General: A. The work includes approximately 80,000 square feet of office, and warehouse improvements in an existing shell building ( Project ). The scope of work includes but is not limited to: Selective Demolition; Hazardous Materials Abatement and Disposal including Final Clearance Report; Structural Steel; Misc; Roofing Modifications for New Equipment; Thermal and Sound Insulation; Overhead Doors, Doors, Frames and Hardware; Interior Metal Stud Framing and Gypsum Board; Fiberglass Reinforced Panels; Floor Coverings; Painting; Toilet Partitions & Accessories; Fire Extinguishers; Signage; Plumbing; HVAC; Fire Suppression Systems; Fire Alarm System; Electrical Power Distribution/Lighting. B. The Owner has selected the following design-build contractors: HVAC EMCI Plumbing L. G. Additional Information: Should the bidder find discrepancies in or omissions from, the Bid Documents, or should the Bidder be in doubt as to their meaning, the Bidder should at once notify McClellan Park. If an item of work is shown on the drawings and not specified, or specified and not shown on the drawings, or neither specified or shown but considered to be incidental to the work and the accepted practice of the respective trade, or required for total completion of the work and the project, it shall be construed to be both shown and specified and shall be included in the contract sum. Should conflict occur in or between drawings and specifications which is not clarified, contractor is deemed to have estimated on the more expensive of the various ways shown for doing the work unless he shall have asked for and obtained written decision from McClellan Park before submission of his bid or proposal as to which method or materials will be required. Any Addenda issued during the time of bidding are to be acknowledged and will become a part of the Contract Documents. 3

III. Bidder s Responsibility Regarding Bid Documents & Visiting Site Before submitting a proposal, Bidder shall carefully examine the Bid Documents, visit the Site of the Work, fully inform themselves as to all existing conditions and limitations and shall include in the Bid a sum to cover the cost of all items necessary to complete the Scope of Work described in the Bid Documents. IV. Proposal - All work shall be per Plans, Specifications and any County of Sacramento Standards including but not limited to CAL GREEN. Proposals shall be delivered, emailed or sent by Fax (916) 640.0506 to the offices of McClellan Park, 3140 Peacekeeper Way, McClellan, CA 95652; No Later Than: Friday, June 14, 2013 by 2:00 p.m. Attention: Bud Schiveley V. Rejection of Bids: The Bidder acknowledges the right of McClellan Park to reject any or all bids and to waive any informality or irregularity in any bid received. In addition, the Bidder recognizes the right of McClellan Park to reject a bid if the Bidder fails to furnish the data required by the Bid Documents, or if the bid is in any way incomplete or irregular. VI. Withdrawal of Bids: Unless otherwise provided in any supplement to this Instruction to Bidders, no Bidder shall modify, withdraw, or cancel its bid or any part thereof for sixty (60) calendar days after the time designated for the receipt of bids. VII. Award of Contract: McClellan Park will analyze bids in strict confidence. Quality and competence of proposal will be given equal consideration to costs and schedule. McClellan Park will notify the successful Bidder as soon as possible. VIII. Form of Contract: The successful Bidder shall enter into a contract with McClellan Park as applicable. Form of contract will be McClellan Park standard contract form, attached as part of these Instructions to Bidders. Bidders to clearly note any objection to the attached Contractual Conditions at the time of submission of their bids or it will be assumed that that the attached agreement will be executed unaltered prior to the start of the work. 4

IX. Schedule: Contractors proposed construction schedule must be submitted with bid for bid to be considered. Substantial Completion ready for tenant move-in will be August 1, 2013.
