Seams Transmission Issues Special attention was paid to transmission projects along seams where the analysis assumed: (1) the RTO doing the study would be responsible for the entire cost of the project (even portions outside of their footprint); and (2) only the benefits of the RTO doing the study would be considered

Issue Submissions Overview GDS Associates Name/Title of Issue: Market to Market Efficiency Driver: Economic Need Date: 06/01/2016 Location: MISO-SPP Seam Issue Description: Need projects that will improve transfer capability between MISO and SPP. A MISO-OMS survey revealed that for the 2016 planning year, that MISO-South will have 7.6 GW of capacity in excess of its demand and reserve obligations. There is the potential to create large energy cost savings if the excess capacity in MISO-South can be made deliverable to SPP. The same MISO-OMS survey revealed that for the 2016 planning year, that MISO-North and Central will have a 7.5 GW capacity deficiency. There is the potential to create large capital cost savings if the excess capacity in SPP can be made deliverable to MISO-North and Central. 40
Issue Submissions Overview Public Service Commission of Wisconsin Name/Title of Issue: Transparent and Functional Interregional Planning and Cost Allocation Driver: Multiple Drivers Need Date: 06/30/2014 Location: Regionwide Issue Description: The Public Service Commission of Wisconsin Staff is concerned that interregional projects are not (or will not be) occurring when they should; i.e., when a project would clearly provide economic and reliability benefits to both RTOs, too often the project fails to be developed as a cross border regional project because of the potential for costs to be allocated inadequately and disproportionately. It would be helpful if the Coordinated System Plan Study could study how to appropriately quantify the benefits and allocate costs accordingly. 41

This should include WAPA/Basin as part of SPP, and WAPA/Basin not part of SPP. Economic benefits should exist, such as sharing renewable resources, peak load shifting, capacity sharing, etc. 43
