INTRODUCTION This letter was prepared by WorleyParsons Group, Inc. (WorleyParsons) for the Water Replenishment District of Southern California (WRD). The letter presents the specifications for the installation of multilevel environmental monitoring wells in accordance with the previous WorleyParsons technical memorandum recommendations. These specifications are designed to be used in the development of a Request for Bid (RFB) to be distributed to drilling contractors. These specifications are based on the go-by documents provided by WRD from the Robert W. Goldsworthy Desalter Expansion Project. The following outlines the general scope of work. However, the detailed specifications are included as Appendix A. The attachments should be used to prepare proposals and costs as they provide more detail with respect to the project expectations. The references to numbered sections refer to the specifications in Appendix A. 2. SPECIFICATIONS Refer to Section 00800 Supplementary General Conditions 2.1 Summary of Work A. The completed Work will provide the Water Replenishment District (WRD; Owner) with two new clusters of groundwater monitoring wells at the two locations shown in Figure 1, referred to as the Koontz site and the Hawkins site. The Work will be overseen and directed by a licensed Professional Geologist (Consultant or Owner s Agent) retained by the Owner. The Work includes the following items to be completed by the Drilling Contractor (Contractor): 1. Mobilizing to each well site and setting up all equipment and materials for the drilling, logging, construction, and development of two new groundwater monitoring well clusters. It is expected that the two well locations will be drilled consecutively. 2. Clearing each borehole location to a depth of 8 feet below grade with a vacuum rig to ensure that no buried utilities are present. tech memo wrd drilling specs 2014-03-07.docx Page 1 7 March 2014
3. Drilling an 8-inch pilot borehole to a depth of approximately 450 feet bgs at each well site using direct mud rotary methods as directed by the Consultant. 4. Completion of geophysical and caliper logging in each pilot borehole. 5. Installing two single-completion 2-inch diameter wells: one in the pilot borehole and one in a shallower adjacent borehole that will not require logging. 6. Drilling a 12 inch borehole to a depth of approximately 230 feet bgs and installing three 2-inch diameter wells nested within it, which will not require logging. 7. Monitoring mud properties for viscosity, solids content, density, and filter cake thickness throughout the drilling to maintain hole integrity and minimize mud infiltration into the formations. 8. Final depths and design of monitoring wells will be determined by the Consultant. 9. Performing sieve analysis of drill cutting samples from each well as directed by the Consultant. 10. Potentially plugging a portion of the pilot borehole below the design depth of the well if directed by the Consultant. 11. The slot size opening of the screen is to be determined after obtaining the sieve analysis results and as approved by the Consultant. 12. Providing and installing gravel pack, as approved by the Consultant, in each well s annular space around the well screens (gradation of gravel pack to be determined from sieve analysis results). 13. Providing and installing a cement grout seal in each well s annular space. 14. Conducting dual-swab with simultaneous airlifting development of each new well. 15. Conducting pump development of each new well. 16. Separating drill cuttings and development sediments from associated liquids and staging them for proper disposal. 17. Provide for the conveyance of development water to a containment point as approved by the Consultant. 18. Completing the well at the surface with flush-mount, traffic rated well vaults. 19. Performing final Site cleanup and restoration. 20. Furnish logs, daily records, and other items as specified to the Consultant. B. The intent of these Specifications is to provide five monitoring wells at different depths at each well location such that the three shallowest wells are nested and the two deepest wells are isolated in their own boreholes. Well depths of 110, 140, 230, 310, and 430 feet, each with 10-foot screens have been selected for use by the Contractor in determining their base bid quotation. The Consultant reserves the right to change materials and quantities specified in the following documents based on conditions encountered in the field. In addition, the Consultant reserves the right to discontinue the construction of the well if at any time the Consultant believes it is in the Owner's best interest to discontinue. In such a case, the Contractor shall be paid at the prices bid for the actual work accomplished. C. Standby time shall be paid for any portion of a normal work day when the Consultant's representative orders work to cease or when other activities at the site dictate shutdown as approved by the Consultant's representative. D. Downtime shall mean that time, other than standby time, during which drilling could occur but does not or when machinery is broken down, materials or equipment are not available, or the Contractor elects not to drill. All downtime shall be at the sole expense of the Contractor. E. The Contractor shall be responsible for giving the Consultant advance notice prior to performance of specific Work items as specified within individual sections of these Specifications. F. Portions of the Work require operations that are commonly performed by specialists and subcontractors. Well driller, well logging and testing firms, and all others employed in constructing the well shall be approved by the Consultant. G. Filing of the Well Driller's Report, and acceptance of same by Los Angeles County and California Department of Water Resources, shall be a condition precedent to the release of Contractor s retention. The Contractor shall forward a copy of the Well Driller s Report to the Consultant and the Owner at the same time it is filed with the Los Angeles County and California Department of Water Resources. H. Throughout the period of construction, the Contractor shall keep the Work Site free and clean of all rubbish and debris. Protective barriers and other safety protection necessary to protect the public and workers shall be provided by the Contractor. The Contractor shall protect all existing fences, walls, buildings, trees, and landscape during the progress of Work. In the event of damage to such property, the Contractor shall, at their own expense, immediately restore the property