Reg. 170/03 Schedule 22 Summary Report Attached is the 2015 Summary Report for the Harrow-Colchester South Water Treatment Plant. This report has been completed based on the information obtained from the water treatment plant records and in accordance with Schedule 22 of O. Reg. 170/03, under the Safe Drinking Water Act, which requires a Summary Report to be prepared not later than March 31 st of each year for the preceding calendar year. This report covers the period of January 1 to December 31, 2015. Please remember that any Orders that you have received directly from the MOE should be reviewed. Where non-compliance with the Order is evident and it is not included in the attached 2015 Summary Report, then we recommend that this information be added to the Summary Report. Note: Schedule 22-2 (a) specifies that the summary report is given to, in the case of a drinking water system owned by a municipality, the members of the municipal council for the Town of Essex, and is not intended for distribution to the Ministry of the Environment. After your review and inclusion of any additional information, these Summary Reports are to be provided to the members of the municipal council. Please ensure this distribution. Section 12 of O. Reg. 170/03, requires the Summary Reports be made available for inspection by any member of the public during normal business hours without charge. The reports should also be made available for inspection at the office of the municipality or at a location that is reasonably convenient to the users of the water system. SECTION 1 Compliance with the Safe Drinking Water Act and Regulation 170/03 This report is a summary of water quality information for the Harrow-Colchester South Water Treatment Plant and published in accordance with Schedule 22 of Ontario s Safe Drinking Water Act, Ontario Regulation 170/03 for the reporting period of January 1, 2015 to December 31, 2015. The Harrow-Colchester South Water Treatment Plant is categorized as a Large Municipal Residential Drinking Water System. This report was prepared by the Ontario Clean Water Agency on behalf of the Town of Essex. Compliance with the Municipal Drinking Water License 029-101 The Harrow-Colchester South Water Treatment Plant was operated and maintained in such a manner that the water supplied to the consumers serviced by the system satisfied all the requirements in the Safe Drinking Water Act, the Regulations and the MDWL 029-101. SECTION 2 Non-Compliance with the Safe Drinking Water Act, Regulation 170/03 and MDWL & DWWP Incident Date Parameter Result Unit of Measure Corrective Action Notice of Resolution October 30/15 October 30/15 Primary disinfection chlorine monitoring was not being conducted at a location approved by Permit, Licence or Approval issued under Part V of the SDWA, or at/near a location where the intended CT had just been achieved. The process wastewater discharge did not comply with the requirements established in the Permit and Licence or Approval issued under Part V of the SDWA. O. Reg. 170/03 s.7-2(1) requires primary disinfection chlorine monitoring to be conducted at/near a location where the intended CT has just been achieved. The MDWL Requires manual composite samples to be taken at the beginning middle and end of a discharge. Individual times for each of these grab samples were not identified for discharges. N/A N/A Correct the CT calculation by Oct 30/15. Beginning immediately, the owner/operating authority is required to ensure the sampling and analysis for total suspended solids is performed in accordance with the requirements prescribed by conditions 4.2 and 4.3 of MDWL 029-101 and the sampling is documented accordingly. By October 30, 2015, the owner/operating authority is required to edit the "Waste Pond Discharge" Procedure to meet the requirements prescribed by conditions 1.5, 4.2 and 4.3 of the License. Summary Reports for municipal council were not completed on time, did not include the required content, and/or were not distributed in accordance with the regulatory requirements. Two annual reports were prepared for drinking water system #210000130; one for the Harrow- Colchester South Distribution System and one for the Harrow- Colchester South Water Treatment Plant. The description of the drinking water system, the location where the Summary Report is available for inspection, the list of major expenses incurred during the period and a summary of the tests conducted corresponded to each subsystem (distribution subsystem and water treatment subsystem). The 2014 Summary Report for the Harrow-Colchester S Drinking Water System did not document the three noncompliance items identified in the 2014-2015 Inspection Report for the drinking water system, the duration of the non-compliance items and the corrective actions taken. Reg. 170/03, beginning with the 2015 Annual Report. No filter breakthrough observed. 2015 2015 June 25/16 SECTION 3 Summary and discussion of quantity of water supplied In accordance with Schedule 22-2 (3) the report must also include the following information for the purpose of enabling the owner of the system to assess the capability of the system to meet existing and planned uses of the system. - 4 -

1. A summary of the quantities and flow rates of the water supplied during the period covered by the report, including monthly average and maximum daily flows and daily instantaneous peak flow rate. 2. A comparison of the summary referred to in paragraph 1 to the rated capacity and flow rates approved in the system s approval must be discussed. The rated capacity specified in the Municipal Drinking Water License 029-101 for the Harrow- Colchester South Water Treatment Plant is 10,228 m³/day. The maximum daily flow for the reporting period was 4,821 m³/day on August 1, 2015. The Permit to Take Water (Number 5518-6RNJHT) states the maximum amount of water taken is 21,154 L/min and 30,458,000 L/day. The maximum amount of water taken in 2015 was 7,200 L/min on August 1 st and 5,045,000 L/day on July 28 th. The Permit to Take Water limit was not exceeded during this reporting period. Attached in Appendix A, are the average daily volume (m³) and maximum daily volume (m³). Also noted is the % of Design Volume for each. The quantity of water supplied during the reporting period did not exceed the rated capacity of this facility. - 5 -
