Purpose. To promulgate policy governing the proper wearing of uniforms by personnel assigned to Naval Special Warfare Command and its component commands per referenc es (a) through (d). 2. Cancellation. COMNAVSPECWARCOMINST 1020. lh. 3. Background. Reference (a) provides guidelines for the proper wearing of prescribed uniforms. References (b) through (d) provide specific guidelines on how to wear the NWU Type II and Type III uniform and when they are authorized to be worn. Enclosure ( 1) provides details on how each c omponent of the NWU Type II (tan digital camouflage) and Navy Working Uniform (NWU ) Type III (green digital camouflage) should be worn. 4. Action. Commanding officers, executive officers, and senior enlisted advisors shall take appropriate and continuing action to ensure unifo rms are worn in accordance with the standards as set forth in references (a) through (d) and enclosure (1). 5. Uniform a. Uniform of the Day. As promul gated by l ocal authority. b. Working Uniforms (1) All NSW personnel. The NWU Type III is intended f o r year-round garrison wear and shall be the standard working uniform for NSW. The NWU Type III is designed to accommodate

male and female Sailors and to fulfill multi-functional/ geographic uniform requirements in CONUS and OCONUS. The NWU Type III is designed to be worn in environments that do not require special clothing. (2) Navy-issue coveralls may be worn for work that would permanently soil other uniforms. Coveralls are not authorized for wear outside unit commands. c. Physical Training (PT) Uniforms. The PT uniform will be worn during command PT periods. Commanders may authorize the wearing of the PT uniform in and around the unit compound after normal PT evolutions. Wearing of the PT uniform within unit/team compounds is a privilege and will not be allowed to detract from a professional military appearance. The following items are authorized for wear: (1) Warm Weather: (a) Navy issue brown t-shirt (b) Navy issue blue/black shorts (cl Athletic Socks (d) Government-issue tennis shoes or individually procured running shoes, black/tan combat boots or jungle boots. Ankle-high hiking boots are authorized if conservative in color or style. (e) Sports bras (black or blue) are authorized for females for PT only. (fl Command ball cap (commander's discretion) (2) Cold/inclement Weather: issued) (a) Navy blue/black sweatsuit top and bottoms (Navy (b) Issued Gortex (c) Black watch cap (d) Field jacket, parka, fleece (other cold weather issued equivalent) (e) Black or olive drab gloves (3) Command Semi-annual PFA: 2

Other (b) Shorts (or sweats), PTU, Blue (c) Shorts, compression, navy blue/black (optional) (d) Athletic socks (e) Athletic shoes (sneakers) (1) Navy-issue clothing items will not be mixed with civilian clothes, except as outlined in reference (a). (2) Rank insignia and covers will be worn whenever outside of cornmand compounds. Cornmand ball caps are not authorized for wear with Service Khaki. Wearing of ball caps with the NWU Type II and Type III uniform is only authorized on ranges and at training events at the discretion of the cornmanding officer. (3) Accessories such as sunglasses, eyeglass retainers, watchbands, or special-purpose footwear, when worn with a uniform, shall be of conservative design so as not to conflict with a military appearance. 6. NSW External Uniforms. When visiting cornmands outside the NSW claimancy, the NWU Type III is the prescribed uniform of the day for all NSW assigned personnel. When directed, or as appropriate, the proper service uniform should be worn in place of the NWU Type III. The NWU Type III is not authorized for personnel visiting the Pentagon, the National Mall area bounded by Capital Hill and surrounding Senate and House Staff Offices, the White House and Executive Office Building, the State Department, and all monuments and memorials per references (c) and (d). Wear of the NWU Type III on the DC Metro, public transportation, and Slug lines is authorized. 7. Travel Uniforms. Unless otherwise prescribed by the regional commander, the NWU Type III is authorized to be worn at all facilities on base, while commuting to and from work and home via privately owned vehicle (POV) or public transportation and on government and military contracted flights to or from continental United States (CONUS) and outside CONUS locations. The Service Dress Uniform and the Service Uniform may be substituted for the NWU Type III. The NWU Type III will be worn as directed by references (a) through (dl and amplified by enclosure (1) of this instruction. 3

COMNAVSPECWARCOMINST 1020. lj 8. Liberty Uniforms. Appropriate c ivilian attire is the prescribed liberty uniform. The following guidance is set forth by references (c) and (d) for wear of the NWU Type III during the workday and liberty: a. Routine stops while transiting between work and place of residence via POV or public transportation are authorized. Examples of short-term stops include drop off /pick up for child care, dry cleaners, gas stations, banks, and convenience stores. b. Shopping at non-military installation retail store outlets or malls, banking, and off base dining are authorized before, during a nd after working hours. However, since this is not a liberty uniform, consumption of alcohol while off base in the NWU Type III is not authorized. c. At off-base official Navy or government functions (e.g. Navy League functions, awards banquets, or Sailor of the Year events) the NWO Type III may be authorized by the corrunander. d. At off-base working parties, including corrununity relations (COMREL) projects, the NWU Type III ma y be authorized by commanders. 9. Reserve Personnel. Personnel from outside the corrununity that are mobilized to an NSW billet for less than 45 days are not authorized to be issued the NWU Type II or III, unless tasked to depl oy. 10. Non-NSW Personnel. Personnel from outside the corrununity that are temporarily assigned duty to an NSW billet for less than 90 days are not authorized to be issued the NWO Type II or III, unless tasked to deploy. 11. Departing NSW Personnel. Personnel who transfer to non-nsw commands are not authorized to wear the NWU Type II or III, but shall wear the appropriate uniform of the day prescribed by their corrunand. 12. Non-NSW Corrunands. SEALs or SWCCs assigned to non-nsw billets are not authorized to wear the NWU Type II or III. Approval to wear NWU Type III at non-nsw corrunands requires authorization from their current chain of corrunand and the uniforms must be ordered as per reference (b). NSW will not order or purchase NWU Type III uniforms for personnel who are not filling an NSW billet. 4