to a condition equal to its original condition and to the satisfaction of the Consultant. This provision includes damage to surface and subsurface utilities. After completion of the Work, the Contractor shall remove from the premises and Work areas all materials, tools, debris, and drill cuttings from the drilling operations. At the completion of the wells, the site shall be cleared of all materials and left in a condition acceptable to the Consultant. I. The Contractor shall at all times perform their operation in such a manner as to prevent the introduction of contaminants into the well. Tools, casings, pumps, and other elements shall be kept clean. Water supply and drilling fluids shall be protected from contamination. The Consultant will require the materials and equipment to be cleaned and disinfected if, in the Consultant's sole opinion, the operation is introducing contaminants into the well. J. Lost Holes: 1. Holes Abandoned for Cause: If the Consultant determines that for reasons beyond the control of the Contractor it is necessary to stop drilling, or the hole is lost before the objective or desired depth is reached and further attempts to save or complete the hole are not practical, the hole will be ordered abandoned for cause. The Contractor shall fill and plug the hole according to the most restrictive city, county, state and/or federal regulations. The Contractor will be reimbursed for the footage drilled and other operations and for moving to an alternative location. 2. Defective Holes: If the Consultant determines that the hole is lost due to negligence, incompetence, or malpractice on the part of the Contractor or their personnel, or to the use of defective or unsuitable equipment, Consultant will immediately notify the Contractor in writing of Consultant s decision and order the hole abandoned. If a hole does not meet the Page 3
requirements set forth herein, or if the Contractor fails to drill a hole to the depth specified by the Consultant within the scope of the agreement, the hole will be declared abandoned. Any hole that cannot be corrected to the required tolerance for alignment will be declared abandoned. The Contractor, at their own expense, shall fill and plug the hole(s) according to the most restrictive city, county, state and/or federal regulations. Contractor shall drill a new hole at an alternate site in the immediate area approved by the Consultant. The Contractor will not be paid for any footage drilled or for other operations performed in any hole abandoned because of defects. 2.2 Preconstruction Safety Conference Refer to Section 01311 Preconstruction Safety Conference. The Owner and Consultant will hold a project kickoff meeting and preconstruction safety conference to discuss the health, safety, and environmental considerations of this work. The conference will include a site walk and discussion of logistical arrangements and permit requirements prior to mobilizing equipment. 2.3 Water Well Mobilization/Demobilization Refer to Section 33 12 13.01 Water Well Mobilization/Demobilization. Drill rigs, support equipment, and well materials are to be brought to site in accordance with all local permit conditions including those that govern traffic lane closures, noise ordinances, lighting, temporary utilities, fire prevention, and security. All down-hole equipment shall be thoroughly decontaminated before and after use. 2.4 Water Well Drilling Refer to Section 33 12 13.02 Water Well Drilling. Drilling of boreholes will be primarily with mud rotary methods unless shallower or smaller diameter boreholes that can be installed with other methods are indicated. Drilling fluids shall be monitored regularly for density, viscosity, sand content, filter cake thickness, and ph to ensure that properties are within the acceptable ranges. Three boreholes will be drilled to approximately 230, 310, and 450 feet bgs. The deepest borehole will be drilled first and down-hole geophysics in conjunction with geologic logging of cuttings will allow the Consultant to determine the final well construction at each depth. Samples for geologic logging will be collected every five feet, logged, labeled, and stored. All cuttings, drilling fluids, and waste water shall be properly contained for disposal as waste. 2.5 Borehole Logging Refer to Section 33 12 13.03 Water Well Geophysical Logging. Geophysical logs will be run on the deepest borehole in each cluster to confirm the observations made during geologic logging and refine the depth intervals of interest for determining the screened intervals of the final wells. Caliper logs shall be run on the final reamed boreholes prior to well installation to confirm uniform diameter and precise annular volume. Page 4
2.6 Well Construction Refer to Sections 33 12 13.04 Water Well Casing, 33 12 13.05 Water Well Screen and Gravel Pack, and 33 12 13.06 Water Well Grouting and Borehole Plugging. Monitoring wells will be constructed from Schedule 80 PVC flush threaded blank casing with stainless steel flush threaded screened intervals. The gravel pack grain size distribution and screen openings will be determined after sieve analysis results and geophysical logging results are obtained. Centralizers should be placed every 20 feet starting 5 feet from the bottom of the well. In the case of nested wells, spacers should be placed to keep at least 2 inches of annular space between each well casing and screen. Gravel pack should extend at least 1 foot below and at least 3 feet above the well screen and be separated from the cement/bentonite grout seal by a minimum of 3 feet of bentonite chips hydrated in place. 2.7 Well Development Refer to Section 33 12 13.07 Water Well Development. Well development shall proceed until the wells produce water free of drilling mud and naturally occurring silt, sand, and clay. Drilling mud and filter cake may be dispersed using chemical additives, provided those additives are removed through air lifting or pumping. Development should be of sufficient quality to allow the collection of groundwater samples free of turbidity. 2.8 Temporary Facilities and Controls Refer to Section 01 50 00 Temporary Facilities and Controls. The Contractor is expected to provide temporary utilities, sanitary facilities, containment infrastructure, and site controls to allow the safe and efficient execution of this scope of work. Pollution of any kind, including runoff, noise, and exhaust shall be minimized and controlled. Any property damage as a result of the Contractor s activities shall be repaired and restored at the Contractor s expense. Page 5
