CITY COMMISSION AGENDA MEMO September 12, 2016 FROM: Susan Adams, Flint Hills Discovery Center Director MEETING: September 20, 2016 SUBJECT: Flint Hills Discovery Center Temporary Exhibit PRESENTERS: Susan Adams, Flint Hills Discovery Center Director Eddie Eastes, CPRP, Director of Parks and Recreation BACKGROUND In April 2012, the City of Manhattan opened the Flint Hills Discovery Center (FHDC). This 35,000 square foot facility explores the science and cultural history of the Flint Hills of Kansas through permanent and temporary exhibits and accompanying programs for visitors of all ages and backgrounds. There are 10,000 square feet of permanent exhibits at the Flint Hills Discovery Center. The space is programmatically supported by an additional 2,100 square foot temporary exhibit gallery. Changing exhibitions are presented on average of 10-12 weeks, with approximately 3-5 changing exhibits each year. The FHDC s temporary exhibition program seeks out exhibits that serve the local population and Flint Hills regional interests with a focus on the mission of the FHDC. Some of the temporary exhibits are developed in collaboration with community partnerships while others are purchased from companies that specialize in traveling exhibits. The exhibit subjects are chosen to expand the general public s engagement with and understanding of unusual subject matter that they ordinarily wouldn t be aware of or be exposed to. Temporary exhibits provide the opportunity for FDHC staff to emphasize a portion of the Flint Hills and the FDHC s mission by broadening the focus of the facility into topics partially or not entirely covered within the permanent exhibits. DISCUSSION The FHDC exhibit team and the FHDC Advisory Board have reviewed and approved the traveling exhibition Rainforest Adventure and propose it for display in the temporary gallery from January 27, 2018 through April 29, 2018. This exhibit is designed and produced by Minotaur Mazes from Seattle, Washington.
Themed mazes are powerful kinesthetic learning tools. The synergy between the physical acts of exploring a maze while mentally interacting with the curriculum engages and educates visitors of all ages and creates a memorable experience. One of the least known habitats on Earth, the rainforest is filled with exciting mysteries waiting to be discovered. Abundant and sometimes unfamiliar sights, sounds, and plant and animal biodiversity come together to create an interactive experience about one of the world s greatest treasures. Visitors experiment with physical and mental challenges as they descend through the four layers of rainforest. By the time visitors reach the forest floor, they are better equipped with an understanding of how humans impact this diverse yet fragile forest, and how they can make a difference. The exhibit provides an opportunity for the community to be educated about an eco system that is in danger and fragile, which is similar to the eco system of the Flint Hills. This exhibit has the potential to touch all age groups. The FHDC Advisory Board has reviewed this exhibit and approved it for consideration with the recommendation that a couple panels show the comparison between the two eco systems. There are also many STEM aspects that staff will be able to apply with programming. Potential partners include Kansas State University, Sunset Zoo, Konza Prairie, and Tallgrass National Preserve. The FDHC Advisory Board discussed and approved Rainforest Adventure exhibition at its July 11, 2016, meeting. FINANCING The rental fee for a three month presentation is $30,000. The FHDC s 2016 operating budget has adequate funds to finance the $7,500 initial payment of the $30,000 rental fee. Subsequent payments of $15,000 in 2017 and $7,500 in 2018 will be funded from the Flint Hills Discovery Center budget or by local and regional corporate sponsors or both. ALTERNATIVES It appears the Commission has the following alternatives concerning the issue at hand. The Commission may: 1. Authorize City Administration to finalize and the Mayor and City Clerk to execute an agreement in the amount of $30,000 with Minotaur Mazes, of Seattle, Washington, for the exhibition of Rainforest Adventure at the Flint Hills Discovery Center for the period of January 27, 2018, through April 29, 2018. 2. Do not authorize City Administration to finalize the agreement. 3. Modify the agreement to meet the needs of the Commission. 4. Table the request.

