Box 70360 GR 16610 GLYFADA GREECE TEL: +30 210 891 64 95 FAX: +30 210 968 14 78 Telex: 214444 LGAC GR AFTN: LGACYAYX e-mail: d5@hcaa.gr 3.4.1.2 The service is provided in accordance with the provisions contained in the following ICAO documents: Annex 10 - Aeronautical Telecommunications Doc 8400 - Procedures for Air Navigation Services - ICAO Abbreviations and Codes (PANS-ABC) Doc 8585 - Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services Doc 7030 - Regional Supplementary Procedures/ EUR Region Doc 7910 - Location Indicators Doc 7754 - EUR Air Navigation Plan 3.4.1.3 Differences from these provisions are detailed in subsection GEN 1.7. 3.4.2 Area of responsibility 3.4.2.1 Communication services are provided by HCAA for the entire ATHINAI FIR / HELLAS UIR and all civil airports. 3.4.2.2 Responsibility for the day-to-day operation of these services is vested in Station Communication Officers located at aerodromes. The hours of service of Station Communication Offices (COM Station Offices) are the aerodrome operating hours (see AD 2.3.1 subsection). 3.4.2.3 Enquiries, suggestions or complaints regarding the performance of telecommunication services should be referred, as appropriate, either to the relevant COM Station Officer or to the Director of Telecommunications in the following address: Civil Aviation Authority Directorate General of Air Navigation Telecommunications Division (D5) P. Box 70360 GR 16610 GLYFADA GREECE TEL: +30 210 891 64 95 FAX: +30 210 968 14 78 AFTN: LGACYAYX e-mail: d5@hcaa.gr 3.4.2.4 Furthermore, HCAA (Telecommunications Division) is responsible for: a) licensing of aircraft stations for aircraft of Greek registration, b) licensing of aeronautical stations (COM and NAV) within Greece, c) issue of radiotelephone operator's restricted certificates, d) allocation of aircraft and ELT addresses to aircraft of Greek registration, e) allocation of location indicators as well as designators for Greek aircraft operating agencies, aeronautical authorities and services. f) assignment of COM and NAV frequencies, call signs and identifications of aeronautical stations and units/services. 3.4.2.5 HCAA (Electronics Division) is responsible for the study and implementation of installations as well as the maintenance and technical support of the operation of aeronautical communication and navigation systems. GEN 3.4-2 AIP 28 JUN 2012 GREECE TEL: +30 210 891 65 21 FAX: +30 210 898 35 60 AFTN: LGACYAYX e-mail: d6@hcaa.gr 3.4.2.6 Enquiries, suggestions or complaints regarding the aeronautical telecommunication and navigation services may also be submitted through the appropriate ATS Reporting Office, or during flight to the appropriate ATS unit servicing the flight. 3.4.3 Types of service 3.4.3.1 Radio navigation services 3.4.3.1.1 The following types of radio aids to navigation are available: Type NDB LF/MF Non-directional Beacon - NDB LF/MF Non-directional Beacon N0N/A2A - L LF/MF Locator N0N/A2A VOR VHF Omnidirectional Radio Range A9W (Doppler or conventional VORs are used as Terminal or En-route facilities) Class of emission ILS Instrument Landing System - LLZ ILS Localizer A9W - GP Glide Path A8N - M Marker (Inner-Middle-Outer) N0N/A2A DME UHF Distance-Measuring Equipment P0N (DMEs are collocated with VOR or ILS/GP facilities) Note: TACAN facilities are also established in Greek MIL aerodromes, serving MIL flights. Frequencies and Identifications for these aids are assigned by HCAA (D5), while the implementation of installations, the maintenance and technical support of the navaids rests in the responsibility of HMoD. Further information regarding TACAN aids can be obtained in the Hellenic MAIP Publications. 3.4.3.1.2 The list of identifications (decode and encode) of radio navigation aids operating within ATHINAI FIR / HELLAS UIR is provided in GEN 2.5. The encoded form (station name, aid and identification) is used for the recording of navaids in the various sections of this AIP (ENR 3, ENR 4.1, AD 2.19, AD 2.24 - MAPs, etc.), while the decoded form (identification and aid) is used mainly when referring to navaids on ATS procedures. 