1 Town of Winona Lake Public Art Program Greenway Heritage Trail Art Installations Project Deadline for Submissions: May 31, 2007 Project Budget: $5,000 per installation. Ten separate installations. $50,000 project total. Opportunity for Artists Artists are invited to submit their qualifications and proposals for the opportunity to create a public art project(s) for the Town of Winona Lake s portion of the Greenway project Heritage Trail. The 1.8 miles of trail is the location for ten separate installation pieces of artwork. Artists are welcome to submit proposals for one site or for multiple sites. Winona Lake HIstory Winona Lake, originally know as Eagle Lake, is a northern Indiana town with a rich history. The area was first home to the Potawatomi Indian tribe. The 1880 s saw a name change for the area. It became known as the resort Spring Fountain Park. By the next decade the resort had grown into a religious Chautauqua known as Winona Assembly and Summer School Association with millions of visitors during the 1890 s and early part of the 20th century. During that time the name of the lake changed from Eagle to Winona. Present day Winona continues its transformation. The last ten years have brought a renaissance. Old properties have been reclaimed and restored. A new commercial district, The Village at Winona, has been established offering Art Galleries, Restaurants, and Shops. MasterWorks, a monthlong performing arts festival is held in the summer. Art fairs, sailboat regattas, and a July 4th celebration are some of the other numerous festivals held throughout the year. Grace Schools, an integral part of town, is located in the heart of Winona Lake. Grace is a christian liberal arts college and seminary. Winona Lake embodies the essence of an outstanding Indiana community. The quality of life, the rich cultural and historical presence, the values and family oriented lifestyle, the new economic growth, and most important, the people. The Greenway is yet another addition to the overall quality of life in our community. Project Overview There will be ten different art installations. The public art sites will be viewed by visitors utilizing the Greenway trail which is pedestrian and bicycle traffic. All installations will relate to the project theme. Project Theme Sculptural installations to be included in Winona Lake Greenway titled Heritage Trail project. The trail will be divided into ten sections, each featuring a different attribute of the heritage of Winona Lake. The attributes are: kindness, generosity, community, peace, gathering, youth, legacy, respect, virtue, and love. A curved commemorative bench will be installed in the vicinity of each art installation site. Artwork Sites Site 1 - Kindness Located on the northeast side of the lake. Surrounded by wildflowers and tall grasses. A tree is located left of the site. Site 2 - Generosity Located at water s edge along a canal. Surrounded by lawn. Front of site faces road. A tree is located left of site. Site 3 - Community Located at water s edge along a canal. Surrounded by lawn. Front of site faces road. A tree is located left of site. Site 4 - Peace Located in park at water s edge on east side of lake. Surrounded by lawn. A tree is located left of site. Site 5 - Gathering Located along creek. Surrounded by lawn. Project Guidelines The artwork should be of high artistic quality and will be integrated into the Greenway trail. The artwork should be conceived in relation to the exterior sites as indicated on the master site plan. The Town is looking for artwork that will be imaginative, reflecting the scope of the project. The artwork will be on permanent display outside and must meet high standards of durability, structural concerns / performance and be made of long-wearing, low or no maintenance materials. The artwork must not interfere or compete with the function of the Greenway activity, but should be a force to draw visitors to the pieces and surrounding areas. The artwork must be able to be placed on a concrete pad. Dimensions of concrete pad to be specified by artist. Eligibility This project is open to practicing, professional artists residing in the United States. Although preference will be given to Indiana residents. Budget The public art budget for this project is $5,000 per installation. This budget includes all artist/artist team design and collaboration fees; fabrication of work; transportation of work to site; and on-site application, installation, and/or artwork integration oversight as needed. The selected artist(s) - or if a team, the lead artist - will be required to hold appropriate business licenses for the duration of the project, as well as to provide proof of insurance or commercial general liability, automobile, and worker s compensation (as is applicable) in accordance with Town standards. Project Timeline (subject to change) Submission Deadline: May 31, 2007 First Panel Review Meeting: June 1, 2007 Second Panel Review Meeting: June 11, 2007 Winona Lake Greenway Art Commission Approval: June 18, 2007 Town Council Approval: June 26, 2007 Artists(s) Under Contract; Final design work Begins: July 2, 2007 Final design drawings due: July 16, 2007 Final design drawings approved: July 31, 2007 Project completed and installed on site: September 30, 2007

3 The Application 1. Completed Application Form. Letter of Interest (not to exceed two pages) describing individual artist s or team s interest in this project, relevant experience, and an initial vision or intent for their installation. Detailed written proposal and concept sketches for site(s). Be sure to include in your proposal the materials to be used and approximate size of artwork. Professional Resume of no more than four pages per individual, emphasizing relevant experience. List of three professional references, preferably from previous similar projects, with e-mail and phone contact information. An annotated image list (see item #2 below) which corresponds to the order of the digital images to be viewed and includes the following information: artist s name; title of artwork; date of artwork; commissioning agency; project budget; subcontractors; fabricators or other design professionals with whom you have worked. 2. CD containing digital photos of past work, up to ten images for individual artists or up to twenty images for artist teams, numbered in order of desired presentation. Be sure to designate on the CD or case the title and corresponding number of each image included. Images must be either 640 pixels wide x 480 pixels high (horizontal format) or 480 pixels wide x 640 pixels high (vertical format) in RGB format saved as JPEG files. 3. Please include an adequately sized, self-addressed, stamped envelope for the return of your materials. Materials will not be returned without a SASE. Deadline The deadline for submission of applications is May 31, 2007. Applications must be received in the Town of Winona Lake Clerk Treasurer Office by the deadline. Postmarks are not acceptable. Mail or deliver materials to: Town of Winona Lake Clerk Treasurer Office 1310 Park Avenue PO Box 338 Winona Lake, IN 46590 Attn.: Winona Lake Greenway Art Commission Review and Selection Process Submissions from artists will be prescreened (First Panel Review Meeting) by the Winona Lake Greenway Art Commission for compliance with submission requirements. The Art Commission will select the finalists. First Panel Review will select the Finalists based on the following: Professional and artistic qualifications and standards of excellence in innovation, creativity and originality as demonstrated in materials submitted. Appropriateness of applicant s medium and style to the site. Demonstrated ability to undertake and successfully execute the work in accordance to the project schedule, in a professional manner and within the project budget. Feasible proposal and conceptual design for each site(s). Finalists meeting the criteria of the First Panel Review will then move on to the Second Panel Review. Second Panel Review will select the artists to be awarded the projects. Other Requirements The artists selected and approved by the Winona Lake Greenway Art Commission and Town Council of Winona Lake shall be asked to enter into a contract with the Town of Winona Lake for the duration of the project. Depending on the scope of the project, prior to the issuance and

4 throughout the duration of the contract, the artist may be required to maintain various types of insurance, including Automobile Liability, General Liability, and other insurance as required by the Town of Winona Lake. The artwork must be durable and resistant to vandalism. All proposed locations and concepts for artworks are subject to approval by the Town and/or other representatives. The Town reserves the right to display and/or reproduce the concept design sketches for the ten final artworks selected.
