City of Hewitt Request For Qualifications For Construction Manager At Risk New Hewitt Police and Fire Department Building Due Wednesday, April 24, 2013 By 2:00 PM RFQ 13-02 The City of Hewitt (Owner) invites RFQ from qualified firms (or teams) interested in providing construction management at risk services in connection with the design and construction of the new Police and Fire Department building. Bid # 13-02 Construction Manager at Risk new Police and Fire building No oral explanation in regard to the meaning of the specifications will be made and no oral instruction will be given. Request from interested vendors for additional information or interpretation of the information included in the specifications should be directed in writing to: Adam Miles, City Manager Fax: 254-666-6014 Email: adammiles@cityofhewitt.com The deadline for receipt of written questions shall be 12:00 (Noon), Central Daylight time, Wednesday, April 17, 2013. A written response will then be distributed to all registered vendors. The city retains the right to reschedule the opening if a minimum of three (3) proposals are not received. Additionally, the City of Hewitt reserves the right to reject in part or in whole all proposals submitted, and to waive any technicalities for the best interest of the City of Hewitt.

Request For Qualifications The City of Hewitt, Texas, pursuant to the provisions of the Chapter 271, subsection 271.118 of the Local Government Code, invites the submittal of responses to this RFQ from qualified firms (or teams) interested in providing construction management at risk services in connection with the design and construction of the new Police and Fire Department. The City proposes to retain a highly qualified, capable firm to act as the Construction Manager at Risk during the design and construction of the Project for a fixed price. The City will give prime consideration to the Construction Manager at Risk respondent with significant, current experience in the management of projects similar to the proposed Police and Fire Department building. Sealed submittals are to include the information requested in this package in the sequence and format prescribed. In addition to and separate from the requested information, submitting organizations may provide supplementary materials further describing their capabilities and experience. Selected proposers may be requested to submit additional information indicating fees. The City reserves the right to negotiate with one or more parties and shall not be obligated to enter into any contract with any respondent on any terms or conditions. The Project This project provides for design and construction of a Police and Fire Department building of approximately 20,000 square feet and will include offices and related spaces for the Police and Fire Department. This will include bays for fire apparatus as well as parking for police cars and police and fire employees. The proposed project will be situated on 4.82 acres of land, more or less located in the 300 Block of Ritchie Road in Hewitt. Project Funding A maximum budget of $3.4 million has been set for construction. This amount does not include architectural fees. Project Schedule RBDR, PLLC of Waco (Architect) has been selected as the City s architect for this project; schematic design is already underway. While timelines have yet to be fully developed, work would begin immediately upon selection. The Evaluation Panel will meet in late April with a final decision expected from the City Council in mid-may. Construction is expected to begin in Fall 2013 with completion in Fall 2014. Scope of Work The anticipated scope of work consists of the following responsibilities: A. The Construction Manager at Risk will serve as an integral team member during the design process and throughout the construction process. The selected Construction Manager(s) at Risk will be required to perform the basic

construction management services for the project. Furthermore, the Construction Manager at Risk will be used, in conjunction with the design team, as the cost estimator, project scheduler, and to apprise the Owner of phasing implications for the project. The Construction Manager at Risk will coordinate and cooperate with the Owner and Architect. B. Pre-Construction Service responsibilities include but are not limited to: Schematic and design development cost estimating and value engineering Manage the Guaranteed Maximum Price (GMP) Documentation Establish Budget by Bid Package for Construction Documents Phase Prepare Sub-contractor Bid or Proposal Packages Conduct Pre-Bid Meetings Receive Bids Conduct Award of Contracts/Purchase Orders with subcontractors and suppliers Provide Coordination and Management of Sub-contractors Summarize Monthly Reports Provide Change Order and Contingency Funds Control Establish a Quality Management Program Provide for Job Safety Functions Provide Accounting Functions Provide Jobsite Security Functions Provide Post Construction Services Provide Value Engineering and Management of Construction Schedule Post construction services including implementation of close-out procedures One year after project completion walk through Selection Process Selection of the construction manager at risk will follow the proposal-interview process. From a review of the statements of qualifications received, the City intends to select a construction manager at risk. If the City desires to interview your firm, you will receive notification of the date and time of the interview. The City will use an Evaluation Panel to evaluate the submittals. The statements of qualifications received will be part of the selection process, together with a potential interview, to determine if a contract shall be pursued. The preferred team then will negotiate with the City on fee and contract conditions. If a reasonable fee cannot be achieved with the team of choice, in the opinion of the City, negotiations will proceed with the second choice team until a mutually agreed contract can be negotiated. Evaluation Criteria The criteria used to evaluate the RFQ responses will include, but not be limited to, the following (items listed below are not listed in order of importance): A. Qualifications of firm, specifically as they relate to similar projects.

