Message from the Dean It is my pleasure to introduce you to this great university, to our remarkable college, and to the extraordinary opportunity you have to earn one of the country s most respected degrees in political sciences, public administration, public health, communication / PR / advertising or journalism. Our faculty care deeply about providing an exceptional education to all our students, preparing them for productive and rewarding future careers in the public, non-profit or business sectors. Department Vision The vision of the Public Administration Department is to become internationally competitive and achieve the highest performance standards in teaching, research and community outreach. Community outreach PAD, through the programs it offers, is committed to a comprehensive educational experience, both for its students and teachers. PAD believes that the academia has to actively participate and contribute to the society s wellbeing. This is why PAD has a strong involvement in community development projects. Currently its students and teachers are involved in the update of the development strategy of Romania s most innovative city, Cluj-Napoca. Also, recently, PAD adopted a rural community from Transylvania, Beliș. Master and bachelor students work closely with Beliș local government in order to facilitate its economic and tourism development. Our department s elite programs represent a sensible choice for foreign and Romanian students seeking an international program that benefits from the real experience of the transition from an authoritarian to a democratic political system. The program has also a fruitful and sustainable collaboration with the nongovernmental sector. Our students volunteer and take part in three to six months long internship programs in NGOs working in the Cluj area. This gives them a rare opportunity to build networks, develop practical skills and put into practice what they learn in the classroom. 3

These longstanding partnerships have shaped the master s curriculum, teaching methods, scientific research and students activities, and gave the program an exclusive profile among the Romanian schools of public administration. Joint research teams Since 2008, every two years, American students from the University of Delaware have joined our own students in mixed research teams which conduct research activities for several months on topics concerning Romanian public administration. The program s key moment is the American students two weeks visit in Cluj-Napoca. The research output is presented in a public workshop and the best teams get to present their work in a leading Public Administration international event, the NISPAcee annual conference. Recently, the two universities created the Transatlantic Institute for Public Management and Sustainable Communities, aimed at supporting community, academic and research development between the US and Romania. Currently, among other projects, the Institute works with the Cluj-Napoca city hall and faculty members on the design of the Cluj- Napoca development strategy for 2013 2020. Since 2007, PAD and IPPSR (Institute for Public Policy and Social Research) from MSU have been offering a joint public policy certificate for all graduate students, as an acknowledgement of the quality of the teachings activity that takes place at master s level, but also of the fact that yearly several professors from MSU come and teach modular classes to master s students in Cluj-Napoca. 5

Master of Public Administration (MPA) Two distinct tracks: Economic Governance of the Public Sector Community Development and Urban Planning Mission The MPA program offers professional education designed to prepare students for the challenges and opportunities of a career in the public sector or in related public and private firms. The program is built around two core majors, each with its own focus: community development and urban planning; and economic governance of the public sector. Instruction includes the roles, development, and principles of public administration; public policy management and implementation. Throughout the coursework, we emphasize interdisciplinarity by drawing from fields such as economics, sociology, law, anthropology, political science, and regional planning in order to equip MPA graduates with skills and knowledge covering a broad range of topics and subjects related to the public sector. Through the coursework, we emphasize the development of abilities important to the effective and ethical management of governmental and nonprofit organizations. The curriculum is designed to aid students in developing the skills and techniques used by leaders and managers to implement policies, projects, and programs that resolve important societal problems. Our commitment is to prepare the graduate students to be effective leaders and managers in a dynamic and increasingly diverse professional environment, be it public, non-profit or private. We are doing this by offering a strategic approach regarding the study of the public and non-profit sector. Accreditation PAD s international master s program is accredited by the Romanian Higher Education Accreditation Agency. The program is also the only EAPAA (European Association for Public Administration Accreditation) accredited maser s program in Romania and one of the few in Eastern Europe. EAPAA is the most widely known public administration accreditation platform in Europe. Its endorsement is an acknowledgment of the quality of the education process taking place at master s level, but also of the European profile of the master s program. Institutional affiliation PAD is affiliated to several international networks of public administration scholars and professionals. This contributes to an active transfer of know-how and best practices from international experience, but also to the institutional and educational development of the department and its programs. Out of the Classroom One distinctive feature of our program that we are proud of is the emphasis on extracurricular activities. This is done twofold: by offering opportunities for students to take part in such activities and by providing support for developing their own out of classroom projects. Public Administration Research Club offers students the opportunity to either take part in the research projects of PAD by joining existing research teams, or to start up their own research projects. Either way, they have the possibility of developing both professional and social skills. CinemAP is your weekly movie night. Each Wednesday students have the opportunity to present and watch a movie that they feel has something to say to their peers. Movie projections are usually followed by discussions. BoardGamesNight is your Thursday opportunity for having fun. Professors and students get together every Thursday to roll the dice or draw a card in classical or modern board games like Risk, Carcassonne, Game of Thrones, Ticket to Ride, and so on. The FSPAC Mountaineering Club is a student initiative. The club aims to promote outdoor activities among students, create awareness on environmental issues, promote an eco-friendly behavior, and developing good relations with local public authorities in Cluj County. The FSPAC Library Club is another student project. The club sets up debates on issues of interest for students. Key speakers are invited to deliver a point of view on the general topic followed by open debates. Sport AP Every spring there is the college football championship, where student teams from all departments play for the FSPAC cup. Also, in May there is a whole day dedicated to sports (volleyball, handball, basketball, table tennis) when all classes are suspended. 11