3.4.3.1.3 Details on the various navigation aids serving en-route traffic are provided in ENR 4.1 while details on the radio navigation aids serving aerodromes in AD 2.19, where: a) The geographical coordinates refer to the position of the transmitting antennae. b) The declared operational coverage of radio navigation aids is normally circular and expressed in terms of highest level and maximum range as follows: FL 500/80. Where, however, the values of operational range are not the same in all sectors the following method is used: FL 500 / 80 NM 245-335 60 NM (meaning that the facility is protected up to FL 500 and within a range of 80 NM, except within sector 245-335 GEO (clockwise), where the range is 60 NM). c) In case of LF/MF facilities (NDB, Locator) the designated operational coverage is specified in terms of effective range i.e. 80 NM (where 80 NM is the radius of the area within which, under normal conditions, bearings of accuracy sufficient for the intended navigational purpose can be expected). Note: Within the ranges specified, the quality and accuracy of bearings received are subject to harmful interference from atmospheric disturbances, heavy precipitation, night effect and coastal refraction. 3.4.3.1.4 Radio Navigation Aids are regularly checked by HCAA (Flight Inspection Unit). In case it has not been possible to perform flight and ground checks in due time, the radio navigation aid is declared as "OPERATING ON TEST, DO NOT USE" and relevant information is promulgated by NOTAM. 3.4.3.1.4.1 Furthermore, for test or maintenance purposes, two mobile facilities: a VOR on frequency 116.000 MHZ and a VOR/DME on frequency 115.350 MHz/ CH 100 Y (both with Identification TST and coverage FL 500 / 40 NM), are available for operation whenever is required at different sites/ aerodromes within Greek territory. 3.4.3.2 Mobile Service 3.4.3.2.1 GENERAL 3.4.3.2.1.1 Air-ground communications within ATHINAI FIR / HELLAS UIR are supported through VHF aeronautical frequencies (118.000-136.975 MHz). In order to obtain the required coverage within this airspace, off-set carrier system and remote controlled R/T stations are used.

AIP GEN 3.4-3 GREECE 28 JUN 2012 3.4.3.2.1.2 UHF coverage is provided within ATHINAI FIR / HELLAS UIR for non-8.33 khz equipped State aircraft operating above FL 195. UHF frequencies are also available in most Greek aerodromes for ATS communication with State aircraft not carrying VHF radio equipment. 3.4.3.2.1.3 Aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service unless otherwise notified. 3.4.3.2.1.4 Aircraft should normally communicate with the aeronautical station exercising control in the area in which they are flying. Aircraft should maintain continuous watch on the appropriate frequency of the control station and should not abandon watch, except in an emergency, without informing the station. 3.4.3.2.1.5 In the aeronautical mobile service (voice) standard ICAO phraseology is used. No abbreviation is permitted other than those adopted by ICAO for use in ATS. 3.4.3.2.1.6 Further to call signs of units / services provided in Annex 10 Volume II, call sign "Director" is used to identify provision of radar services to arriving aircraft during the intermediate and final approach segments as described in AD 2.22 of LGAV, LGIR, LGKR, LGRP, LGTS aerodromes. 3.4.3.2.1.7 Details on aeronautical stations may be found in AD 2.18. 3.4.3.2.2 DISTRESS AND URGENCY COMMUNICATIONS (VOICE) 3.4.3.2.2.1 For the purpose of distress and urgency communications, the VHF emergency channel 121.500 MHz is available at most of civil and military aerodromes, ATHINAI ACC/FIC, MAKEDONIA ACC/FIC and ATHINAI JRCC. For safety purposes frequencies 121.500 MHZ, 243.000 MHz (military emergency channel) and 123.100 MHz (auxiliary frequency for SAR operations), are also used for communications between stations of the Maritime and Aeronautical Mobile Services. 3.4.3.2.2.2 The emergency channel (121.500 MHz) shall be used only for genuine emergency purposes as outlined in ICAO Annex 10 Volume V. 3.4.3.2.2.3 Aeronautical stations shall guard frequency 121.500 MHz continuously and during all hours of operation. Aircraft on long over-water flights over designated areas, over which the carriage of survival radio equipment of emergency locator transmitters (ELT) is required, shall continuously guard the VHF emergency frequency 121.500 MHz except for those periods when aircraft are carrying out communications on other channels when airborne equipment limitations or cockpit duties do not permit simultaneous guarding of two channels. 3.4.3.2.2.4 Procedures related to the use of radiotelephony for distress and urgency communications are contained in ICAO Annex 10 Volume II, where action to be taken by aircraft and aeronautical stations involved in such situations, is also prescribed. 