Rainforest Adventure Traveling Exhibition Lease Agreement THIS LEASE AGREEMENT (this "Agreement") is entered into as of, 2016, by and between MINOTAUR MAZES, ("Minotaur"), and the City of Manhattan, Kansas, a Kansas municipal corporation, ( Host ). WHEREAS Minotaur has developed the Rainforest Adventure interactive maze exhibition; and WHEREAS Host owns and operates the Flint Hills Discovery Center ( FHDC ) located at 315 S. 3 rd Street, in Manhattan, Kansas; and WHEREAS Host desires to lease the Rainforest Adventure traveling exhibition from Minotaur for display at the FHDC; NOW, THEREFORE, in consideration of the foregoing, and of other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the parties hereby agree as follows: 1. Minotaur Obligations: a. Provide the Rainforest Adventure traveling exhibition (the Exhibit ) for use at the Flint Hills Discovery Center between the dates of January 27,2018 April 29th, 2018. b. Provide one (1) technician to set-up the Exhibit with the assistance of at minimum four (4) Host personnel on January 22 26, 2018. Installation will require approximately 24 hours (120 manhours) or 3 working days. c. Provide one (1) technician to de-install the Exhibit with the help of at minimum four (4) Host personnel on May 1, 2018. De-install will require approximately 16 hours (80 man-hours) or 2 working days. d. Train Host personnel in Exhibit operation and maintenance at time of installation. e. Arrange and coordinate inbound and outbound shipping of the Exhibit. Exhibit to arrive in one 53-foot trailer by installation date. A loading dock is required. If no loading dock is available, a forklift will be necessary. f. Provide PR Packet which includes logos, press release, exhibition summary, individual exhibit descriptions, and high resolution images for use in any media solely for the purpose of the promotion of Rainforest Adventure. Minotaur has the right to approve all artwork in accordance with Section 2.f. g. Provide the Exhibit in good working order and condition h. Due to the interactive nature of the exhibit, Host acknowledges that the exhibition will require routine maintenance and care. Minotaur will respond to inquiries (phone or e-mail) from Host regarding maintenance issues within twenty-four (24) hours. Minotaur will provide Host with 'spare parts' for any components that may require repair or replacement while Exhibit is in use at the Host s premises.

A crew larger than four (4) will reduce installation and de-install time. A crew smaller than four (4) will be supplemented with local labor provided by International Alliance of Theatrical Stage Employees (IATSE), the cost of which will be borne by Host. b. At least one (1) of the crew (as defined in section 2.a.) must also be a member of Host staff with responsibilities for upkeep and maintenance of the Exhibit. c. Assume responsibility for Exhibit from the time Exhibit is received until it ships out. Any damage to Exhibit beyond normal wear and tear will be billed as appropriate to restore the Exhibit to the condition when first received, fair wear and tear excepted. The total cost of repair is not to exceed the replacement value of the Exhibit. d. Host staff will be responsible for unloading and loading the truck. Exhibit arrives in six (6) crates, all of which are on wheels. Crates are loaded into the truck at floor level. No forklift or special tools are required when a loading dock is available. e. Provide indoor storage for Exhibit crates. f. Provide proofs for approval to Minotaur, prior to production, of all printed materials and the like used for publicity and promotion of Rainforest Adventure. Approval shall take no more than 2 business days at which time, if no response has been received, permission shall be deemed to have been given. g. Provide Minotaur one digital copy of press cuttings and promotional materials produced in connection with Rainforest Adventure.
