MA Higher Education Working Group on Sexual and Domestic Violence A Note from the Chairs Welcome to the second Digest of the Higher Ed Working Group on Sexual and Domestic Violence. The Working Group created this Digest to help disseminate important information and facilitate the sharing of resources among higher education institutions, governmental agencies and service organizations. Since the White House released their report, Not Alone, so much has been happening on campuses throughout the state to improve services for survivors and elevate awareness of sexual and domestic violence. As the year progresses, we hope you will share the efforts made at your institutions and in your communities so that we can learn from one another. This month, we have collected some examples of resource lists compiled by colleges around the state. If you have additional material to add, please contact Victoria at Welcome New Members! victoria.jonas@state.ma.us. Next month, we would like to collect and share materials about how campuses administer or offer trainings for faculty and staff centered on responding to disclosures and their mandated reporting requirements. Please send your policies or information to Victoria. The digest also contains materials describing the excellent services offered by the Sexual Assault Nurse Examiner's program. Information about the Massachusetts SANE Program: MA Sexual Assault Nurse Examiner (SANE) Program Mission The mission of the MA SANE Program is to deliver time- sensitive, compassionate, coordinated care to victims of sexual assault by registered nurses who have been trained, certified, and credentialed through the Massachusetts Department of Public Health (MDPH). The SANEs are available on- call 24 hours/7 days to 27 designated emergency departments in MA to care for sexual assault victims aged 12 years and older. Upon entering the ED, a SANE exam is offered to patients who have been assaulted within the previous 5 days or 120 hours. The SANE cares exclusively for the sexual assault victim, coordinating services within the emergency department with hospital personnel, law enforcement, rape crisis centers, and social services. The SANE is also available to provide expert testimony when a sexual assault case moves forward to prosecution. The MA SANE Program Response To offer specialized nursing services to patients who have been sexually assaulted within 120 hours of the assault: The SANE Program provides timely evidence collection, performs a comprehensive, forensic medical exam including forensic photography (of non- genital injuries) when needed, completes documentation, facilitates police reporting (if patient chooses), completes all mandatory reporting forms, provides treatment, information, and crisis intervention relevant for patient care, oversees all required lab testing and medication management to include HIV, STD and pregnancy prophylaxis; The SANE Program coordinates all appropriate discharge information, and works with the patient and hospital staff to develop a plan for patient safety; The SANE Program coordinates services for the sexual assault patient in collaboration with other providers including but not limited to hospital staff, social service agencies, victim service providers, Rape Crisis Centers and law enforcement officials (if the patient chooses); The SANE Program follows the chain of custody protocols to ensure the integrity of collected evidence; The SANE Program ensures that the patient care interface is kept confidential and secure in keeping with the critical need for patient privacy; It is most important to understand that all patients who are cared for by a Sexual Assault Nurse Examiner (SANE) will have the ability to decide what components of care they choose to receive. Patients will also choose whether or not they want to report their sexual assault to the police. It is not necessary to report to the police in order to have evidence collected, or to receive time- sensitive medications that significantly decrease a patient s risk of assault- related pregnancy, Sexually Transmitted Infection (STI) or HIV To receive SANE care, a patient must report to a designated SANE Emergency Department within 120 hours (5 days) of the sexual assault.
