ABSTRACT Tsunami Tsunami Project Implementation Unit at State Level and Tsunami District Implementation Units at District Level Winding up of Orders Issued. Read: ORDER:- (1) From the Project Director, Tsunami Project Implementation Unit, Chennai-32, Letter R.No.1584 /E1/2008, dated 14.02.2013. (2) From the Project Director, Tsunami Project Implementation Unit, Chennai-32 Letter R.No.1584 /E1/2010, dated 06.03.2013. * * * * * The Project Director, Tsunami Project Implementation Unit in her letter first and second read above, has stated that the Tsunami Project Implementation Unit, Rural Development and Panchayat Raj Department is at present implementing the following schemes: (a) Construction of 18299 Vulnerable houses (including provision of Basic Amenities) under Rajiv Gandhi Rahabilitation Package with the assistance of Government of India. (b) Construction of 14349 vulnerable houses and laying of 45.00 KM Evacuation routes under Emergency Tsunami Reconstruction Project (ETRP) - Vulnerability Reduction of Coastal Communities (VRCC) Project with the assistance of World Bank. For the Implementation of the above two Projects, Government have accorded sanction for the continuance of 378 posts vide G.O.Ms.No.274, Revenue (NC.4.1) Department, dated 30.07.2012 from 01.04.2012 to 31.12.2012. The World Bank assisted Emergency Tsunami Reconstruction Project - Vulnerability Reduction of Coastal Communities Project has been closed with effect from 31.12.2011 and from 01.01.2012 the Tsunami Project Implementation Unit and Tsunami District Implementation Units are functioning with State Funds. The Project Director, Tsunami Project Implementation Unit has further stated (i) All the Tsunami District Implementation Units, Thiruvallur, Kancheepuram, Villupuram, Cuddalore, Nagapattinam, Thanjavur, Pudukottai, Thoothukudi, Tirunelveli and Kanniyakumari and Ramanathapuram may be wound up with effect from 31.03.2013 and Rural Development and Panchayat Raj Department may re-organize according to the need and convenience. (ii) The Engineering Staff and Accounts staff of Tsunami District Implementation Units at Thiruvallur, Kancheepuram, Villupuram, Cuddalore, Nagapattinam, Thanjavur, Pudukottai, Thoothukudi, Tirunelveli and Kanniyakumari are instructed to settle the accounts, send Reimbursement claims, furnish completion reports, Utilisation certificate etc, before 15.03.2013, so as to enable to hand over the records. (iii) (iv) It is suggested that all the Tsunami District Implementation Units records may be handed over to the Project Director / District Rural Development Agency who is currently functioning also as Project Co-ordinatior, Tsunami District Implementation Units. Since all the Tsunami District Implementation Units are proposed to be wound up, the work of Tsunami Project Implementation Unit will be considerably reduced and hence it is proposed to merge the Tsunami Project Implementation Unit with Rural Development and Panchayat Raj Department with the temporary staff with effect from 01.04.2013 so as to complete the pending works like to send the Utilisation Certificate, completion report and Reimbursement claims under the proposed Disaster Risk Reduction Project with World Bank assistance. It is also to be pointed out that while winding up the Tsunami Project Implementation Unit and Tsunami District Implementation Units, the 45 (forty five) staff engaged on contract basis in Tsunami Project Implementation Unit and Tsunami District Implementation Units i.e. 27 contract staff for whom the Hon ble High Court have given orders for consideration and 18 other staff engaged on contract basis contract staff through Employment Exchange and Newspaper advertisement as per the World Bank and Asian Development Bank Norms may be attached with the Rural Development and Panchayat Raj Department till Government orders are received in this regard....3.

(v) The staff engaged on contract basis working in Tsunami District Implementation Units may be attached with the concerned District Rural Development Agencies till Government orders are received in this regard. At the time of inception of the Project due procedure has been followed and the above 45 contract staff have been employed for the past 7 years. Their employment may be continued in the Units that are to be attached with Rural Development Department. 3. A meeting was conducted on 19.03.2013 by the Principal Secretary to Government, Rural Development and Panchyat Raj Department with Secretary to Government, Finance (Expenditure) Department, Commissioner of Rural Development and Panchayat Raj, Managing Director, Tamil Nadu Corporation for Development of Women Limited, Director, Social Audit Society of Tamil Nadu (SASTA) to discuss the procedures to be adopted for the closure of Tsunami Project Implementation Unit and Tsunami District Implementation Units. The following decisions were taken during the meeting. (1) All the Emergency Tsunami Reconstruction Project (ETRP) houses and Evacuation Route works have been completed in (1)Thiruvallur, (2) Kancheepuram, (3)Thoothukudi Districts, and therefore the Tsunami District Implementation Units in these three districts may be wound up with posts with effect from 31.03.2013. (2) All the Emergency Tsunami Reconstruction Project houses and Evacuation Route works are nearing completion in Villupuram, Cuddalore, Thanjavur, Tirunelveli and Kanniyakumari Districts, and therefore these 5 (Five) Tsunami District Implementation Units may be wound up with posts with effect from 30.04.2013. (3) The Construction of houses and Evacuation Route works in (1)Nagapattinam and (2) Pudukkottai Districts are in progress, and, therefore, these 2 (Two) Tsunami District Implementation Units may be wound up with posts with effect from 31.05.2013. (4) In Ramanathapuram District, about 1900 houses are still in progress in various stages and the probable time for completion of these works is about 8 (eight) months. Hence, the Tsunami District Implementation Unit in this district may be allowed to continue upto 31.12.2013 for which necessary proposals have to be sent to Government for obtaining orders. (5) All the Retired staff working in various categories in Tsunami Project Implementation Unit and Tsunami District Implementation Units may be relieved with effect from 31.05.2013....4.
.. 4.. (6) The staff engaged on deputation basis in Tsunami District Implementation Unit, Thiruvallur, Kancheepuram and Thoothukudi may be relieved with effect from 31.03.2013. (7) The following staff working in various categories on deputation in Tsunami Project Implementation Unit may be relieved with effect from 31.05.2013. (1) Assistant Accounts Officer (2) Assistant Executive Engineer (Environment Specialist) (3) Deputy Block Development Officer : 1 (Treasuries and Account Department) : 1 (RD &PR Department) : 1(RD&PR Department) (8) The Management Information System-System Analyst and 4 (four) Office Assistants working on Contract basis in Tsunami Project Implementation Unit may be diverted to Social Audit Society of Tamil Nadu. (9) The regular staff (on deputation) working in Tsunami District Implementation Units may be redeployed by the District Collectors, as the units are proposed for closure on respective dates. 4. The Government after careful examination of the proposal of the Project Director, Tsunami Project Implementation Unit in the light of the decisions taken during the meeting held on 19.03.2013 has decided to wind up the Tsunami Project Implementation Unit at State Level and Tsunami District Implementation Units at District Level and accordingly order as follows. (1) All the ETRP houses and Evacuation Route works have been completed in (1)Thiruvallur, (2) Kancheepuram, (3)Thoothukudi Districts, and therefore the Tsunami District Implementation Units in these three districts be wound up with posts with effect from 31.03.2013. (2) All the ETRP houses and Evacuation Route works are nearing completion in Villupuram, Cuddalore, Thanjavur, Tirunelveli and Kanniyakumari Districts and therefore these 5 (Five) Tsunami District Implementation Units be wound up with posts with effect from 30.04.2013.