3.4.3.2.2.5 When an emergency has been declared by an aircraft in flight, the pilot should communicate with the ATS unit he is in contact with. 3.4.3.2.2.6 When an emergency has been declared by an aircraft on the ground (at an aerodrome) the pilot should communicate with the corresponding ATS unit. Following arrangements with ATS, direct radio (VHF) communication between an aircraft on the ground and Rescue and Fire Fighting Services (RFFS) may be performed on the appropriate frequency, provided that: a) contact with ATS on the designated frequency is maintained, b) this procedure may be used only for the duration of the emergency. 3.4.3.2.3 DETAILS ON USE OF AIR-GROUND VOICE TELECOMMUNICATION CHANNELS 3.4.3.2.3.1 ATHINAI FIR / HELLAS UIR is a 25 khz and 8.33 khz channel spaced environment within which A3E class of the emission equipment is employed. 3.4.3.2.3.2 ATS frequency assignment is performed according to regionally established geographical separation criteria. The designated or declared operational coverage of frequencies is stated in ENR 2.1. and AD 2.18 sections. To reduce interference phenomena, pilots should observe the above stated limits. 3.4.3.2.3.3 A Regional Guard frequency (122.100 MHz - RGA) has been assigned for use by civil aircraft in cases where difficulty in establishing communication on appropriate ATS channels is encountered (military ATS units, interference on designated ATS channel etc.). 3.4.3.2.3.4 Dedicated frequencies in HF and VHF aeronautical band have been assigned for General Purpose service providing (long-distance or within ATHINAI FIR / HELLAS UIR) non-atc communications with call sign ATHINAI RADIO (see also GEN 3.3.3.5 and ENR 2.1). SELCAL facilities are available for these communications. 3.4.3.3 Fixed Service 3.4.3.3.1 GENERAL 3.4.3.3.1.1 Messages to be transmitted over the Aeronautical Fixed Service (AFS) are accepted only if they satisfy the requirements of Annex 10, Vol. II and applicable Regional provisions (e.g. CFMU). 3.4.3.3.2 DATA COMMUNICATIONS

GEN 3.4-4 AIP 28 JUN 2012 GREECE 3.4.3.3.2.1 The ATHINAI COM Centre supports AFTN and CIDIN functionalities through a large number of international, national and local connections. It is also a designated entry/exit point for aeronautical message exchange between EUR and MID/AFI Regions. The chart in GEN 3.4.6 depicts the network architecture in detail. The hours of service of aerodrome AFTN stations are those of the Station Communication Offices, unless otherwise communicated by NOTAM. 3.4.3.3.2.2 OLDI data exchange is supported through dedicated point-to-point connections. 3.4.3.3.3 VOICE COMMUNICATIONS 3.4.3.3.3.1 The ATHINAI and MAKEDONIA ACCs are connected with adjacent ATS units, both civil and military, as well as other services, through an extensive telephone network, using MFC-R2 (EUR ATS numbering plan) or LB signaling. The chart in section GEN 3.4.7 depicts the network architecture in detail. The hours of service of aerodrome aeronautical fixed stations supporting ATS voice communications are those of the aerodrome, unless otherwise communicated by NOTAM. 3.4.3.3.3.2 An Administrative Telephone network is provided for use by HCAA units and authorised agencies involved in air transport operations. 3.4.3.4 Broadcasting Service 3.4.3.4.1 VHF analogue meteorological broadcasts (VOLMET) are available for use by aircraft in flight within ATHINAI FIR/ HELLAS UIR. Details are provided in GEN 3.3.3.5 and GEN 3.5. 3.4.3.4.2 VHF analogue ATIS broadcasts are available at aerodromes with high traffic density. The broadcast information is updated every 30 minutes. Details are provided in GEN 3.3.3.6, ENR 1.1.1.5.3.3 and AD 2.18 of the aerodromes concerned. 3.4.4 Language used 3.4.4.1 The English or Greek language is used for aeronautical voice communications within ATHINAI FIR/HELLAS UIR. 3.4.4.2 Only English is used in the broadcasting service. 3.4.5 Aircraft stations 3.4.5.1 The main provisions on the communication equipment to be carried by aircraft are summarized below. 3.4.5.2 Only aircraft carrying NAV and COM equipment compliant with FM interference immunity performance requirements, as stated in Annex 10 Volumes I and III, are allowed to operate in IFR conditions within ATHINAI FIR/HELLAS UIR. 3.4.5.3 Carriage and operation of 8.33 khz channel spacing capable radio equipment is mandatory in Greece for aircraft operating above FL 195. Further information is provided in GEN 1.5 and ENR 1.3.6.1.3. 3.4.5.4 Carriage of ELT is mandatory in Greece (see also GEN 1.5). Relevant information regarding aircraft of Greek registration is provided by AIC "Series B". 3.4.5.5 Aircraft Station Licence and the appropriate Radiotelephone Operator s Restricted Certificate should be always available on request from the appropriate HCAA inspecting unit (GEN 1.5.4 and GEN 1.6.7.2).
