Mesa redonda 1 Políticas, tecnología e investigación European funding for digitization projects: Opportunities and risks for research libraries Seth van Hooland Universidad Carlos III de Madrid Departamento de Biblioteconomía a y Documentación Universidad de Salamanca, 1-2 de octubre de 2009

Outline and goals of the presentation Introduction to the world of EU funding Overview of the current funding programmes in the context of research libraries Possible benefits, risks and pitfalls Strategies for writing a proposal

Life cycle of a EU-funded project Follow up the Work Programmes and the Calls Constitute a consortium Draft and submit a proposal Evaluation by EC and experts Negotiations between EC and the project coordinator, based upon the budget Establishment of a grant agreement

Who is in a project? Co-ordinating beneficiary: the coordinator bears overall project management responsibility Beneficiary: partners which carry out specific parts of the work Division between content providers and technical partners Sub-contractor: provides services to a beneficiary

Opportunities and risks Opportunities: Financial Research and best practices Networking Risks: Low acceptance rate Financial: only partial funding + time lag for return of expenses Sustainability of project outcomes

Overview of past and current funding programmes for research libraries Past programmes: Telematics for Libraries 1990-1998 IST ICT Digicult 1998-2006 econtent and econtentplus 2001-2008 Research Infrastructures Current programmes under FP7-2009: ICT Digicult: Challenge 4 Digital Libraries ICT - PSP: Theme 2 Digital Libraries Capacities - Research Infrastructures

Current call: ICT Digicult Challenge 4 Digital Libraries and content objective 4.1 «Digital Libraries and Preservation» Target outcomes: Scalable systems for preserving digital content Advanced preservation scenarios Multimedia libraries for collaborative use Call open from 24/11/09 to 13/04/10

Scenario of project funding Find a suitable programme Have a project! Or join one Find project partners Write the proposal Proposal submission and evaluation Negotiation if the project is accepted

Finding project partners or joining others Ideally, people you already worked with Resources: Cordis database Ideal-IST service EC networking events Importance of geographical aspect (new and old member states) Public private partnership

Cordis partner search

Ideal-IST service

Proposal contents Language: any official language, but Two parts: Part A: administrative information about the proposal and the participants online forms Part B: scientific and technical content of the proposal format directly linked to evaluation criteria

Proposal part A A1 form : snapshot of proposal Title, acronym, objective, etc Abstract Previous submission A2 form : partners A3 form : financial data - budget

Proposal part B => Example from a BPN proposal structure Cover page + project profile Section B1: Relevance Section B2: Impact Section B3: Implementation

Section B2: Impact

Section B: Implementation

Section B: Implementation

Evaluation procedure

Overall advice Divide your effort over all the criteria Use clear language with well-organized content Explicitily state (with evidence!) why the proposal meets the evaluation criteria

Specific remarks Relevance criterion: easy to get a high score if you have a sound idea which is in line with the objectives, and which addresses a broad public Impact criterion: prove that the offered content is of high quality and quantity, IPR and metadata should be dealt with => importance of the content table

Specific remarks Impact criterion: provide concrete evidence of why your proposed project will be sustainable and the results will be disseminated Implementation criterion: most proposals waste points here Consortium: must be well-balanced with a logical divide of the labor Only rely on subcontracting when adequate

Getting help and support Submission: EPSS Help desk support@epss-fp7.org For each Work Programme and Call : information days and briefings E-mail notification Use Cordis e-mail notification service to be notified by e-mail each time a call relevant to your area of expertise is published

Outsource proposal writing Outsourcing : costs, risks and benefits Individual consultants or companies, which can also propose to ensure project coordination