Rainfor est Adventure Agree ment June 17, 2016 h. Minotaur acknowledges and agrees that Host can seek to secure sponsorship for Rainforest Adventure which shall be approved by Minotaur. Minotaur reserves the right to approve sponsorship of Rainforest Adventure which does not conflict with the subject matter of Rainforest Adventure or the aims of Minotaur. Minotaur shall not unreasonably withhold sponsorship approval. Host shall allow at least 2 business days for sponsorship approval from Minotaur at which time, if no response has been received, permission shall be deemed to have been given. i. Provide visitor attendance figures no later than 30 days after the end date and collaborate with Minotaur to gather reasonable additional evaluation information where appropriate, such as visitor feedback, demographics, etc j. Host shall, at Host s expense, maintain comprehensive general liability insurance with endorsements for personal injury, extended bodily injury and products liability with commercially reasonable amounts for bodily injury and property damage, but with a combined single limit of not less than $1 million per occurrence. The carriers of all policies shall have a Best s rating of A or better and a Best s financial category of X or higher. Host shall be the named insured and Minotaur shall be additional insured on each liability policy. Host shall also insure the exhibition for loss or damage at a value of $150,000 US, and Minotaur and Host shall be joint loss payees. 3. Exhibit Cost Summary a. Exhibit Lease fee - $30,000 b. Technician - No Charge c. Inbound/Outbound shipping - No Charge 4. This Agreement is subject to the Kansas Cash Basis Law, K.S.A. 10-1101 et seq. and amendments thereto. This Agreement shall be construed and interpreted so as to ensure that the City shall at all times stay in conformity with such laws and, as a condition of this Agreement, the City reserves the right to unilaterally sever, modify, or terminate this Agreement at any time if, in the opinion of its legal counsel, the Agreement is deemed to violate the terms of such law. The City is obligated only to pay periodic payments or monthly installments under the Agreement as may lawfully be made from (a) funds budgeted and appropriated for that purpose during the City's current budget year or (b) funds made available from any lawfully operated revenue producing source. 7. Force Majeure a. Neither party shall be liable for any delays or failures in performance, in whole or in part (excluding payment of monies due), if such delay or nonperformance is due to any cause beyond its reasonable control, including, but not limited to, delays caused by the other party s failure to perform or delay in performing its obligations under this Agreement, third party delay or nonperformance, Acts of God, war, terrorism, insurrection, riot, civil disturbance, rebellion, government regulations, embargoes, explosions, fires, floods, tempest, strikes, lock-outs, labor disputes, failures in public supply of electrical power, heating, lighting, air conditioning or public telecommunications equipment. 8. This agreement and the attached addendum contains the entire agreement between the parties and cannot be changed or supplemented except by written agreement signed by both parties. As we were traversing the maze, a group of daycampers were enjoying it with us. We commented on this to the day camp counselor, and he said that children ask to come back to the maze each day because it s their favorite exhibit. Overview Rainforest Adventure sends visitors on a quest to explore four Experience Galleries: Emergent, Canopy, Understory and Forest Floor. Each gallery introduces opportunities for visitors to mimic the animals and plants indigenous to each layer. Visitors wind their way throughout the exhibit by answering questions as they go incorrect answers lead to deadends while correct answers lead the explorers ever deeper into the maze. Visitors swing from the highest branches, fly through the understory, help birds migrate across thousands of miles, and create a root structure to support the tallest trees in the shallowest soil. After successfully navigating to the forest floor, visitors land in the Rainforest Connection room. Through interactivity and real-world applications, visitors learn not only how the rainforest impacts their lives, but also how they can positively impact the rainforest.
Interactives Rainforest Adventure takes people on a journey to many places, from an interactive welcome room, to four layers of rainforest, to making connections in your own home. It helps visitors retain and remember information. Plus, it s a lot of fun! Along the way, visitors have opportunities to explore, swing, smell and puzzle their way to understanding this great treasure. EMERGENT With trees reaching over 200 feet tall, the emergent layer towers over everything in the rainforest. Migratory Bird Magnet Maze Help migratory birds make the incredible journey from winter resting grounds to summer nesting grounds. But watch out for hazards along the way! CANOPY The roof of the forest, the canopy is a tangled green layer of leaves, vines, fruits and colorful flowering plants. This dense layer allows little light to penetrate to the forest floor. Brachiation Station Get into the swing of things! Do you have the strength, grace and timing to swing like a spider monkey and other primates? We think you do! Spider Web Climb Spiders are a vital part of the rainforest food chain, feeding birds and other animals. Get a spider s eye view of a wicked web you don t want to get tangled up in...or DO you?
UNDERSTORY In the understory, smaller trees compete with each other for the little sunlight that filters through the thick green roof of the canopy. Butterfly Zip Slide Spread your wings and sail 10 feet through the understory as a butterfly. Butterfly Camouflage Mural See if you can find these cleverly disguised creatures in all four stages of their development: egg, larvae, chrysalis, and adult. Hanging Vines Descend deeper through the Understory on hanging vines, getting ever closer to the Forest Floor. We had the best May that we ve had in years and years. FOREST FLOOR With a tangle of large roots and very little light, the Forest Floor is filled with plants specially adapted to low light and high moisture. Architecture by Nature Witness the engineering genius of nature by seeing how a 100-foot tall tree can stand in 18 inches of soil. Learn how buttress roots make all the difference by building your own. Frog Jump Frogs can jump over 10x their body length. How far can you jump? Check your height and see if you can go the distance. DIVERSITY DETOUR You may have reached the Forest Floor, but can you remember everything you ve seen? Show what you ve learned by revisiting the layers, and find new plants and animals through two special games. Species Diversity Puzzle Help these creatures find their home! Solve the puzzle by placing the 16 species in their correct habitat strata on the rainforest mural. Species Scavenger Hunt Wind your way back into the maze on a rainforest quest! Look for animals hidden throughout the maze and save some twists and turns by remembering where each animal lives.