B. Firm experience on similar projects (specifically serving as CM at risk with a Texas municipality) and the individuals who would be assigned to this project C. Available resources to complete the project, which would include the analytical, design tools, personnel, resources or methodologies commonly used by your firm that may be applicable to the project categories. D. The quality of the vendor s services. E. Professional references to include the past performance and reputation of the vendor and of the vendor s goods or services. F. Record of cost control with demonstrated ability for developing accurate cost estimates consistent with completed projects. G. Demonstrated financial capacity to complete the project. H. Overall Responsiveness to the Request for Qualifications including thorough responses to all questions listed in the Qualifications Questionnaire. I. Safety Record of the firm Request For Sealed Qualifications Questionnaire Please provide the following information in the sequence and format prescribed by this questionnaire. Supplemental materials providing additional information may be included under separate cover attached, but the information requested below is to be provided in this format. Please include an outside cover containing the name of the Project ( Request for Qualifications for Construction Management at Risk Services for the Proposed New Police and Fire Building ), the name of the Respondent, and the submittal date. A table of contents should be next, followed by tabbed dividers separating each of the following seven (7) sections: Divider #1: Letters The first page following the divider shall be a letter transmitting the response to the City and stating that the proposal set forth in it remains effective for a period of 60 calendar days. At least one copy of the transmittal letter shall contain the original signature of a partner, principal, or officer of the respondent. Divider #2: Firm Information a. Firm name, addresses, and telephone numbers of all firm offices. b. Structure of firm, i.e., sole proprietorship, partnership, corporation, and size of firm c. Names of principals in firm. d. Primary contact. e. Organizational description. f. Description of firm s philosophy Divider #3: General Company History/Qualifications a. How many years has your organization been in business in its current capacity? b. How many years has your organization been in business under its present name?

c. Under what other or former names has your organization operated d. Provide a brief history of the construction manager at risk and the services routinely provided in-house on civic building projects. e. Provide an organizational chart that explains team member responsibilities. f. Include the resumes of all persons to be assigned to the project with their prospective roles identified. g. List of all related design awards and recognition that the Construction Manager or key team members of the construction management firm have received. h. List jurisdictions and trade categories in which your organization is legally qualified to do business and indicate registration or license numbers, if applicable. Divider #4: Experience and References 1. Within this section, provide a discussion of Construction Manager at Risk s experience in working with Government Agencies. List of all comparable civic projects, whether ongoing or completed in the past 6 years, including references. Please begin with projects in Texas. For each, please provide: a. Project name and location b. Year completed c. Short description of project d. Names, addresses, and phone numbers of owner and contact person(s) tasked with daily responsibilities of project. e. Names, addresses and telephone numbers of project architect f. Estimated cost and final construction cost and whether or not it was within the project budget g. Construction time and whether or not it was completed on time. h. Include all projects currently under contract. 2. List the categories of work that your organization normally performs with its own forces. Would you propose to do any work with your own forces or to bid all work to subcontractors? 3. List any subcontractors in which your organization has some ownership and list the categories of work those subcontractors normally perform. 4. Has your organization ever failed to complete any work awarded to it? (If the answer is yes, please attach details.) 5. Are there any judgments, claims, arbitration proceedings or suits filed or outstanding against your organization or its officers for the last 5 years? (If the answer is yes, please attach details.) 6. Has your organization filed any lawsuits or requested arbitration with regards to construction contracts within the last 5 years? (If the answer is yes, please attach details.) 7. Within the last 5 years, has any officer or principal of your organization ever been an officer or principal of another organization when it failed to complete a construction contract? (If yes, please attach details.) 8. List the major construction projects your organization has in progress (noting method of selection, i.e.: CM at Agent, Bid, Proposal or other), giving the name and location of project, owner, architect, contract amount, percent complete and scheduled completion date.

Divider #5: Management and Organizational Approach Describe your management and organization approach to the project. The following should be addressed within this description: a. Please describe your firm s understanding of the project. b. Describe how the firm will organize to perform the services. c. Describe your organization s concepts for working in a team relationship with the Owner and Architect during the design and construction of major projects. d. Describe your organization s methods for estimating costs, and for scheduling during the design/document phases. e. Describe how your company will benefit this project using Construction Manager at Risk. f. Describe fast track or other construction methodologies that have been utilized to expedite projects and the benefits devised from such approaches. Divider #6: Cost Estimating and Fees 1. Include a sample conceptual cost estimate prepared during the design phase of a project and a sample of the final cost estimate/breakdown used to fix the contract amount for the construction of the same project. (The identity of the project may be concealed. The intent is to see the nature and format of the cost information provided). 2. Describe your organization s ideology as it pertains to the pre-construction phase fee, i.e., items and services to be included in the fee. 3. Describe your organization s ideology as it pertains to the construction phase fee, i.e., fixed fee, percentage fee, and particular items to be included and/or excluded from the fee. 4. Your firm would be required to make all cost information during design and construction available to owner and architect. Describe how this information would be furnished and how the owner and architect would be assured that it is complete and accurate. Divider #7: Financial Information 1. Attach a financial statement, preferably audited, including your organization s latest balance sheet and income statement showing the following items: a. Current assets (e.g., cash, joint venture accounts, accounts receivable, notes receivable, accrued income, deposits, other assets). b. Non-current assets (e.g., net fixed assets, other assets). c. Current liabilities (e.g., accounts payable, notes payable (current), accrued expenses, provision for income taxes, advances, accrued salaries and accrued payroll taxes). d. Non-current liabilities (e.g., notes payable). e. Capital accounts and retained earnings (e.g., capital, capital stock, authorized and outstanding shares par value, earned surplus and retained earnings). 2. Is the attached financial statement for the identical organization named under item 1 above? If not, explain the relationship and financial responsibility of the organization whose financial statement is provided (e.g., parent subsidiary). 3. Will the organization whose financial statement is attached act as guarantor of the contract for construction? 4. Provide name, address, and phone for bank reference

Submittal Instructions Sealed submittals are required. Submittals shall be delivered to Lydia Lopez, City Secretary, at the address set forth below at or before 2:00 P.M. on Wednesday, April 24, 2013. Late submittals will not be accepted. All submittals must be labeled on the outside with the respondent s name, the name of the project ( Request for Qualifications for Construction Manager at Risk for Construction of the new Police and Fire building ).
