailed information and letters from ISAF Member National Authorities

RACE MANAGEMENT AND FORMAT The Techno 293 [youth pathway] and the RS:X class use the standard ISAF approved Trapezoidal and windward/leeward courses based on standard NoRs and Sailing Instructions. With the drive to show the diversity of sailing at the Olympic Regatta, the RS:X class have developed a new format proposal based on the ISAF Event's Committee recommended 4 day regatta time limit. Our proposals will allow all those registered to race a full 4 days whether the fleet be 120 men & 80 women as at an RS:X World Championships or 38 men & 28 women as at the Olympic Regatta or ISAF Youth World Championships. Windsurf racing can be staged close to the shore using exciting formats and course configurations which are easy to film and fun to watch

Our format concept will be supported by a 'book' of suitable course designs for use on the outer, middle or inner course areas depending on wind speeds and the geography of the venue so that the Class race director has the flexibility to choose the best course for the conditions on the day for that venue. For the Youth Olympic Regatta where new and different formats are required, there are a large number of simple spectator friendly course types to choose from. These could simply be man-on-man relay races involving teams made up of different nations in a region or more conventional fleet racing either in flights on short courses or longer courses for the whole fleet. Upwind and downwind elements can be included. Once an overall concept is agreed with ISAF the details can be worked out. THIS IS WINDSURFING NB. The class has trialled 'City Centre Racing' in Singapore and Dunkirk in which racing takes place close to spectators in a small-enclosed area. The wind might not be perfectly stable but the racing is fun and exciting for all involved including the spectators on the boardwalk.

EVENT MANAGEMENT Windsurfing requires minimal infrastructure on the beach or in a harbor beyond a suitable rigging area and secure storage. The rest is down to sports presentation and the organizer's budget. Athletes can launch off a concrete slipway or marina dock in minimal wind and sail out to their course area. There are no special requirements and no special safety considerations. The RS:X class has helped to develop proprietary digital event management software which reduces paperwork to a minimum and allows participants and virtual spectators to access the information they need from wherever they may be at the time using mobile devices. SAFETY & STRUCTURE Windsurfing is a well structured mature sport which has been fully integrated into national sailing association structures and programs. For developing nations, it offers a quick and inexpensive way to get young athletes on to the water and enjoying themselves in safety. The RS:X Class stage continental championships in Asia, Europe, North and South America as well as Open Youth World and European Championships The RS:X Class has structured it s class rules with the development of youth sailing in mind. We have set out to encourage young athletes over 55 kgs to make the change.

Whilst the focus has been to tighten equipment tolerances for the two Olympic fleets, older equipment can still be used in the Youth fleets. This ensure that the barrier to entry for young athletes moving up from the Techno 293 Junior divisions is as low as possible because parents can buy used RS:X hulls and foils at a good price. Parents might then consider buying new sails for international competition. National, regional, local and city governments have not seen fit to impose special restrictions on when and where windsurfing can be enjoyed so it is especially suitable for developing sailing on lakes and inland waters.