STANDARDS FOR WEARING NAVY WORKING UNIFORM (NWU) TYPE II AND TYPE III 1. General. The NWU Type II and III consist of standard issue, 50 percent cotton and 50 percent rip stop nylon trousers and blouse, appropriate footwear, 1~ inch coyote brown one piece nylon woven riggers belt, with subdued black finished buckle, authorized headgear, and appropriate Velcro, embroidered sew-on, and slip on insignias. a. Except when worn for field operations, all parts of the camouflage uniform will be clean, neat, unfrayed, and worn in a professional manner so as to reflect credit upon the service. 2. NWU Type II. This uniform is not authorized as a CONUS garrison uniform. It is only authorized on the range, during training evolutions, operations, and for OCONUS use. It can be worn while transiting to training events provided the uniform meets the requirements of reference (b). At a minimum the uniform will have name tags, service tags, and rank devices. Wearing the NWU Type II within command compounds as well as the wearing of rank insignias and team patches is at the discretion of the commanding officer. 3. For information on how to wear the NWU Type II and Type III refer to references (b) through (d) of this instruction. NSW guidelines for specific uniform components are listed below: a. Eight Point Cap. The eight point cap will be worn squarely on the head so that the visor is on a line just above the level of the eyes. Rate/rank insignia is required for E4 and above personnel. The cover will be maintained so that it presents a professional blocked appearance. b. Blouse. Sleeves may be worn rolled down during winter season and may be rolled up (cuff right-side out) for the summer season in accordance with the regional commander's uniform shift message. Exceptions to the method of wearing the blouse may be authorized by the commanding officer under conditions deemed appropriate in the interest of health, comfort, and efficiency due to climatic conditions. During formations commanders will ensure that the uniforms are standardized in wear to present a professional military appearance. The Seabee logo is the only logo authorized to be worn on the blouse. It may be worn on the right breast pocket. Enclosure (1)

c. Undershirts. Undershirt will be brown, cotton guarterlength sleeve, with crew neck collar. Sweatshirts may be worn under the camouflage blouse only during field training, and only if approved by the commanding officer. d. Belt. All personnel will wear the 1~ inch coyote brown one piece nylon woven riggers belt, with subdued black finished buckle or 1~ i nch wide brown one piece adjustable nylon webbing riggers belt with forged steel buckle and hook and loop fastener. The excess end of the fastening tip will be oriented to the left of the buckle of the wearer's body. When properly worn, the belt tip will extend two-four inches from the buckle. e. Trousers. Normal wear is fastened fully on t he waist with the belt buckle centered over the trouser fastener. Pant legs will be bloused by tucking the pants neatly into the tops of the boots (blousing straps are optional}. Trousers will have appropriate name tag located above the right rear pocket flap. f. Thermal Underwear. Issued or personally purchased thermal underwear is authorized to be worn under the NWU Type III undershirt and trousers. Thermal underwear will not be visible if worn. g. Footwear. Personnel will wear tan/black issued boots or commander authorized equivalents with the NWU Type II and NWU Type III. Footwear in garrison will be in good repair. Boot laces will be tucked in a manner to present a well kept appearance, i.e., inside the top of the boots. Socks will be black or tan and shall extend past the top of the boots. h. Velcro Patches. NSW personnel are authorized to wear the U.S. Flag (cloth, matching NWU Type III material) on the right shoulder while in CONUS, in garrison, preparing for deployment, or deployed OCONUS. Additionally, the 1st Union Jack of the Navy, popularly worn on the left shoulder, is authorized for wear under the same conditions as the U.S. Flag, but may be replaced by call signs or other tactical designators during operations. 4. Ball Cap. Ball caps may be worn with the Type II uniform at the discretion of the corrunanding officer at training ranges and during operations. Ball caps will not be worn with the NWU Type III in garrison. However, they may be worn with the NWU Type III during traini ng evolutions in the SOCSOUTH and PACOM AOR. 5. Female Maternity Uniform. Pregnant unit members who have reached the point in their pregnancy where their regular issue uniforms no longer fit will wear the NWU Type III maternity uniform. 2 Enclosure (1)

6. Au t horized Modifications for Environmental Extremes. Modifications are not authorized uniform changes; rather, they are exceptions which may be granted by appropriate authority (e.g. brown t-shirt/green shorts with dive socks and boots; cold weather boots). At no time will the modified uniform be worn to conduct daily business on board any military installation (e.g. to visit the pass office, security, exchanges). for environment extremes the following modifications are authorized when granted by proper authority: a. The NWU Type II and Type III blouse may be removed on training/job sites or in work spaces. b. The NWU Type II and Type III trousers may be worn unbloused in training. c. During winter or inclement periods, the parka hood is authorized for wear in addition to head gear. Black leather gloves are also authorized. 3 Enclosure (1)