RAINFOREST CONNECTION Although the rainforest may seem very far away, the Rainforest Connection interactive room shows visitors the interconnected relationship between humans and the rainforest. Every day, people around the world use and benefit from rainforest resources, such as food and life saving medicine. The Rainforest Connection provides visitors with daily choices to preserve and improve their relationship with the forest. Squeeze & Sniff Many everyday products come from the rainforest. Can you tell these rainforest products by smell? Find out if your nose knows. Take the Pledge, Take Action! Rainforests may be thousands of miles away, but your actions at home, work, and at school make a difference. Take the pledge, write it down, and post it at home. Donation Station Drop a coin into the machine and it becomes a raindrop trying to reach the forest floor. If it makes it, you get your coin back but if it doesn t, like most water in the rainforest, your coin becomes a donation that supports rainforest conservation.

Going Home exhibit with Chapman Center for Rural Studies opens, September 24 - January 8, 2017 Going Home members only event will be Friday, September 23, from 5:30-7:00pm Engagement Survey/Focus Groups The FHDC has been working with New Boston to develop a Community Engagement Survey and two focus group meetings. This all was accomplished in mid June and early July. There were over 1,000 survey responses and 35 attendees at the Focus Group events. New Boston will be compiling the information and presenting it to the FHDC by early August. We are looking forward to hearing the communities comments and suggestions. Ms. Larie Schoap had a colleague in the focus group who s perception was the FHDC exhibits have too much reading, members were not aware of the benefits of ASTC Travel Passport Program, and only locals come to the FHDC. There was also a question of how many exhibits should we have per year? Ms. Larie Schoap, asked if we need to educate more and are hoteliers promoting us? Ms. Susan Adams and other advisory board members stated many of our visitors are from out of town as seen in our zip code analysis. Concerning the ASTC travel passport membership, Ms. Susan Adams stated that each member is notified of the benefits of the membership in the welcome letter and they are given the 340+ participating science centers brochure in the membership packet. 2018 Temporary Exhibit Rainforest Adventure Proposed exhibit dates would be January 27, 2018 - April 29 th 2018 Rainforest exhibit is a large maze style exhibit with interactives at each station. Research on the Rainforest Adventure shows high attendance where it has been showcased. Ms. Susan Adams handed out packets explaining the exhibit. The FHDC is in discussion with the rental company to determine if it can be modified to work in the 2 nd floor mezzanine. It covers 800 square feet of exhibit space and we would like to utilize that space with the same exhibit. Ms. Rose Bacon stated the tallgrass ecosystem is the rainforest ecosystem inverted. The long root system for a tallgrass ecosystem is underground while the rainforest is root system is above ground. Many connections could be made with the two ecosystems. Mr. John Hund thinks this exhibit could draw a large audience. At 4:32 p.m., Ms. Rose Bacon motioned and Mr. John Hund seconded that we move to approve the Rainforest Adventure exhibit for 2018 with the understanding we would have panels to discuss how the ecosystems are similar. On vote, the motion carried 7-0. Review of Membership Levels Ms. Susan Adams presented a membership spreadsheet with pricing and the benefits of our current membership program. Included were two proposed options for changes in 2017. This included a revenue comparison, members benefits lost and gained. Mr. John Hund asked if we had any feedback on pricing? Ms. Susan Adams said we do know customers frequently request a family membership which is one of the proposed changes. Ms. Christine Benne was in favor of the $25.00 price for adult memberships and $100.00 price for our Bluestem (Family) membership. Ms. Susan Adams stated the proposed $30.00 adult membership price for one of the options would bring the individual membership price to match the zoo. Ms. Larie Schoap thought small, incremental pricing changes over a few years might be easier for the customer to handle. Ms. Megan Berry and Ms. Susan Adams want to use the 2017 proposed price changes as a way to promote membership at the end of 2016. Starting in October 2016, we will let customers know that we are