Rada Mărgineanu (First Year Masterat Student) Being a student here means that I have the opportunity to be in an enabling environment, where challenges and rewards arise every step of the way. From an educational perspective, you are offered a wide range of marketable skills which are not bound to the public sector. Most importantly, the way of doing things around here is beyond purely academic, it s about getting close to real circumstances, real people and the outside world. Our teachers are really pulling that off! We are like a family a group of friends and colleagues working and having fun together in almost everything you could think of in college life: cramming for exams, team projects, volunteering and developing our community, partying and simply being part of each other s lives, and that s why peer networking is so important. Bodea Carmen (First Year Masterat Student) I appreciate very much the various opportunities that this program offers, and because it promotes the idea of being active. Almost every day brings a new opportunity to get involved into something new. One of the most relevant advantages I see in attending this program is the interdisciplinary approach, and this will be a great opportunity for me to be flexible on the way to building my career. Who on Earth would have thought that I will have the chance to get involved in joint courses and develop research projects with students from the USA, or to get involved in the project of developing the strategy for Cluj? If you treat this master s program seriously, at one point it will reward your efforts. Florin Cărbunărean (MA Graduate, 2012) I really appreciate the department s partnerships with public and non-profit organizations, thereby providing opportunities for internship and involving in different local/national development projects. The partnerships with different foreign universities, are just a few of the guarantees of this master s program quality. However, what stood out the most for me were my classmates and professors. We were a team, there were lots of opportunities to work on group projects, get involved in different extra-curricular activities and make friends. We are still very close, and I feel like I learned a lot from them. This master s program is special because it develops networks - all the students, graduates and professors are connected in order to help and influence their work. Sorin Ioniță, President of Expert Forum I was very pleased to see at the Public Administration Department at Babeș Bolyai University a true desire to get involved in the life of the community and to become internationalized. Such things are rare in Romania and I did not expect to find them in Cluj. It is remarkable that PAD is willing and eager to collaborate with practitioners, making them fully responsible for carrying out courses at master level. Working with the students is like a breath of fresh air. Emil Boc, Mayor of Cluj Napoca The Public Administration Department (PAD) represents a model for academic involvement into the community. The collaboration between Cluj-Napoca City Hall and PAD has developed tremendously over the years; therefore when we were faced with the need to choose a partner that would become responsible for coordinating the strategic planning process for the city, the choice was simple and natural: PAD. 13

Studying in Cluj-Napoca Cluj-Napoca is the largest city in Transylvania with a population of around 300.000. Cluj is a university and multicultural city (10 universities, 90.000 students) and offers plenty of opportunities to go out and have fun: There are 3 international film festivals during the year, with the TIFF topping them, boosting over 20.000 spectators each year. There are two national theaters (Romanian and Hungarian national theaters) accompanied by the National Philharmonic to cover any cultural interest or needs you may have. There s a booming night life between September and July in the bars and on the beer gardens in the old center of the town. The music lovers can choose from several major music festivals (Peninsula, Electric Castle, Jazz in the Park). If outdoor activities are your thing, you can find a lot of beautiful places for taking one or two-day trips on the hills and mountains around the city (Cheile Turzii, Valea Ierii, Muntele Rece, Baisoara). Sports venues (fotball, tennis, basketball etc.) in all the parks and neighborhoods of the city Finally, you can find anything you need for your shopping longings in the two large malls one in the city (Iulius Mall) and one at the outskirts of the city (Polus Center). 14
